[video clip] as you know, the whistleblower protection act does not cover whistleblowers in the intelligence community. there is a separate law, the intelligence community whistleblower protection act that allows whistleblowers to reveal information to the inspector general for the intelligence community. is that correct? >> yes. >> and this is critical because it provides a protected channel for whistleblowers in the intelligence community to expose unlawful behavior, fraud, or abuse even if it includes classified information. is that is correct? >> that is correct. >> in the past, administrations have always complied with sending this information of the complaint over to congress. some of them have not made a determination to send over classified information, but is it correct in the past, every administration has transferred the complaint itself to congress? >> i could not
