kiley, for 30 minutes. . . mr. kiley: today is a new day for california. the united states supreme court has just issued a landmark decision relating to homelessness and taken the course of action that i asked it to in a brief that i organized on behalf of myself and several other representatives from california and other western states. this decision gives our communities back the power to regulate homelessness in a smart, common sense and compassion nature way. right now homelessness in california is a crisis. it is a tragedy, it is a national disgrace and half of the homeless are in california. and the consequences have been profound. the unchecked growth of homeless encamepments is causing many of our communities to deteriorate. associated with crime, disease, open drug use and many other problems. businesses are closing in california seemingly every day because of this problem. you have families that have to walk around tents or dodge needles just walking kids to school or going out to get grsries and the problem has continued to get worse and worse.

kiley. >> good morning, secretary su. i only have a few minutes here. can you let me know how things are going with the implementation of the independent contractor role? i think it has been seven weeks or so. what has changed. what have been the enforcement actions? what is going on there? >> so we have some tools in place. they are basically small entity guides to -- following up on congressman moran's question -- to help small businesses, but employers, to a -- >> but in terms of the department doing enforcement actions or otherwise or acting to enforce the new role, what have you done that is difference? >> i mean, this new classification has been a -- a -- a concern of the department. making sure that employees who should receive all of the labor law protections to which they are entitled -- i do not know if we are talking past each other deliberately or unintentionally. so let me just say i think there is a difference between somebody who sets up shop to do something that -- they have a talent. they have an ability. it can be someone sets up an in
