supervisor kim: could we next have kim armbruster? >> good afternoon. thank you for the opportunity to speak to you. i am very eager to fill vacant seat 3 on the homeless coordinating board. i have been a member of staff at the like and foundation for six years. my work is two fold. i am manager of the walk-in resource center, and that program encompasses shelter reservations and case management and reginald assistance. my program, the main scope is from homelessness on the streets into permanent housing. and like what-in center does the most shelter reservations and we are the only access point for shelter reservations in the tenderloin. we also do the most rental assistance for both avoid eviction and for getting people rehoused and then also the full span of case management. my second scope is in service systems integration. i think that both of these areas, i would like to bring that background service on the board. one thing i noticed as in a large agency, individual programs tend to slip into sort of a silo mentality, and i noticed that that tends

supervisor kim: thank you. quick question because you are the last speaker. i was curious because i am new to the board. i was wondering when your next report to the board of supervisors would be coming to the full board. >> that is a good question. here we are in may, and my term expired in october. from what i understand from our chair, sometimes, it can be difficult to get on your schedule. not all the time, but sometimes. i am not speaking for everyone. we have more meetings that happen in smaller groups with some supervisors. recently in the last 10 days or so, we met with the mayor around some of these cuts and budget modifications. i expect that very shortly we will be able to get on your calendar and report back. i know our chair is very anxious to report back to what our findings are, what our thoughts might be, and how we can actually contribute and make it better. supervisor kim: thank you. are there any other questions for our applicants? thank you. at this time, we will open up for public comment.

we are here with supervisor kim. welcome. thank you for joining supervisor kim: thank you for having me. >> tell us where he grew up. supervisor kim: i grew up on the new york city. my parents immigrated to the u.s. i actually started becoming active in the community in high school. ed i went to stanford. -- i went to stanford. when i graduated, i move to san francisco. my first job, i started working developing economic policies for low-income communities statewide in california. i worked with young people, parents, families are around issues that concern our neighborhoods, whether it was communities, affordable housing, public schools, or just planning issues in neighborhoods like parks. i did that and actually ran for the board of education here in san francisco. i got a term on the school board working for families in our public school system and actually worked for the lawyers community and i came to the board of supervisors. >> why did you choose to live in san francisco? supervisor kim: you know, i do not know if i hav

supervisor kim? supervisor kim: my first question is for the budget analyst. you mentioned the port's outstanding debt would increase by approximately 51%. one of the things that we are asked to consider is the debt load. is there any kind of basis for what is recommended for debt load, depending on the budget? >> as you know, the port is not a general fund department. when they issue debt, they have to have revenues which are sufficient to pay that debt. then they go through a variety of procedures before any kind of a bond issue can be issued, to make certain that that debt can be fully paid by port revenues. we also point out on page 10 of the report, the board has assured the rating agency that the port plans to keep their everett debt service coverage of total revenues and total average cost above two. so there is that requirement. the port currently estimates their annual debt service ratio is at least 3.32, such that there is room for additional debt. so that is one of the procedures they go through to make sure any new issuance of bonds can be fully pa

kim jong-il's trip to china? >> no leader since the 1950s has visited china three times in a year. the latest visit was reportedly to ask the chinese government for economic aid. they set a goal creating a powerful and prosperous nation in 2012. it's hard to get aid from other countries. kim is becoming frustrated because there are no signs of the economy recovering. i think kim asked china to help move things alon whether he is able to get the economic assistance he wants remains to be seen. >> why did he visit china at this time? >> during the beginning of his trip, a summit was held in tokyo. the purpose of the meeting was to strengthen ties in the wake of the march 11th nuclear crisis. the leaders talked about north korea. by traveling to china, kim was aiming to show he is still in power in the region. also, he wants to show his country and the world he is still healthy. if he look at the video being released, the north korean's leader's complexion appears good. his movements are natural, which makes it seem

supervisor kim. supervisor kim: i missed a question i written down for the department of environment. sorry. i missed it in my notes. my question is just around the retrofit california for buildings that consume high energy such as multi-family buildings which i think is a great program. i was wondering how the outreach happens to make sure it's equityible in terms of being distributed around the city. >> so we have a couple different programs going on right now. we have the home performance retrofit program and we also have a green home program. the green home assessment program, we actually worked with five different community organizations, still working with them, to hire folks to go out and do the green home assessments in communities throughout san francisco. so many of them are community organizations that already have reach in different neighborhoods like the bayview western addition. community organizations. one of them is -- actually, let me get the list. do you have the list? i can get the

supervisor kim: a couple of things. i feel uncomfortable improving -- approving the fiscal feasibility of the project as is. i would like to see a terminal plan -- a plan that does not include the $11 million, if that was the worst case scenario -- to feel comfortable approving. i have some personal opinions around a water park and being part of a g.o. bond as part of park and representative. our parks are drastically underfunded. to allocate $9 million of that to a waterfront park seems to me a bit ambitious at this time. i am not quite sure if it would serve many of the families that currently have a lot of needs with the current parks situation. we need lights, park improvements, better rec centers. so i have a couple of questions about the plan over all. so i do not feel comfortable supporting this proposal, as it is. i am not sure if we can get a plan that excludes what a working terminal would look like without the $11 million shortfall. if we had that, i would feel comfortable supporting the proposal. supervisor
