supervisor kim: thank you. is there any public comment on this item? >> calvin mulch from san francisco information clearing house and the human services clearing network. no difficulty with the addition of the 15 days, nor of the electronic notification. serious difficulty with what we believe has been a dramatic increase in confusion about the project. currently, section 79.2 states that approval of a project shall mean and action. a decision to award a grant and actions of a sponsoring officer. the new language being proposed, the amendment adds be dramatically and unbelievably vague language of "a project shall mean any decision to potentially fund." have no idea what that means and i'm very happy to have sat through the first part of this committee meeting to provide legal support for civic action. i think what we're doing here is creating a full employment program for attorneys. i have no idea what any decision to potentially fund directly means. does that mean accepting federal money? does that mean acce

supervisor kim: thank you. just a question in regard to the budget analyst report to the real estate. just a larger question, i know that it did not make sense for us to look out purchasing a small or medium-sized building. what is the policy, what do we look at when determining how the purchase makes more sense? we know that we are going to have to continue for this type of use. >> in 2006-2007, when the first increase in rent was about to come into play, we did have significant discussions with the owner about possibly buying this asset. when we compare those numbers of debt service as well as the existing expenses, the city would bear the landlord -- and the numbers did not equate to a point where a purchase made sense. continuing to lease made sense at that time. we maintained purchase prices at about $6 million at that time. the rent has escalated the little bit since then. it is not necessarily on the market, and it would be a little bit higher. those numbers are about the same point where we are at a bre

supervisor kim: thank you. >> a good afternoon. i live and work in san francisco and i would like to voice my support for both proposals before the committee today. i think both should be passed with a preference for the proposal coming from a non- partisan ethics commission. san francisco's public financing system is a strong system and the change in both proposals would make the good system even better. these are common sense and straightforward changes that would make a number of improvements to various aspects of the system. it will bring the law into compliance with the recent supreme court ruling about triggers and increase the funds can't receive and will compensate for the supreme court changed and it's also good in its own right with the increase in expenditures. it will address these offbeat candidate issue we saw and the last mayor's race and it is worth noting budget analysts found there would be no fiscal impact to both measures, so it will have no additional costs. this is a when-when situation and there is something
