supervisor kim comment thank you for allowing me to speak. -- supervisor kim, thank you for allowingpeak. when a developer comes in and gives you a promise, he will commit 50 apartments to the low income -- and he comes back to the building committee and the planning commission and says, i have almost -- i have most of the building built, but i can only give you 25. every building has to have some percentage of low income people. i know most people do not know that the building on mission street was built with hud money. the supervisors should make sure that when a developer promises low income housing in a development, he should not be able to walk away from aunt and say, i can only give you 10 or -- and walk away from it and say, i can only give you 10 or 8. the land use people are doing a wonderful job, but they are making high-rises for the 1% of people. anything we can do in san francisco, i am in a property that is a blessing. we have a lot of activities. we need more low-income housing. the bayview is going upscale. the mission is going upscale. please put the brakes on this d

supervisor kim: think you. we're discussing one of the main priorities of our offices, pedestrian safety. particularly for our safe -- seniors. and the most vulnerable pedestrians. how would you improve the record in san francisco? >> i am glad you asked that question. a lot of people when they hear that i am on the board of muni or in a parking and traffic director, they might think, pedestrians are not in your jurisdiction. that is absolutely not the case. we have taken a lot of measures since i have been a director to improve pedestrian safety. and things that we do with respect to many traffic, regular traffic and parking have very significant effects on pedestrian safety. my answer to you and i think the staff has been very good about this is we need to continue planning for pedestrian safety improvements and with considerations in all the developments and the changes we carry out, whether they be new bike lanes or new traffic lanes or new muni programs. the other thing we need to do is simply to use our b

supervisor kim: thank you. >> you're welcome. chupe thank you supervisor kim, just a quick question following up with health care reform. there is a lot of conversation around what is happening with the supreme court decisions. one of the pieces of the health care reform, there would be more individuals who would qualify to participate in medy cal, could that stand and we would be seeing that part of it or that with be part of a repeal potentially? >> the expansion under the 1115 waiver for the expansion of the medical services anticipating that would be more insured patients is kind of a driver, especially here locally. if the health care reform legislation is voted differently, i did see recently, just this past week that california, governor brown said that california would like to move forward with those provisions independent of anything that would happen on the federal level. so from my perspective, but it's more of a policy question, i guess, but from my perspective, it looks like it will move forward no matter what happen

kim jong un took over? is there anyone who is open to negotiation? >> well, yes, i thought so and i think that many experts on so. maybe the early deal with the united states, food aid in exchange for them reducing their nuclear capacity, freezing their nuclear development, might lead to serious rounds of negotiations. by then taking this act which clearly violates the u.n. security sanctions of ballistic technology, the north koreans are sending another message. i really think that this message is internal. i don't think that kim jong un would like to except the main policy makers in north korea, that is the korean people's army. he has the party leadership, he has the population. this is internal and an external, but they love the spotlight. they don't want the negotiations on iran to get center stage. >> sometimes north korea might be the kind of recalcitrant toddler that hates it when other people are getting attention. the fact that they have invited all of these foreign journalists there suggests they

kim. doubts about whether there truly united in their support. there is thought to be lingering concern about his age. he is not yet 30. unlike his father, he has little experience of the military and the party. there are reports of internal opposition and the deadly purges. dozens of military officers and party functionaries are believed to have been executed. at the same time, the old power base and the new supreme leader have a shared interest in preserving the status quo and their privileges. the result, continuity in the regime's rhetoric, which contrasts starkly with reality. north korea continues to flex its military muscle, to divert attention from the fact that it cannot even feed its own people. at the center of the show of military might is its nuclear program. north korea has repeatedly used the program to win concessions from the west. in february, the u.s. agreed to a massive food aid program after a pledge from pyongyang to allow in inspectors and to stop uranium enrichment.
