i want to thank our supervisors kim and avalos for cosponsoring the hearing. more than a year ago we had a ceqa appeal at the board of supervisors for the at and t boxes and it was affirmed by the court whether a legal issue of cat categorical was appropriate. we didn't want these boxes on our sidewalks. almost exactly the same time that we affirmed the cat egorical exemption my office and other offices issued a memorandum of understanding with at & t agreed to a certain level of outreach and participation working with communities in decisions relate to go placement of these boxes. understate law at & t has a discretion but we have our limits. we can do is ensure that @ & t is working with local neighborhoods to determine if there is appropriate places to place the box whether there are private property or other locations not on the public right of way or action in connection with boxes to reduce some of the challenges of the boxes create whether we are talking about public art or pedestrian upgrades and so forth. these boxes do have impacts on our sidewalks. w

she is thoughtful and caring and provides a lot of information and valuable input. supervisor kim has not only been a transbay help in our neighborhood but many other factors in our neighbors, pedestrian safety, bicycle safety and other things that involve this community. it is my great pleasure to introduce the chair of the tjpa board of directors supervisor kim. [ applause ] >> in 2011 when i began my first year in office, maria invited the mayor and i to come to this site where we are standing today for the ribbon cutting for the beginning of construction for this site. in 2011, these ribbon cutings were more of a rarity. this was a ray of sunshine in san francisco that was providing jobs for men and women that had not been for years. this was a time in the recession that many of us remember, but almost, you almost barely remember it today. the mayor actually when i first started approached me in january to talk about how we can create more jobs here in san francisco. and he mentioned a little known company called at which -- twitter and their interest in staying in san francis

i want to thank the cosponsors kim and avalos and campos for joining me in this legislation. we think it will begin to bring a balance to this unregulated market and ensure health and life safety improvement in our tic units, resilient neighborhoods and strong communities. the ordinance focuses specifically on a specific type of tic, the fractionalized loans and convert rental apartments into tic without complying with building and planning code requirements that protect business and residents. they avoid the fees on the impacts on neighborhoods as well. the profits earned by e evading these requirements. it also creates an eviction of ownership of buildings continuing two or more buildings. also requires the planning department to review the project for compliance with the planning code and any applicable designs by the the guidelines. i want to include that for these called frak ticks to comply with the planning code. finally any application for a conversion of an existing building from one ownership to fractionalized owner ship to comply with the building and housing codes

i want to just echo what oscar said and also what kim said previously, regarding how it starts at home. and the familis that come in they are constantly coming in and there has not, and it is just been getting progressively worse. they either doubled up, tripled up, or they are displaced and they have to leave the city. south of market, the action now currently serves over 200 families and even with the application process of trying to get them into the affordable housing, that process is also very difficult because it is also in the language. and so, it is i think, it is important that we are having this, and in this conversation continues. and we continue in that, and because we are all part of this, and affordable housing needs to be for the families and our working families, so, thank you. >> >> good evening, everybody, my name is ramond and i am the lead organizer of the community action network and currently i have been working with 25 to 30 youth, and you know, regarding this issue, and i have had the privilege of talking to them about what they care the most, you know? and defi

kim nees? it wasn't a robbery or a sexual assault. people do talk. and around town the story was that this was, well, call it a jealousy killing. kim was popular, she was attractive, she was class valedictorian, the boys loved her, and she was about to leave poplar behind for good. so the story was that this was local kids, mostly girls, who beat her to death. so went the rumor. >> that was one of the, again, if you will, the theories that folks around town had is that there may have been three or four of kim's peers that were involved with her death. >> bobby clencher heard the talk. she lived down the block from the nees family. >> what did you hear? >> her grandfather had told me, all indications are that it was girls. >> reporter: though many of poplar's teens, boys and girls, wound up on a list of potential suspects, including bobby's son gary who once dated kim's sister. >> did you question him harshly about it? >> uh-huh. he said, repeatedly, he didn't know anything about it. the only thing he knew is what he had heard, what he has been told. >> t
