in earlier testimony, it was interesting when supervisor kim asked if there was any evidence of job loss. i think supervisor campos asked a similar question. the proponents of the charter amendment were not able to cite one example of any job loss. the other interesting thing that was said earlier was went chairwoman kim said san francisco has a high bar of expectation for the business community. that includes decent wages, job protection, environmental protection, and health access for people who work in san francisco. we know that jobs are important. everyone agrees on that. we also know that, oftentimes, jobs is used as a red herring to divert the city from doing what it needs to do. the educators of san francisco believe that this charter amendment is unnecessary and would turn us back from the work ahead during a steep recession. thank you. >> i am with sciu 1021. old myths die hard. probably mutt -- probably the most pervasive and it is that small businesses are the engine that produce jobs in the country. this holds sway by numerous studies that show there is no correlation between the size of the company a

supervisor campos: thank you. -- supervisor kim: thank you. >> i appreciate the opportunity to address your committee and give my point of view. i am an advocate of ranked- choice voting. and in hearing their people in this city of san francisco who want to eliminate it, i am rather confused. i think, what problems are they trying to solve? ranked-choice voting brings more voting participation. you have more turnout in elections since you went to ranked-choice voting. is that a problem? i thought that was a good thing. ranked-choice voting also, by eliminating elections, brings less cost to the city. is that a problem for the city to spend less? are the advocates wishing that the city should spend more in this era of hard times? ranked-choice voting has brought more diversity of candidate and more diversity of the electorate. is that a problem? that you want to eliminate and go back to holding runoff elections, one of which would be held in a low turnout time? it seems to me that ranked- choice voting has brought strong benefits to the city. i just wonder what are the problems that can

supervisor campos: thank you very much. supervisor kim: thank you. you addressed this, but i was wondering if you could talk more about your process these with working with community. one of the pieces were i get to work with your offices on the midmarket tax exclusive, a community benefits agreement process. maybe you can talk more about your philosophy of working with the community and developing these benefits agreements? i am sure folks are eager to hear about the results of zynex. >> absolutely. we were very successful with that because we engage with the advisory committee. what was great about the committee is they represented different factions of the midmarket area, and they had a lot of community support. what they have done, and they have created a great platform and a great base for other applicants, is that they had engaged a community liaison that will always be listening to what ticks in the community. one important thing is going up into the neighborhood and not sitting at your office. was to go out into the community, you hear firsth

supervisor campos: thank you. -- supervisor kim: thank you. have you attended an entertainment commission meeting? >> i have attended a couple of them. supervisor kim: how do you see your role as a commissioner in working with them? >> i spent time with independent artists. supervisor kim: how do you view the commission's role in doing that? is that part of the role of the entertainment commission? >> i feel like it is part of the role of the entertainment commission as they are the only governing body that can get the ear of the community. the owners of the clubs. but also from the standpoint of there must be 10,000 independent acts that are based here. they do not have a voice and i feel like the commission could give those independents and not to say that what is going on currently in legislation with trying to make it easier for been used to book acts, that was a great step in the right direction. there is still a disconnect between these artists who want to get into these been used but they do not know how. supervisor kim: in terms of you

supervisor kim: thank you. supervisor campos: thank you, madam chair. i want to say thank you to supervisor wiener for bringing this forward. i want to thank members of the public who are here for a couple of the items that are connected to this issue. i support the idea of consolidating the elections for a number of reasons, which supervisor wiener indicated. but for me, the main thing is the simplification of the process and making it easier for the voters to come out and vote, and to the extent that you can have one if your election, i think that makes sense and comes with savings. as supervisor wiener indicated, this specific proposal is a part of a charter amendment that supervisor avalos and i have introduced. we will have an opportunity at the board to decide whether or not to put one or both or all three but i do support the concept of consolidating the elections. in terms of the different ways that this could have been approached, i appreciate the choice that supervisor wiener made of it is essentially having an election sooner, two years, not

supervisor campos: thank you. -- supervisor kim: thank you. >> i am a longtime san francisco resident, a small-business owner. political consultants and critics our -- are blaming rcv. 99.6% of voters cast a ballot mayoral ballot. 91% ranked at least two candidates and 73% rec 3 candidate in the mayoral race. how confused can they be. portland, maine elected their mayor using ranked-choice voting. i will put on the screen the ballot they used. this is a simple one-page ballot the used to rank 15 candidates. they offered on limited ranking. the election was a huge success. there was no single front runner. talk of confusion in portland, maine was strangely absent. there are not that many political consultants of there. [laughter] rynex point, san francisco has saved $7 million by using rcv. we should continue to bank the savings. a recent study showed runoffs attract four times these super pac money -- the superpac money. runoffs have notoriously negative campaigns. san francisco is recognized as a leader. a system that is implemented more broadly would prevent a spoiler situation or i
