kim dacey is live at city police headquarters with more details. good morning. >> the incident happened early saturday morning in federal hill. the man uploaded the video to youtube and then filed a complaint with baltimore city police. scott cover came across the arrest in progress near the corner of east cross and patapsco streets. after about 30 seconds of recording the incident on his cell phone, one of the officers asked him to leave. just hours before this incident, baltimore city police issued a seven-page general order that says citizens have a right to film police on public property, and recording devices cannot be taken away except under certain circumstances. scott mentions the order during his encounter. >> i'm asking you to leave. >> all right. >> walk down the street. >> all right. >> down the street. >> and you guys do know you have a standing order to allow people to record it. >> nobody took your phone away. you can record all you want. >> the incident is being investigated by baltimore city police to see if the officers violated a

[no audio] the three people who died were siblings and have been identified as ashley, joseph, and david bauguess, all from fallston. 543 with shutdown for a time overnight as troopers cleaned up the accident. there was debris over the road. this happened just before 10:00 p.m. last night. a chevy cavalier carry the siblings was traveling southbound on 543 when it crossed the center line and sideswiped a toyota in the southbound lanes. >> the impact of that collision put the chevy cavalier into a spin. it entered the northbound lanes of 543 sideways and then was struck by another northbound vehicle, an acura that also had two people in it. the force of that crash cut the chevy cavalier in half. the two males were ejected from the vehicle. the female stayed inside the vehicle. all three of those individuals were pronounced dead at the scene. >> two state police helicopters were dispatched to the scene. one had to make an emergency landing. the injured could be transported by ambulance.
