kim dacey joins us with more.ning. >> the shooting of those 16 men, women, and children in afghanistan could translate into the deaths of american troops, according to congressman dutch ruppersberger. he said he is not surprised that the taliban is using the shooting spree as a call to seek vengeance on americans. ruppersberger believes that instead of striking stateside, terrorists will target members of the u.s. military serving in afghanistan, just as we saw last month after american servicemen accidentally burned copies of the koran. after the shooting spree by a lone american soldier, anti- american outrage is building in afghanistan, and ruppersberger is fearful that other american soldiers may pay for the actions of a disturbed comrade. he believes our biggest threat is what he calls loan will extremists. kim dacey, wbal-tv 11 news. >> -- lone wolf extremists. the man is a father and husband. the soldier was flagged for mental illness but continued to serve after he passed a personality test. >> kim dacey,

kim dacey is live with more details. good morning. >> the victim's friends are questioning whether the driver was drunk and did not even realize they hit a person. police say 35-year-old ricardo jobes was working to restripe lanes along interstate 95 south just before caton avenue after midnight on saturday. they say jobes was observing safety protocol by working in the two lanes closed to traffic. police say a driver veered into the construction zone, hit jobes, and took off. police are looking for a gold or silver gm sedan, possibly a pontiac grand prix. they also believe the car has headlight damage. jobes' fiancee says his leg is shattered. >> well, he's about 6'6", 260 pounds. big guy. so, i'm sure if it was somebody that was my height or shorter, they'd have probably been run over. they probably wouldn't have made it. >> jobes is listed in fair condition here at shock trauma. towns says he loves his construction job. he was named employee of the month on friday, just hours before the accident. kim dacey, wbal-tv 11

i am kim dacey, and i have details coming up. x the baltimore mayor says her proposed budget for 2013 eliminates furloughs for city employees. the cause for concern tonight, the plan will close three city fire companies. kim dacey has more on that story. >> according to the budget, there will be no layoffs associated with these closure, but cuts in staffing through attrition. the firefighters' union is not happy about this proposal. baltimore is going into fiscal year 2013 with a $48 million budget gap. to help close it, mayor stephanie rawlings lake is proposing to permanently shut down three fire companies in the city. for the past several years the department has dealt with rotating closures. >> is not specific to baltimore. is unpredictable. >> the mayor says the permanent closures would eliminate three companies, not shutdown entire fire stations, and it would end the rotating closures. >> it would provide some permanency, reliability, and predictability. it allows the department to plan every day, whatever de of the week is
