kimberly terry is there with more. hello, kimberly. >> reporter: hello. highway 17 is moving smoothly despite the rain and wind and very heavy fog. as you know an accident can tie up this highway for hours. so far so good sz all of us contend with the storm. this series of storms has residents preparing for the worst. >> people are getting, you know, expecting the power to go out. so they're getting, you know, old-school type stuff. we're getting lanterns that use lamp oil, candles, you know, anything that can keep your house lit and going. if there is a power outage, it can last for several days. >> the rain has been steady. there's been a lot. we've had a couple of inches so far. it's been spread out nicely over the last 36 hours or so. and the mountains can hold a lot. you never know when it's going to change. at night it comes down big time. >> residents can pick up sandbags to use in the off chance there are issues with flooding. while tease storms lead to preps for homeowners, snowboarders are looking forward to the dumping of snow in the mown tas.

nbc bay area's kimberly terry is in san bruno where federal investigators just briefed reporters about their investigation. what's the latest, kimberly? >> reporter: tom, san bruno's mayor said this is really just a snapshot in time. there are no official words on causes right now, as you mentioned. but several investigators right now are just eliminating possibilities. >> some christmas spirit and the neighborhood still desperately struggling to rebuild. the mayor of san bruno said the city changed forever september 9th, and it's a slow crawl through the healing process. >> there's 38 residences that are not there any longer. and it's right next to people that have christmas trees up. so it's something you have to sort of accept and you can't try to figure out. we're doing what we can to help them as much as we can. >> federal investigators looking into what caused the explosion that killed eight people and leveled dozens of homes issued a second preliminary report today, meeting with the mayor, and u.s. representative jackie spear. >> we've now ruled out corrosion, the preexisting le

let's start off with kimberly terry. she joins us from the santa cruz mountains. >> it's been raining pretty consistently here. this is highway 17 and despite the rain, the wind and also the heavy fog, traffic seems to be moving pretty smoothly. that's a good thing since as you know, one bad accident can tie up traffic for hours. so far so good, no major issues. residents are used to these storms and they're using this time to prepare, since the rain is expected to continue on and off for the next several days. there's been a steady stream of residents coming to grab sandbags in the offchance there are issues with flooding up here. scarborough has also been busy as customers are buying up wet weather supplies. if the power goes out, it could be out for four days at a time. they just really want to be prepared. >> we have everyone up here being prepared for it. buying tarps, plastic, batteries. flashlights, lanterns, people are getting, you know -- expecting the power to go out, so they're getting old school type stuff. l

nbc bay area's kimberly terry was there and has this report. >> reporter: this is the third townhall meeting for san bruno residents since the natural gas pipeline exploded september 9th. that left eight people dead and 55 families without a home. >> one day you have everything and then next you have nothing. >> reporter: residents were updated on the investigation still months away from being completed. >> have identified that there was no -- corrosion an no prior leak. pg&e, san diego and likely the entire nation as we'll have to ultimately determine what tools are necessary and what kind of inspections are necessary to ensure that this kind of an event never happens again. >> and then the floor was opened for questions aimed by agroup assembled by congresswoman. the national transportation safety board, regulatory authorities and the internal revenue service. who got the majority of the question. all of them concerning whether money they received from pg&e is taxable. not satisfied with any of the answers, spear quickly stepped in. >> i'd rather be safe than sorry. we do have have

kimberly terry is live with how it could have happened in a store so crowded with shoppers. kimberly? >> reporter: tom, police say it only fook a few seconds for the suspect to take advantage of the situation. a very busy store filled with distracted parents and children. a brazen attack on an 8-year-old girl at this walmart store on davis street in san leandro has shoppers on edge. >> psychos. people crazy. how can you do that. you've got to be sick. >> it's really scary. i'm definitely going to keep my kids closer. sorry, i didn't mean to cry. >> it's upsetting. >> reporter: police say on friday the girl was shopping with her family about 7:00 in the evening when her brother wandered off and she went after him. >> when she was looking for him, she got distracted in the toy aisle, like most kids would, looking at toys. at that point our suspect came up from behind her, grabbed her, and put his hand down the front of her pants. it took a matter of seconds. >> reporter: police say once the suspect was identified, a 29-year-old, let the girl go, he took off. but didn't get far.

terry tells us, the trend is reflect in the bay area as well. she's in richmond to tell us why tonight. kimberly? >> from the homicide rate here in richmond has dropped for the fourth consecutive year. the deputy chief here says they are working constantly to modify what they do in order to keep this city as safe as possible. despite the recession and spikes in membership, some of the largest cities saw drops in murders and violent crime this is year. the trend is notable in richmond. the city has had 21 homicide down from 46 last year. >> a lot of different factors, a lot of things coming together. but probably the most significant would be staffing, involving of residents, technology, and some smart strategies. >> police deputy chief owen brown says for the last five years the department has been implementing strategies from across the country, testing what works best in other cities here in richmond. >> there's no one sort of tailor-made thing that's going to be a cure-all. the dynamics in richmond. >> brown says cameras like these have also really helped getting extra eyes on the street. >>
