nbc bay area's kimberly terry live in san jose. >> reporter: we saw it start raining here at about 5:00 here in san jose. you can see the guadalupe creek here. it's barely moving now. the rain has been heavy at times. right now not much of anything. but of course that could change. this is only the second storm the south bay has seen this winter, but the deputy operating officer at the santa clara water district says there need to be several more big storms to make a marked difference. >> it would take a good, you know, 8 inches of rain, basically, to start seeing any measurable runoff into our local reservoirs. the watersheds are that dry. >> reporter: earlier we in an area that would normally be covered in water. the reservoir is part of the system that normally collects water, but as you can see, mother nature not cooperating. a water use reduction target has been set at 10% and they'll consider additional recommendations at the february 25 meeting. the hope is that there will be many more rainy days just hike this. live in san jose, nbc bay area news. >>> thanks very much. and you
