king king. >> commissioner chan you did a great summary. i would like too to thank sergeant harold and gave a good tour and a walking tour. we spent a couple of hours with him and really walked the street scpis can say from the many years ago that i would walk in that area going to law school and since then there is a tremendous transformation just in the last several months. it's very different. all the debris that used to be flying in the air is gone. there is a different scent to the street literally and the sergeant explained how dpw comes through with sanitizers and scents and the vibrance of the area, that beginning vibrance of new commercial endeavors is very apparent. it feels safer. there were tourists on the street as we walked down this corridor and all of the departments in the city that have contributed to this really observe a big pat on the back. so far it seems to be working well, their efforts. >> sergeant herald explains the people in the sro units in the area are appreciative and feel safe to go outside and before they couldn't leave the unit and they thanked the department for being there. >> great. commissioner loftus. >> yes. i wanted to update my colleagues. we had a presentation from the crime lab on the issue of untested and sexual assault kits and the success of the other program that started in 2010 to expedite stranger rape kits from being tested. we heard about the significant investment the department heard in increasing the number of criminalists and trained and the work is right. i wanted to get back to folks there are a couple of follow ups happening within the department. there is a audit that is being done of the property room to ensure there aren't any untested kits which we know is common in labs and medical examiner's offices and they're making sure of that. in addition to that they're doing a review of the untested kits which they have identified and determining whether the reason it was untested whether a criminal case wasn't filed, whether consent was the issue in the case and the da wouldn't be dispositive in the case so i think we will hear more from the department as they continue to improve. i think there is consensus and we certainly heard from the department that the policy is to test all kits and i think that is certainly the right approach from a law enforcement perspective from prosecutors and victims and the community that if we collect that evidence we need to test it. i think resources are always an issue and i look forward hearing from the department on the plans to test any kits that aren't yet tested and make sure we're supporting the efforts to continue to support the crime lab as new technologies come afoot, but certainly and i don't know if technologies come afoot, but sounded good at the time, but as new technologies come online -- that's how you're supposed to say it. that we're availing of these tools and help us prosecute cases and exonerate the innocent and i wanted to update you on that and the second issue was we're going to set up a trip for us, a chance to visit the crime lab and learn more about some of the technology so i will true inspector monroe invite the commissioners to go out there and understand more about this, so appreciate the support of captain perae out at the crime lab and good to learn about the issues when we are dealing with them. >> thank you for taking the lead on that. >> and the chief has made the commitment to test all of the kits. >> thank you for the work and follow up they know you're doing and i am interested in going on that trip. >> please call item 3d, commission announcements. >> commission announcements and will asking of items identified for consideration at future commission meetings. >> any commission announcements inspector monroe? >> one. we have a community meeting on the 29 and that will be held at balboa high school in the green room and it's may 29 at 6:00 p.m. and that is to hear comments from the public and ingleside captain concerning issues of protection in the area. >> great thank you. so you're not doing the 40 minute slide show tonight? >> what is the address again? >> [inaudible] >> thank you. >> you're welcome. >> inspector when do we have calendared the program on pedestrian safety? >> june 5. >> june 5, so two weeks. >> right. >> thank you. >> commissioners anything you would like to add to our agenda as we move forward? hearing none. great. public comment on line items 3a, b, c and d? >> commissioners good evening once again. i only have a quick comment. i could appreciate thomas maswriewko's experience in watching somebody drop dead. i have taken first responders courses, also emergency technician courses. although i didn't take the exam they teach you that first responders should carry basic isolation gloves. most police officers that have taken the courses they should also have mouth gauzes and three basic isolation for cpr which is a funnel and tube. they should have kitos them all all times. they're this big. every police officer that went through the training should have that kit for that type of emergency because blood can communicate -- or contaminate anybody around it and a police officer hopefully didn't get contaminated by some disease. two, is they're also taught as you start cpr you're supposed to pick somebody out in the audience that is watching. tell them to call 911 and get back to me immediately. that also has to take place. i think maybe some of the police officers should be retrained or brought to their attention when these incidents happen there is certain protocol that should take place. i don't know about the man that died and we don't know what happened and maybe bleeding internally but i think every police officer in san francisco has that basic training. they should have the kit on them at all times and view -- or annual basis the protocol should be given to them in terms of the procedure are when something like that happens in front of them. that's all i really have to say on the matter. i thank you for your time on the issue. >> thank you. any further public comment? seeing none public comment is closed. please call item four. >> item four election of commission officers. action. >> commission this item is election for officers this evening and we're supposed to have it completed by may 30 by charter so i will turn -- we're here for nominations. dr. marshall do you have anything to say? >> i want wanted -- before we -- i read this whole packet but for some reant didn't see item four. i think we should have a full complement of commissioners. we are missing one right now so we could have that vote and i know our faithful president has worked hard the last couple of years already started a little later last time so it's not too off to delay this by a few weeks. is that possible? >> ms. porter. >> the deadline is set in the rules of order so if you want to pick an alternate deadline that is within the jurisdiction of the commission to decide to do. >> okay. >> [inaudible] >> do we have a sense of when we will receive our seventh commissioner back? >> commission if i can i called the board of supervisors -- excuse me, and they told me that the next maybe available -- maybe hearing would be some time in june but they didn't give me a date. can i call them tomorrow and see if there is an update on that. >> >> okay. and just a suggestion that we delay until that time so we is have our seven commissioners decide this. our president already is doing a great job. i am in rush to switch presidents right now. >> the only comment i agree. i think president mazzucco is doing a fabulous job. in terms of the commission's work and staying on its agenda and so on i am wondering if bringing somebody in and having an election the first night they're here or even the second night might be asking a lot of a new commissioner that is not really familiar with the folks that they're serving with yet, and so then the question would be -- because i think something similar happened when i came on board, and you were there at least a couple more months, so i don't know if it's going to serve the commission well by deferring it. i understand the fairness issue, but the point may then be well do we postpone it a couple months. >> yeah, my suggestion is we set it for another date so it's on the calendar and once that date rolls around and we need extra time we can take a few extra weeks. i think it happened to all of us and when we were new commissioners and i don't think it's a big deal and i think it's fair to have everyone here. >> well, we're assuming it's the old commissioner who will be -- i think that's the thrust of the reasoning is that once again commissioner dejesus -- i'm not telling people what to do so the issue of a new commissioner -- the only thing i suggest is we've done these -- the only issue if nobody shows up that day and we don't have a full complement of commissioners and that could happen also. it's fine with me. we can do it tonight or when patrick gets back. i am assuming that is the scenario we will work out. [inaudible] >> commissioner dejesus has reapplied. there san expectation that she might be returning. >> as far as i know she has reapplied. as far as i know -- >> well, the ref lance -- >> she's the one that said to me the rules committee doesn't meet -- and she is waiting. she is in limbo right now. >> she is a commissioner and familiar with everybody here. >> we are running up against that. i am prepared to go forward forward tonight but i'm also prepared to wait until we have a full complement, so a couple other people want to weigh in and then we can decide. commissioner truman. >>i am fine with proceeding tonight but the commissioners decide we will share the leadership appointed by the mayor and those appoint the by the board of supervisors you're prepared? >> i am prepared to proceed tonight as long as the commissioners decide we share the responsibility for the commission between commissioners appointed by the mayor and the commissioners appointed by the board of supervisors. >> let me ask a further question. does that mean you would be prepared to move forward? can we postpone it under those same conditions i guess is what i am asking? if we don't do it tonight and do a month from now i am asking if you say the same thing? >> a month from now i would ask that we continue to share responds. >> okay. there is really no difference then. >> i think it's helpful to have everyone here. >> no, just what he said i wanted to make sure it applies to both dates. >> commissioner. >> i am with the commissioner and i think scheduling is something with the board of supervisors schedule and the uncertainty of any given person on any given night. i am comfortable with going forward tonight and dom plying with our rules. >> [inaudible] >> i would hope that we wait for the seventh commissioner. i'm not sure what is going on here but i hope that we have a seventh commissioner and have a conversation and appreciate our president's work and i'm not sure what is happening tonight but i hope that we wait. >> i am just saying we might get to that date and only have six people. >>i get that but we don't have a commissioner serving their term so they're not here and if we have commissioners sworn in and don't show up and it's scheduled that's a different matter. >> well, in keeping with the theme we're find with the president's leadership i nominate president mazzucco to continue as president for another term. >> you want to accept or a second or what? >> i can't second but -- >> accept. >> accepted it. >> i do. >> commissioner moved and properly -- i will second it. >> carol seconded it. >> once again being the commissioner -- [inaudible] you're good. fine. >> [inaudible] >> public comment. >> any public comment regarding that? >> [inaudible] >> i forgot about that. >> good evening commission. with respect to this matter i concur with commissioner chan. i am very much interested in the input of petra dejesus, commissioner dejesus in this matter and as was established just a moment ago it appears that the commission would not be in violation by making that decision so i think it would be both prudent and important in the sense of full consultation and full disclosure that commissioner dejesus be part of this conversation and i strongly encourage the vote on this matter to be postponed. >> any further public comment? hearing none -- >> i have a comment. >> yes. >> it is neither appropriate nor fair to commissioner dejesus or others that apply assuming that commissioner dejesus is the person sitting here to vote on this matter. our rules allow us to vote tonight. certainly we can amend them and i have certainly heard statements from everyone -- no one objects to president mazzucco, so i'm fine with nomination that i made. however, if others feel that we need to revisit it i'm fine with that too, but the statements i have heard there is no problem with the current presidency, so i don't understand why we can't move forward with that. >> public comment is closed. next -- [inaudible] >> [inaudible] >> there is a nomination on the floor by commissioner truman to nominate commissioner mazzucco as the president. it was seconded by commissioner king king. call for a vote. vice president marshall. >> aye. >> commissioner chan. >> so i'm going on s have to vote no and not because i don't absolutely love president mazzucco and you know i do but i'm disappointed we're moving forward without a seventh commissioner in place and i wish we would wait for that person to be in place and i am taken aback with this. normally on the previous three years on the commission we waited for that person and much longer than i'm asking with this time and with a lot of respect and gratitude for your hard work i am voting no at this time. >> commissioner loftus. >> aye. >> commissioner kingsley. >> before i vote i would like to ask a question of commissioner truman. is your idea that we vote for -- you have nominated a presidential nominee and stop at this point and do the vice president on another date? >> i put that forward and i have no comment or anything about it. we moved right passed it so i thought it was only important to me. this commission is not running solely on one commissioner's beliefs and thoughts, so that was one thing i thought was important but no one else seemed to think it was. it certainly was important last year. no one else commented on it so maybe it's not important and i am comfortable with commissioner loftus being vice president. >> let's get the presidential -- >> thank you for your response. we're going forward with the elections in total. aye as to president mazzucco. >> commissioner truman. >> aye. >> commissioner mazzucco. >> aye. >> motion passes. it passes 5-1. >> thank you very much and at this time i really took what commissioner truman said to heart and i think several of us talked about it. i'm not breaking any rules though and i would like to nominate -- because i have talked to dr. marshall about his busy schedule and the great work he has done but i would like to nominate commissioner truman for vice president. >> second if he accepts. >> i do not accept but thank you for the invitation. and with that i nominate commissioner loftus. >> well, this is very interesting. i would just like to urge commissioner truman to accept the nomination. i think it is important i think we talked about it last year having representation in the leadership from someone appointed by the board of supervisors. my experience working with commissioner truman through the tazer process and community process and watching him lead that process, listen, seek input from the community, work with the department, achieve shared goals, i have tremendous respect for his skill on this commission, and would like to urge him to reconsider, and serve in leadership on this body. >> dr. marshall. >> commissioner truman you will not accept? is that what i am hearing? >> i will accept the nomination. >> you did. then i second it. who made the nomination? >> i did. >> and i could. >> and i second too. >> there you go. >> there can only be one second. >> so you have three seconds. >> the chair is not bad over here sir. >> i accepted [inaudible] >> call for public comment. >> any public comment regarding the nomination of commissioner truman to be vice president? seeing none public comment is closed. jeremy. >> i have one comment. >> sure. >> i think you should wait until the next commissioner is here, so we don't have a problem down the road with whether this is legitimate or illegitimate even though it's proper protocol. it's not ethical. if certain members of this commission feel that petra dejesus should be here and based on that i think you should wait for a proper time. this isn't something that needs to happen today anyway to have proper protocol and record on board you should have mr. dejesus her for her one opinion, her one opinion on this nomination whether she's for it, against it or for someone else and i think that is proper. no one can have any doubts afterwards that we had a horse and pony show here that anything was rigged like a kangaroo court there would be no court. that's all i have to say as a citizen and resident of the city and county of san francisco for 44 years. i thank you. >> jeremy. >> i would like to renew my objection that was made to the presidential nomination and vote for the vice presidential vote and no prejudice against any commissioner nominated for each respect seat but i concur with the last speaker that with certain coming both from your body and from the putting such a move of haste when not necessary falls in the realm of unethical, and in regards to the commentary by commissioner truman i apologize if i over stepped by suggesting explicitly that it would be commissioner dejesus who would be present in the seventh seat. however, the same objection applies for whoever it might be even if it's a new commissioner sitting in that seat. i think they should have the opportunity to consider and speak on this matter that will have direct relevance to their job and the public which their job is set to serve. i do not see why there should be any reason to rush this through especially given the apparent coordination of opinion on this body. i fail to believe that there will be a much different result if adequate consultation and adequate disclosure were to happen, so as the last speaker happen i think this is absolutely a dog and pony show act and it's not good because it talks to the character of this body and holds necessary office in terms of the people's needs and i would finally add they believe this entire process should be revisited to have more public input, actionable public input into the selection and election of members of this body. thank you. >> thank you. any further public comment? hearing none public comment is closed. >> i have a comment. my comments were not necessarily geared toward any particular speakers' comments but i will make some now that there is nothing that i have done while sitting up here as a commissioner can be called unethical by any means and i resent the comment and the implication that i acted in any way in an unethical manner. second of all these elections are slaitded to take place annually so there is no haste as you or anyone else would suggest. third of all i sit here night after night because i care very much about what the city and county of san francisco's people believe and think about the police department. i have taken nothing for granted in listening. i have taken nothing for granted in making the nominations except what the rules require and allow and as far as for actionable comment comment as to the makeup of this body that process is done by the nominations process of these commissioners by the mayor and then approval of the board of supervisors. that is the appropriate vehicle. as the rule stands now for your public comment as to who sits here, but the authority vested into the officers and the running of this commission is vested in those rules and it gives -- grants that authority to us to make those decisions. if you wish to change those rules i have no gripe with it, but to make public comment in front of television cameras and to the public of san francisco and to imply that i have done anything that is a violation of anyone's rights, rules or responsibility is inappropriate under any circumstances. i was considering withdrawing my nomination and saying perhaps we should wait on the vice presidential nomination until i was called unethical and i will not bend to someone's will by just simply because they call me and my actions by something that they are not. >> we have a vote please. >> there is a nomination by president mazzucco to nominate julius truman as vice president and seconded by commissioner king king. a vote now president mazzucco. >> aye. >> commissioner loftus. >> aye. >> commissioner chan. >> for the same reasons i gave as to why i couldn't vote yes even though i sincerely and appreciate president mazzucco's service i'm going to vote no because we need to wait for a seventh commissioner. >> vice president marshall. >> aye. >> commissioner king ly. >> aye. >> commissioner truman. >> aye. >> motion passes 5-1. >>i want to thank you for your confidence and additional years as president. i want to be clear this is the last year as president. i don't think the public understands just the work that goes into being a commissioner and the wednesday nights. i want to thank my commissioners for the work on wednesday nights, the monthly community meetings, the emails that we get regarding incidents, the press conferences or town and other things and attending the medal of valor ceremonies and attending other ceremonies and the president's job is a full time job and i want to thank yo

king king. >> thank you for your report. deputy chief. just a question or perhaps a clarification. do you know anything about the matter at san francisco state or the other incident regarding the homeless? because it's my understanding san francisco state has their own police and perhaps there is some confusion on that. do you want to address that? >> i don't have details on that incident. san francisco state does have their own agency. i don't know if we assisted them but i certainly can follow up on that. >> and then the other incident or what we heard about this evening in terms of the homeless and their shelter? >> the gentleman said it was a church. i have no idea about an incident at a church. >> okay. >> but again i will follow up on that. >> okay thank you. >> thank you. commissioner loftus. >> yes chief do you by chance, and i know that putting you on the spot a little bit but we have the homicide numbers. do you have them compared to last year by this point in the year. >> we're at 13 now and i'm sorry i don't know what it was last year. >> okay. >> 27. it was at 27. thank you mr. henderson. >> okay thank you and i will just say i happen to be one of the fortunate san franciscans had that had one of the 20 house parties on my block and my kids were out riding their bikes when we watched up the breaking up of a house party which was more complicated than i imagined it could be. i would say there was a significant police presence on my block which created excitement in the neighborhood. i haven't talked to my neighbors in a long time and there is a lot of police on the block and everyone wants to talk about it and i would say there was a significant amount of patience and slowing down and no one was arrested that i saw, and having seen some of the revelers who had enjoy the more cocktails than they were aware of at 2:00 o'clock in the afternoon i can see that the officers were exercising patience and happily transferring someone back to somewhere they could be safe and the officers i think deserve as i told them credit for being very patient on that day. >> thank you for that. we will pass it on. >> anything further for the chief? all right. inspector please call item 3b, occ director report. >> director's report, discussion recent activities. >> president mazzucco, commissioners i don't have anything to report today as the director is on vacation and she will give her report when she returns. >> okay. thank you. please call 3c -- by the way with the presentation and the report under 3a that is taken off calendar. >> [inaudible] >> ms. marian. >> [inaudible] >> okay great. thank you. >> line item 3c. >> commission reports, decision, and commissioner reports. >> i just not as president i would like to report about an incredible incident i saw about two weeks ago. it would be two weeks from friday for members of the police department and also talked to the public about it, and it actually 19 years as a prosecutor it was an incident that really moved me. i was walking across third and market street at 1230 on a friday afternoon. thousands of people walking down the block and just before that i was walking toward the parking garage and waved to an officer and shock hands and he went on his way and i walked across the block i saw him and looked like he was doing with someone on the ground and i would head that way and saw the fire truck heading in the wrong way and was on the top of a homeless man trying to save his life. he was doing chest compressions and the firefighters took over and it was a gruesome scene and i have the report in front of me and a homeless resident and body gave out and bloody seen and unusual and blood out of his nose and mouth and yet the officer worked on him and do did the firefighters and the paramedics and these were veteran's officers and they called it off and died on the street on friday afternoon with hundreds if not thousands of people walking around videoing it and one of the officers said "did anyone dial 911?" and no one called. we're the liaison between the officers and the people and no one was called and i'm going to invite the person in two weeks and she flagged down the officers and said this man is throwing up blood. he needs help. it was just her and i have to tell you -- you know commissioner we never get used to this. it was a gruesome scene and had to have a hazmat team clean up everyday and our officers do things for people that nobody appreciate. they risk themselves to exposure of many different things and tried to save this homeless man's life while thousands of people walked about and afterwards talking pictures and it was interesting to them and i want to thank the officer and the public employee who flagged them down and thank the firefighters and the paramedics and i called the chief right afterwards because i was bothered by what i saw and the officers involved were sergeant rodriquez who was on the motorcycle, the dirt bikes, officer mc gold district and equaled -- and i want to thank the firefighters and vanessa from public works and had the courage to call the officers to the scene and they did a great job and i am very proud of them. next item. >> commissioner loftus. >> thank you for sharing that story. it's disappointing that no one reported it and it's terrible that the person died but it's good for us to recognize the hard work that our officers put in everyday and the risk they put themselves in, so commissioner kingsley and myself visited the safety hub and the official name and sixth between market and mission and we got treated to a tour from sergeant frank harold and i can see exactly why he was picked to do that and be a sergeant at that hub and we learned a lot from doing the visit. that hub is something that's very new with signage. i remember before the small business came and complained there wasn't signage and now there is clear sfpd signage which is great and the sergeant keeps the door open and people can go in and out and i saw that people going in and out freely and he explained why it's a hub and not a station and not a sfpd substation but a joint collaboration between the mayor's office and the district attorney's attorney office and the services in the city for the homeless and people that need services basically, and since they have been there they have a lot of meetings there, joint collaborations. i think the weekly meetings they have there which is great and i know that block well, sixth between market and deeper into soma because my office was a block away from there and that block had a lot of things going on, drugs, harassment of pedestrians and lots of drugs and crime and stolen phones and lap tops what happens on that block and since the hub opened a couple weeks ago, and it was much different and less people doing the illegal activities and we asked where they went and the sergeant said in the next few blocks from six to eighth have quieted down because of the presence there and because of the ambassadors that we saw out and about and protecting the young people for the art show and a concert and he said there is more work to be done and van ness and market onward is where some of the drug activity has moved and we need to raise resources to add another hub, supportive collaborative service, so we can address that end of market street but i was impresdzd and instead of strip clubs and i know well and you have a new bike shop and restaurants and condos and there is a lot going on in that area and i welcome the other commissioners to take a look at that hub when you get a chance. anything to add? >> commissioner king king. >> commissioner chan you did a great summary. i would like too to thank scent to the street literally and the sergeant explained how dpw comes through with sanitizers and scents and the vibrance of the area, that beginning vibrance of new commercial endeavors is very apparent. it feels safer. there were tourists on the street as we walked down this corridor and all of the departments in the city that have contributed to this really observe a big pat on the back. king william's the king? >> guest: he succeeded in july of 1830 and died in 1837 when he was succeeded by his young girl niece victoria. so it was a special short ring but during it, this extraordinary development in history took place. >> host: what about the middle class in britain at the point? >> guest: there is a middle class rising and it doesn't have many votes and that is part of the problem that it's articulate , well-educated and high-minded, philanthropic and there's a connection to the dissent unitarians. the power of the middle class lays on them saying we believe in peaceful reform. we believe in peaceful change but if you don't listen to us, there are people below less as they would say that believe in something very different which was violent reform. if queen elizabeth went back to this time, what she recognized the traditions and the power between parliament and the family? >> guest: i don't think it's changed dramatically and to the compromise made. william for as you will see in my book in the and he does a sort of compromise and sticks up for the reformers. the queen i think is more publicly constitutional during her long and wonderful rain. there's never really been complaints that she gave undue political support to one side or another. of that in itself is a remarkable achievement. >> host: if william haven't supported the reform of what had happened? >> guest: this is one of the questions with the revolution have come if he had said because the house of lords will not agree to the reform this was the question i will allow them to have their way and not give seats to all these people. if he had supported them i think that probably would have been a revolution or violent uprising because the people were all their uprising already. can you imagine in bristol the speaker of the house of commons has to skate the grooves of the houses and so that is what i think what has happened. that is why i think it is a delicate dance. the prime minister said in all of my political life which was very long i didn't know a moment i feared revolution except 1832. >> host: lady antonia fraser is a historian and novelist and is coming out of this year perilous question reform revolution britain on the brink in 1832. in your book 1832, one of the families you talk about is the spencer family. is that a family that is related to people currently? >> guest: that is the wonderful thing you find these names in british history. one of their great heroes of reform was the heir to rural spencer, and it is of course the late princess diana was descended and was the daughter at the time. here we find them in a very noble cause of reform in 1832 and i hope i shall send a copy to prince william i don't know if he will read it but i think that he can be deprived of his ancestors. >> host: what about the terms liberal, wade, were those used in this time and developed? >> guest: tory and whig are the terms we used. it's hard to identify them. tori is roughly conservative, that is a name that is just coming into use but we still use it. they have really split into liberals. the word liberal wasn't very popular. there wasn't a thing called the liberal party until later, so it is really toris and whigs. >> host: but for those terms used back in the 1830's? >> guest: tori and whig the parties were much less organized. it was much less party organization. it was still sort of coming towards that. the votes were always held in public. it's no secret ballot. and it wasn't until people had to be registered as a result of the bill in 1832 that you get more formal party organization. so you get the to lose bodies. >> host: was the conversation about the perilous question a national conversation being held nationally? >> guest: it was, but it was held in parliament because there were the bonds that were shouting let's have reform. i think they wanted to read more than reform and then there were the people live we may distinguish between the two. going back to the distress of the people who were talking about reform and thinking this is the way that we must go and this is the way that we should go and we are going to educate until we get. >> host: what did the question do with regard to the king's power? >> guest: i would say the perilous question showed that whenever they came into conflict with what was the people's will, he had to in the end go with the people. it was a delicate dance. if you hit back to the house of lords against the house of commons, which favored reform, to reform itself, if he had backed the will of these words that hadn't been elected, many with ancient names, and that was the claim to fame i don't think the monarchy would have fallen and that we can never be sure about that, people were frightened by that, but i do think that there would have been violent uprisings throughout the country. and he might have suffered. >> host: what was the difference between king william's's reena and then queen victoria? >> guest: the reign of queen victoria, very young woman, just 18 so she doesn't have a region, but she is very young and you get a country in which the issue of reform will come back and 1860's seven. it's occupied with bup chart but it's also occupied
