commissioner kingsley: thank you. the only other question is i noted that 44% of the cases were on neglect of duty for failure to collect traffic stop data. i was confused about that in connection with occ and what that meant. >> of what that means is that when the complaint is filed with the occ, the occ conduct a full investigation. and often the allegations arise as a complaint from an individual who is dissatisfied with a traffic citation they may have received, or some other type of traffic stop. we call that an added an addition -- and added allegation -- an added allegation. we look at whether the officer has collected that data. >> it is peripheral data that is collected after somebody who has been stopped files a complaint? >> i am probably not explain it clearly. this is a requirement of officers. it is to determine whether or not there is a disproportionate number of stops against people of color. it falls into the investigation of racial profiling. so it is data collection that is required of officers when

commisser kingsley: i am laying out some thoughts rather than a black and white. president marshall: the other side of that is we do not have the advantage or luxury of having the hearing officer in our deliberations. when we are here, we get feedback from being there. i do not think this commissioner has done a hearing where i was not asked at some point about their thoughts. i would like as much of that and the hearing officers brief as possible. for me, i have liked the hearing officer reports. it gives me what i would generally here if that person were present anyway. -- generally hear if that person were present anyway. commissioner hammer: there was another idea from commissioner mazzucco. that is keep the initial report short, to impressions about demeanor, so as you are reading the transcript and have in mind, but to have the hearing officer appeared in night we decide the case so we could inquire of their impressions. i do not know if that addresses these ideas. president marshall: it is either on paper or in person. commissioner hammer: in person, you ca

commissioner kingsley suggested bringing the teachers on board. that is something i think all made a good deal of sense. the other part of it was redistributed a manual, a governing document for the police advisory boards for everybody to provide feedback. the goal obviously is to continue to institutionalize this process of community policing in all the 10 stations. i have to tell you that initially was scheduled this about six months ago, and we have been working on it really hard. i mentioned to president marshall months ago. initially, i was going to bring lapd in because i did not think we're ready to pull it off. when i looked at the work southern and northern were doing, i backed out, because we already had these incredible examples. our captains and communities are being creative. one of the kids really blew me away. >> thank you. president marshall: before we move on to the communications, let me check in. >> how are phone calls going? president marshall: all right then. >> we have a medal of valor that is going to be issued to the family

this is on the chief's comments and on commissioners dejesus and kingsley. there is an expression -- none of us is as smart as all of us. getting members of the bay area community, one of the most creative places in the world, involved in the police department offers immense amounts of resources to the officers that otherwise would not have. it gets people in a position where they can participate in government and the actions of the police department, and obviously will foster to some degree of understanding of the community as a difficult job that officers have out on the street, and the constant questions that are raised. at some point, we will also address some of those questions so that people understand those questions are raised and get some sort of an answer. nebraska after the department makes on those lines which gets people involved and harnesses -- and the effort to the department makes on those lines which its people involved and harnesses their efforts should be charged to continue. one reason i feel so strongly about open government is because
