host: this is congressman jack kingston.iations committee and is a member of the defense appropriations subcommittee. yesterday, the house passed the pentagon spending bill, 395-34, which pays for continuing operations in iraq and afghanistan and other things. what should people take away from the overwhelming vote? guest: well, i think that the congress, even in a partisan atmosphere, is still unified when it comes to funding our troops, funding our mission overseas, funding procurement and quality of life and equipment modernization. the issues with people in uniform are with us every day, and a good vote. the breakdown on it was $124 billion for iraq and afghanistan, $134 billion for military personnel, which included a 3.4% pay raise, $187 billion for maintenance, operations, and $144 billion for procurement and modernization. the creditors, the drones, the unmanned aerial vehicles that are in the headlines today, investing in that sort of equipment for modern warfare. this bill, which probably should have been passed fi

kingston: i want to stand in opposition to the rule and the bill.and one reason is that 1969 when congress passed truth in lending, it was with great intent, nobody would argue against the purism of the heart. but in 1969 before the bill went into effect, before the new law became effective on the books, there were 34 official interpretations of what the rule would mean. and 10 years later, there were over 13,000 lawsuits about it just trying to figure out what does this thing mean. now, here comes this bill and there are all kinds of terms in there, excessive, unreasonable and abusive and they aren't defined. those will be defined in a court system by trial and error over a period of time. we need to send this bill back to the committee and ask for definitions on this stuff so we can during these uncertain economic times not put one more ambiguity on the private sector. and i yield back. the speaker pro tempore: the gentleman's time has expired. the gentleman from california has five minutes remaining and reserves his time. the gentleman from color

ranking member cochran, and all the members of the house committee, especially congressman jack kingstonrom savannah for adding this $40 million to the office of economic assistance. it will be a help, but it also should be a warning. whenever we announce to communities in our states an expansion of our military in that state and we call upon them to provide the money, the infrastructure, and the manpower at their cost to support those troops, that if we pull the plug, if we change our mind, unfortunately they don't get a do-over, and it is important for us to live up to the responsibilities we have to see to it that to the maximum extent possible, those communities are made whole. so in the months ahead, i will continue to work on behalf of liberty county and the people of heinzville, florida, who have made this investment, to see to it that we do everything we can to have the deployments necessary to make up the difference and where that's not possible to see to it funds are available to hopefully mitigate some of the damage. the beginning of that starts with the passage of this bill t
