for more on those advances being made by islamic state, i am rear admiral john kirby. thanks very much for joining me. we have had the you in syria envoy appealing to -- the un syria envoy appealing to the international community, saying please do not let kobane fall. >> we know that it continues to matter to i.s. because they continue to threaten it and move in there. it has geographic significance. certainly it has, we believe some -- we believe strategic significance to isil as well. think u.s. do you and coalition troops are doing to save the town? >> i know we are having an impact. we continue to watch this closely. just last night, there were another five airstrikes i coalition aircraft in and around the city. we have been very clear. airstrikes alone will not be enough anywhere. not just in iraq, but also in syria. certainly not kobane. they can put pressure. they can disrupt capabilities around kobane. will take more than just airstrikes to preserve it or any oratory isil wants to possess. >> to some extent kobane is an indication of the limitations of airstrik

and admiral kirby. let's talk about kobani.that it's close to being captured by isis, what does that say about the effectiveness of air strikes? >> i don't think it says much because we're talking about two different types of targets. you're talking about precision targets which is what the aircraft have done. they're looking at main targets they can hit. what you're talking about in kobani is an infantry force, a group of individuals on the ground. you are not going to fly over those forces and drop precision weapons on top of one individual after another. so we knew from the very beginning, i believe, that air strikes in syria were not going to countermovement except movement in vehicles. and what we've got right now is house-to-house fighting, street-to-street fighting in kobani and air strikes are not effective in that kind of an operation. it takes ground forces to don't youer -- counter ground forces. >> jim sciutto mentioned artillery being fired into the city. is that significant in this battle? and if so, i would assum

it was your question to john kirby that prompted this. what did you ask?moment in the press conference. at first admiral kirby said something that a number of officials have been saying in the last 24 hours that kobani may very well fall and if it does, it's not a strategic problem for the u.s. i pressed admiral kirby and i said what about other towns and cities in syria under assault from isis? are they vulnerable and will the u.s. come to their rescue? here's what he had to say. how do you deny isil the safe haven without taking back that territory? >> we recognize that. the long-term fix is competent ground forces that can retake territory from them. we've been nothing if not brutally honest about the fact that there's a limit to what military power is going to do here. >> are you preparing the public for the fact that not just kobani but other syrian towns may fall over the long haul of this air campaign until you have those competent forces on the ground? >> i think we should steel ourselves for that eventuality, yes. >> steeling ourselves for other c

from the administration and we are hearing from the pentagon, as in the report talking about admiral kirby, that is not getting it done. are you sensing a split between the military community and the administration formal at this point? >> well, there has been a difference of opinion for a positived time. people in the pentagon said they believe you need ground forces and not hundred thousand troops and not an iraq invasion, but you will need troops in a forward position much more so in iraq than syria to help. we don't have ground forces to aid in syria at this point. you can overstate the impact of kaboni. most of us never heard of the town a week ago. if it falls it didn't make isis a bigger or smaller threat to the united states or u.s. home land. but on the other hand, it points out a lot of problems with the president's policies and the fact we haven't gotten together with turkey. turkey is right across the boarder and they can look and see the bombardment of kaboni and they could go over there. but the president hasn't agreed with turkish officials about going after the assad regime

joining us is rear admiral john kirby. good morning to you. >> good morning.like such a dire situation. isis has been marching toward kobani for the last two weeks. how did we miss them? >> we didn't miss them necessarily. we've been tracking these guys. we've been trying to hit them from the air. just night before last there were five air strikes to try to get at them. i think what you're seeing here -- we've been very honest about the limits of air power. there is just so much you can do from the air. these guys want to own territory. they want infrastructure. they want ground. they want this town. and there is just so much you can do from the air on this. you got to have willing partners on the ground. you got to have ground forces to push them back. >> the kurds are complaining you have not gotten them the equipment they need to fight back. and to allow this three weeks in is something i think the american people are a little shocked at. when we get involved with 50 coalition partners to think that we can monitor them for three weeks, come and take this ma

situation admiral general kirby.s for joining us. >> thank you. >> i want to start with baghdad, cnn has heard at least four mortar rounds that hit the so-called green zone and that's where the u.s. embassy is and civilian, military personnel, what can you tell us about that? >> i don't know. we've seen reports of that, but i can't confirm that right now. it doesn't come as a surprise that they'll try to pressure baghdad. they have and they've been doing for many, many weeks and some of the air strikes have taken place to the south of the city and to the southwest of it, so we know they're trying to put pressure on it. we also know that the iraqi security forces around the the city have been stiffening their defenses. we're seeing these reports same as you and we'll look into these and it's no surprise that isil will be putting pressure on the capital. >> we know the second largest city in iraq, mosul is under the control of isis right now. how vulnerable is the largest city in iraq, the capital, baghdad? >> it is be

admiral kirby saying we have got to be patient. >> it's like there's an attack matrix who says who cando what and what can attack who. the turkish fighters are attacking inside iraq, well coordinated, haditha dam, taking some of these facilities back, we are very careful to make sure nothing goes wrong because that would be the worst possible scenario. we hit the wrong target, hit civilians that would go so far against us with the rest of the world and the coalition. >> the u.s. has relaxed the policy it's followed with drone attacks in yemen and other places, which is to have almost nearly perfect confidence that we are not going to have any civilian casualties and part of the problem is that i.s.i.l. is beginning to follow the example of something hamas did in gaza of putting some of their weapons and their fighters in areas where civilians are. >> right. >> do we have no choice but to relax that policy and unfortunately face the possibility of civilian casualties? >> i think that notches up everything and it gets back to war and getting congress involved and all the things that go a

today rear admiral john kirby was asked if iraqi fighters could hold their ground. listen to him. >> so i think we're -- i can't predict anything one way or the other other than to tell you what i can predict is we're going to continue to work with them in their defenses of it. >> but those in and around baghdad aren't sure the air strikes will be enough. they point out that isis controls a wide swath of land to the west of baghdad and they've taken over farmland to the north and east. experts also say that iraqi forces are just now in the process of rebuilding and retraining and they could be several months away from being able to fend for themselves. remember, it was only a week ago that islamic state fighters overran a key iraqi military base outside of fallujah. while the focus of the iraqi military and government is to keep isis fighters outside the city today there were several attacks inside baghdad including at least three car bombs that killed dozens and several mortar rounds were also fired. so far there has been no claim of responsibility, but all of the
