director kirschbaum i. i know this is a little unusual but i'd like to just open the opportunity for a little insight to the dialog that's ongoing between mta and s.f. usd. if you wouldn't mind and if you could both you know just accommodate me on that. >> yes, thank you for being here and thank you to everybody who came here particularly our crossing guards after a hard day's work we put this item in package to not because we think that the parking that the crossing guard program is expendable but because we are facing a series of very difficult choices and wanted to have this policy discussion. this is a program that is intended to have half $1 million of annual reimbursements from the school district last year they were able to contribute 75,000. >> but we have not scaled the program in in any way in in response to that. we have also continued over my tenure at the agency to ratchet up our muni service around school periods in large part to absorb the elimination of most of the yellow school busses that

chair mcguire and thank you director kirschbaum for being here.o have a few questions just and i know you touched on this a little bit but is there a major focus on stalling capital projects or possibly shift in resources from those projects? >> it is yes for a couple of reasons. one is we are seeing instability in our capital funding sources in addition to our operating sources and that's something that we're currently trying to get in front of. and then it is also one of the only tools that we have to address these short term gaps. so we i, i, i hate to do it. >> i mean i as you know am very, very focused on state of good repair and trying to get everything into a life cycle condition and we are unfortunately not seeing a lot of good choices so we are we are looking at it as a strategy and then can we charge taxes and other vehicles for use of parking and bus lanes etc. the the question is can we start charging agencies or it is one of the things that the muni funding working group looked at we had it in the 2029 and beyond category because ther

on-camera interview and directed us to a prerecorded video statement from acting director julie kirschbaum>> with this state requirement we will need to move in the direction of a city-wide program. >> reporter: she says that will involve an expedited process of painting curbs red so they can appropriately enforce the law. the timeline, about 18 months. >> we can't always just follow who yells the loudest and what we need to do is look at what is really going to improve safety. >> reporter: he'd like to see a safer san francisco and california for everyone. he says rolling back the rollout will slow that process down. >> it isn't just san francisco taking its time. neither san jose nor oakland are enforcing the daylighting law. the san jose spokesperson told us they removed some metered parking, but it's expensive and time consuming to mark all of the curbs. oakland wants to see how other cities implement the law. the city council plans to make recommendations this spring. alex lee says he is confident the law will reduce traffic deaths, but he knows it will take time to adapt. >>> still a
