klobuchar: the depreciation tax, how important that was during the downturn? chair yellen: infrastructure is important and i would also add to that a focus on investment in people and in human capital, which is, especially in light of rising inequality, a form of investment that deserves emphasis. sen. klobuchar: that has been a major focus of mine, because our state has such low employment, it -- low unemployment, especially in rural areas, susan collins and i entered as a bill to expand apprenticeships programs and i think there is much more work we can do. can you talk about the issue of we have students who sometimes are not graduating from high school or are graduating from even college with degrees and they cannot find jobs, yet we have hundreds of thousands of jobs in welding and trade. chair yellen: there clearly is -- we have a tight labor market, almost every firm you talk to discusses the challenges of finding qualified workers. there is a degree of mismatch that the qualifications that people have sometimes -- sometimes college graduates and often

do you feel there has been a -- senator klobuchar, let me put this to you. do you feel there's been a change in washington's view of the technology industry? i think for a long time it was hands off, let them grow, they'll be world dominating companies. do you think with issues over data collection, over privacy, over net neutrality, even antitrust, has there been a shift? >> i think so but i think part of it is because they have shifted, their business models have shifted, they now have huge ad-selling departments. that's fine. they should be able to make money but when you go into that realm where people are manipulating you to get what they want and there's no rules of the road in place of course there's going to be a response to that so i think there has been a change and if you remember back in time that fight where i'm on the judiciary committee and we were trying to do something about people stealing content and putting it out on web sites and the government should be able to take those down, we were thwarted completely by those companies and the bill

so i applaud senator klobuchar and our other problems believe in the windows. when you bring diversity into any situation, you bring a point of view. you show people that there are not certain things -- there are certain ways not to behave. >> i think part of this, the first thing that we did which is that we mandated harassment training. which had not been mandated. it is mandated in a lot of workplaces. but it was not ours and we got that done in one week. the second thing that we are now doing with the rules committee and there is a group of us working on this, is reviewing the reporting requirements and what is going on. it will require a large angel will cover both houses. that is the compliance office and a complicated procedure that you have looked at already. that is something we also have to look at. as far as why, back in 1995 people look at this differently. we are adding more and more women into the workplace every day. but now we are nowhere near where we should be.i think part of that is, when i look at this it is not just about toppling famous pe

it's the same question i had for senator klobuchar on the senate side involving their training.e here is how difficult and onerous the reporting process is. tell me what steps you think you can take on your own but are going to need a vote of the house to fix? we really need to reform the entire office of compliance process. and a spent a lot of time in the hearing this morning talking about it. right now it takes almost 90 days to be able to file a complaint. and before actually going through the mediation, you have to sign a non-disclosure agreement. and then you are not represented by counsel, but the harasser is represented by the house of representatives' general counsel. so i'm introducing a bill tomorrow that is going to make it one apply to patterns and fellows, which it does not apply to now. there will not be mandatory mediation. there will not be mandatory non-disclosure agreements. there will be a special victim's counsel for the victim to be rent sented by. all these will be steps in the right direction to deal with what is an antiquated process and what is unaccept
