don knapp is at the scene to explain why the suspect is free this morning. >> the s-u-v bicycle crashtinues to be very high interest topic in concord. part of the reason is that the traffic drives by and looks at the damage for the crash occurred. across the street is the memorial that is been growing day by day. the 17 year-old boy who was, who police say was driving the vehicle when it hit the bicyclist was released from contra costa county juvenile hall yesterday. authorities say they were unable to file charges by the today deadline required by law. police initially held the youth on vehicular manslaughter charges. they suggested that speed was a factor. the 41 year-old father was killed in the crash along with his nine year-old daughter. another 12 year-old daughter was injured but she is now ok. police say the boys escalade jumped the curb while heading west slamming into the three people who were riding bikes on the sidewalk. the young driver was only slightly injured and neighbors tell us they believe traffic often moves faster than the speed limit on this stretch of the road.

don knapp with more on the aftermath >> we have been watching since about 5:00 a.m.rkers have been gathering across the street at oikos university. when we first got here, the weeds were so high that you could not see a lot of it but now they are cutting down the weeds so you can see what is expected to be a large service later this morning. ♪ ♪ >> concerts' are heard each day and new and following the shootings that terrorized the campus. the school will hold a memorial service at 10:00 this morning to honor the people who were killed. three others were shooting victims who survived. the alleged gunman faces seven counts of murder and one count of attempted murder. there's also a special circumstances allegation that could make him eligible for the death penalty. he is expected back in court on april 30th >> police found what they believe to be the gun used. forensic testing will be done to see if it was the actual weapon used in the shooting. there's some concern about being able to pay for the funeral expenses for some of the victims. but tibetan association is ga

don knapp is in concord to give us an update on a difficult situation. >> obviously the size of this growing memorial suggest the impact that this tragedy has had on the community. investigators want to know what the driver of the vehicle was doing at the time he struck the bicyclist, whether he was using a cell phones or whether he was on drugs or using alcohol. it will conduct tests to find out. the aftermath revealed the violence of the crash. the fire hydrant ripped from its base and shattered bricks and mortar from the building that was struck by the s-u-v. the collisions struck the man and his daughter dead and a 12 role daughter was injured but it is not considered life- threatening. adam says that he got a phone call from the driver immediately after the crash. >> he told me that he might have killed two people and he was pretty scared and i was unsure if he was serious but he seemed pretty nervous >> a 17 year-old driver is being held at juvenile hall. he is charged with vehicular manslaughter and we expect there will be an arraignment sometime this week. a very tragic situa

barry knapp is head of u.s. equities at barclays capital., it seems europe crept back on to investors' radars. is that warranted? we see the spanish ten-year yield go up above 6%, is that something u.s. investors can tangibly be worried about? >> that's right. it's interesting. if you watched what happened to the volatility markets through the january and february time period, as the vix fell sharply to a post crisis low as recently as three weeks ago, downside puts skew cheapened up a lot. term structure normalized, correlation fell. almost as if investors took that contagion risk from europe and assumed it's gone, set it aside and forget about it. that was never likely to be the case. banking system has three issues in europe. it's undercapitalized, unbalanced. they have liquidity and funding problems which the ltro goes some way toward resolving. there are serious flaws. there are problems for senior creditors and equity holders. assets haven't stabilized because the growth outlook took a turn for the worse in march and europe. sovereign
