kpix 5's mark sayre joins us live from san jose.ers will get their chance at the polls to change the rules but not just yet. huh, mark? >> reporter: indeed, they are going to have to wait a little bit, ken. the city of san jose just implemented some new rules to regulate pot clubs here in the city. but thanks to a successful voter petition drive over the summer those rules could soon be change. -- could soon be changed. the city's new rules on marijuana collectives regulate where they can be, how close to schools, residences and where it can be grown and used. but pot clubs say they are too restrictive and closed some dispensaries so they gathered 25,000 signatures to qualify a measure for the ballot to change the rules. >> this initiative would undo that and have a system that's essentially a loosey goosy regulatory system where even if you sell marijuana to a child it's only $100 fine. >> reporter: but under state law, the city council only had three choices when it met today. it could immediately approve and implement the voter i

kpix 5's len ramirez joins us live outside a nearby church. now, len, as many as 50 people have taken shelter. >> reporter: well, this blast is still impacting several dozen families here in the walnut creek area. but this united mentalist church is serving as an evacuation center. it's just across the street from the apartment building. the red cross estimates as many as 50 people have been displaced. but neighbors are helping neighbors providing blankets for the evacuees, a neighborhood restaurant is donating meals. the red cross and church volunteers are helping people get through this even retrieving medicines. we spoke with one woman who had to be carried out of her apartment by police with just the clothes on her back. >> i'm thinking, where are we going? i don't have a coat. i'm freezing. it's raining. so god bless the people with the church. one lady gave me this to put around me and another lady pushed me here into the church and they have been so wonderful here. >> reporter: but there is still a lot of uncertainty. evacuees are waiti

and here's the latest on the kpix 5 hi-def doppler. things have mostly dried up for the time being but there is more on the way. we'll bring in the radar so you can get a closer view of the bay area. you can see there's just, you know, some -- some of that rain that's translating up into snow showers in the sierra nevada and as a result, they are getting snow down to about 6,000 feet. and right here, you can see just a trace amount offshore from central california. down there in monterey bay area just a few scattered showers. the sum total hasn't been terrifically impressive but it's just the beginning of the storm door opening. they got .7" in san jose but just .07" in the city. in the santa cruz mountains, at ben lomond about 1.5". north bay quarter inin santa rosa 2/3 in saint helena. there is more rain on the way between now and wednesday including a fairly powerful system tuesday and more rain tomorrow. same time, remember, you can get weather updates on your mobile device with the cbs weather app that includes radar to show you r
