kpix 5's anne makovec is live at the bay bridge toll plaza with details of this plan. anne. >>> reporter: it is an amnesty program and it is going to affect millions of california drivers who have lost their licenses or had their licenses suspended when you're looking at something like the bay bridge here behind me, the chances are pretty high you're driving next to one of these people. the cost of traffic tickets is way up in california over the past 10 years and for many drivers who got a ticket but didn't immediately pay the fine, the court fees and penalties have snowballed. the new ticket amnesty program beginning today will give drivers the chance to settle for a fraction of what they owe. >> you're still getting the point violations. u ta the 30% insurance increase over the next 39 months that that point remains on your record. >> reporter: the program applies to tickets before 2013 depending on the driver's income. fines could be reduced by half or up to 80%. it does not apply though to reckless driving, dui or local ordinances like parking tickets. this amnest

kiet do, kpix 5. >>> there's now a temporary barrier in place on the 23rd avenue overpass in oakland. the 500-foot section of fence that was there fell on interstate 880 on monday night. chp trying to figure out what happened. that section that fell was so long it blocked traffic in both directions for about an hour. crews eventedly removed it but not before -- eventually removed it before now before it caused a ten car crash. a cadillac burst into flames. a driver got out okay. two other people involved in the wreck did go to the hospital but their injuries are minor. >>> crews say it's going to take longer than expected to patch up that massive sinkhole in union city. it opened up last wednesday at the intersection of alvarado boulevard and fair ranch road. district officials say a broken water main is the root of the problem. both westbound lanes on alvarado boulevard will be closed as crews fix the pipe. >>> breaking news out of england where one person was killed in a u.s. military jet crash. the

kpix 5's lisa chan is at the winco food store on north park boulevard.sa. >>> reporter: good morning. the suspect fled the area before police arrived so they released this picture of him and need your help finding him. pittsburg police say this is the man they believe stabbed three employees. it happened just before 8:30 last night on north park boulevard here at winco foods. the man allegedly stole shaving razors. he was confronted by five employees as he left the store and stabbed three of them with a medium sized knife. >> they tried to stop him. he started swinging a knife. stabbing everybody. >> reporter: was he yelling or anything? >> yes. he was saying let me go, let me go. that's it. >> reporter: all three employees were taken to the hospital and are expected to survive. one was stabbed in the back of the the other two were stabbed in the arm. late last night search dogs and helicopters were used to find the suspect but never did. anyone with information should contact police. lisa chan, kpix 5. >>> today hillary clinton returns to her presidenti

kpix 5's kiet do is live?with a preview. >> reporter: here we are season 2 at levi's stadium in santa clara and true to silicon valley style everybody every everything is trying to tweak the stadium and optimize the process to make it faster and easier. this time it is caltrain. we all know that after the game if it's a blowout everybody leaves early that stretches out over hours. but if it's a close game that means about 68,000 fans will be leaving the game all at once. so caltrain has added two special northbound trains leaving from the mountain view station. the first special train leaves 60 minutes after the end of the game or whenever it's full and the second one leaves 85 minutes after the finish. or whenever it fills up. this is in addition to regular weekday service where trains leave at the top of every hour. as a reminder caltrain is saying to buy your tickets ahead of time. the last time seattle was here on thanksgiving day 2014 they won. that had seahawks quarterback richard sherman and cornerback

kpix 5's kiet do joins us from the scene where a section of alvarado boulevard is closed. kiet. >>> reporter: we have a lot of crews out here from the city of union city. they have pg&e trucks, a lot of guys wearing hardhats and safety vests out here. at last report the sinkhole was about 10 by 12 feet. it's hard to say how large it is now because crews have cut away a significant portion of the asphalt to get to the sinkhole to try to figure out how this happened. so check out these photos taken yesterday. this happened over a couple of hours starting around lunchtime. it shows alvarado boulevard sagging in the middle of the intersection at new haven street. late afternoon it grew to about 10 by 12 and three feet deep. crews had no idea what caused it. and then later on in the day it started filling up with water and getting bigger. one homeowner tells us it's causing problems with his water at his home. >> my son was in the shower and i saw water turned yellow. i say stop, stop! >> krauze worked for the day to -- crews worked for the day to figure out what happened. no o
