kpix 5's julie watts was at london's heathrow airport this morning. shot this video a short time ago while waiting to take off. >> reporter: hi, guys. this is julie watts reporting video, um, from the plane on the tarmac at london heathrow. um, in light of the brussels attack i have been asked to talk about the mood what's going on. what i can tell you is of course, the brussels attack are the top story on the bbc and london news organizations top of mind for everyone throughout europe, i am sure. in terms of the impacts, however, to air travel outside of brussels, i have not seen a significant impact. folks on the plane don't seem to be affected. there didn't seem to be too much increase at least visible security at heathrow. however, we are told that there is definitely increased security here. of course it's very sophisticated and may not be something that's obvious to the naked eye. what we're hearing from british news sources is that the number of injured, um, and, um, fatal injuries is growing in the brussels attacks. there were several bombings

kpix 5 hi-def doppler radar tracking some rain. steady at times in far northern california, that's where we really need the rainfall over our two biggest reservoirs and it will be rain there is as soon as this evening. the rain will likely arrive here after midnight tonight. but the radar is going to be getting quite a workout. that's good news because look at the snowpack which was so far above normal when you look at the entire state at every elevation add it all up it's only 82% of average down 9% in one week but still significantly higher than we were last year. so we need snow. we need rainfall. some rain will fall tonight and tomorrow. the heavy stuff that we have been talking about and also some strong winds that we have been talking about, that will arrive this weekend. some pretty incredible rainfall totals that we'll have in the bay area as soon as monday morning. we'll talk about which region gets the most and how much you can expect in your backyard. that's coming up in a few minutes. >>> new at 5:00 a strange which is

[ pause ] [ no audio ] >> there was a mechanical problem on the bus. and i'm very disappointed that the outcome of sfpd. >> reporter: kenneth malvar gave a statement at his lawyer's office. he is in a wheelchair with back and leg injuries after the november crash at union square. malvar was driving a double- decker city sightseeing bus when he swears the brakes went out. the runaway bus hit 14 cars and injured 19 people before it smashed into some scaffolding. malvar says he pumped the brakes and the accelerator several times to try to get them to work. he said they were sloppy and nonresponsive, mechanical failure. but when san francisco police announced the results of their investigation this morning, they laid the blame on the driver saying he didn't brake. surveillance video shows that

kpix 5's jackie ward is live in west oakland where bart workers are trying to solve the mystery. >> reporter: yeah, exactly. so this is where this temporary fix is located at the west oakland bart stop. so by turning off the substation here they fixed the problem temporarily but the mystery of what's knocking out power to dozens of bart cars remains. power problems that took 80 bart cars out of service could be traced back to here the substation at the west oakland bart stop the same one replaced in october of last year. >> it's not an uncommon problem at bart. but i do admit that, yes, 80 cars is a lot in one week period to have a propulsion problem. >> reporter: a bart spokesman tells me that this problem actually happens in about five cars every day. the issue only became a major concern when it started happening to dozens of trains going eastbound through the transbay tunnel. people who take bart all the time say there were some overcrowding issues on the trains this week but that part is nothing new. >> not as bad as like a muni bus in the city but it's pretty close. you kin

kpix 5's keit do joins us live at the scene with more on the rescue efforts there. kiet, good morning >>> reporter: good morning. we're live here at a cluster of commercial buildings right at the junction of highway 24 and 680 this morning in walnut creek. emergency construction crews are right now working to shore up and secure the building, which has a gaping hole where they pulled that vehicle out. the scene looks like something out of an earthquake rescue. look at the video. this all happened before midnight when police got into a chase with a bmw. it is unclear why they were following the car in the first place. but it reached speeds of 140 miles per hour. lafayette police reportedly broke off that chase. the bmw was going eastbound on 24 and it took the ramp to 680 southbound but then lost control and flew over the overpass. the car went down an embankment through bushes and across the parking lot about 200 feet or so. then it crashed into the building upside-down ended up inside a yoga studio. firefighters had to shore up that building before going in. it too
