kpix 5's jessica flores is live at the fremont bart station to explain. jessica. >> reporter: well, michelle, if you have ever taken bart you know it's a frustration you get on during commuter hours. and there's people with bags on the seats, people taking up multiple seats. bart planned to crack down on this last year. they passed a measure. but today they are meeting and could be voting to overturn the measure. in april last year the board passed it to fine people who took up more than one seat. according to the "san francisco chronicle" bart had no official ordinance to actually enforce its law. if it were enforced it would fine riders $100 for the first offense, $200 for the next and $500 after that. we spoke to early-morning commuters who say they see it as a problem. >> i don't know about a fine. if anything there shouldn't be anything more than like 20 bucks. shouldn't be anything expensive. >> reporter: $100 fine? >> that's a little much for something that can't really be done. there's just a lot of people. so that's not really under control. they

kpix 5's emily turner is in the sunshine gardens neighborhood of south city right now. emily. >> reporter: that's right, veronica. it's not going to take any risk with this. you can tell that one of the tanks over my right shoulder is darker green than the rest of them. that's where the vandals grew graffiti. on this map you can see exactly where those trainings in relation to this neighborhood. they are just on the other side of the street. just a little bit uphill on san bruno mountain. now, this all happened about 8 a.m. when someone came out to check these tanks. they discovered the lock to the fence, the gate of the fence, was cut. and then they did further inspection and saw that on top of it, where you can see with "sky drone 5" a lock on the top of the tanks was breached or possibly breached and then graffiti on the tank was written "jm." that shows that someone was inside and roaming around those tanks. they are not going to take any chance because they serve 1,000 homes in the sunshine gardens neighborhood. all those folks have been notified not to use the wat

as firefighters battle a large >>> live from the cbs bay area studios, this is kpix 5 news. >> now at noon, intense flames and thick smoke filling the air as firefighters battle a large mulch fire in solano county. all this while the bay area temperatures continue to climb. >> that fire is still smoldering hours after it first broke out. jessica flores shows us how fire crews are working to contain it. >> reporter: just after 4 a.m. the massive pile of mulch started burning near the lake herman exit. firefighters from surrounding communities descended on the scene. crews used bulldozers and worked to contain the blaze which likely started due to spontaneous combustion. >> the mulch and compost sitting through in the heat. >> a mulch fire two years ago was in the same location and it took eight hours to put it out. >> it could take five or six hours. and we have to make sure it's cold to the touch so we don't get a rekindle and have to come back later tonight. >> reporter: fire crews are concerned about the wind and the embers flying over the street into the marsh, sparking fires there

kpix 5's len ramirez on the scene right now. len. >> reporter: firefighters are still on the scene of this fire doing quite a bit of mop-up. you can see the fire crews down there. this is a grass fire that got started this afternoon. and it was very close to a fire station on almaden avenue in the almaden valley and the firefighters actually saw the smoke from the fire before any calls came in. so they are able to respond very quickly. they got up here in just the nick of time because they were able to save one house where the flames came very close. we talked to that homeowner a few minutes ago. >> it moved fast. until you see it you don't appreciate how fast it -- it's like liquid rolling towards you. you see it in the distance and then the next thing now it's up against you and you feel the heat. i was stand there is with a hose trying to keep everything wet in the immediate vicinity of my house. >> reporter: the san jose fire department and cal fire responded to the fire. the crews are still on the scene. they will most like

kpix 5's emily turner on how the square was given an accidental paint job.mily. >> reporter: it was all done with the best of intentions. they were intending to organize vendors for a festival and a parade. but unfortunately, it backfired. city leaders say when they walked up to the square and saw what happened, their stomach dropped. santa rosa's old courthouse square cost $10.5 million and took a year to build. but it only took a few minutes to mar. less than a month after the grand opening, volunteers with the rose parade and festival painted out vendors stalls all over the new pavers. >> they thought they were buying some paint that was chalk based and not necessarily paint. but unfortunately, it appears that what they bought was paint that was chalk-like. and so now we are trying to figure out how to remove it. >> reporter: this is the soaking sound of that regret. the city is now trying to pressure wash the paint off after the chemical remover and their scrubbing approach didn't work. until some solution is sticks and unsticks the surface paint, there'
