it's premier on kqed had the highest rating of any pbs program in the nation. in addition, ron has taken an active roll within his neighborhood in district two. he's the president of presidio heights. whoops, association of neighbors, fans. i can't thank you enough for your dedication to the bay and to san francisco. our most valuable resource and treasure is the san francisco bay. this series is a true treasure and it will continue to raise awareness to the san francisco bay for generations to come. i do want to say that i think you should send a copy of it to our president of the board, president chu who sits on bcdc. you could probably teach him something. i mentioned it to him earlier. i also wanted to let you know that i heard you on pbs the other day on m.p.r., giving them away for free during a pledge drive. i think you have a short clip to show us. and i would love it if you would make some remarks. >> well, michela, thank you very much. part of my checkered past is that i've worked in this building a long time ago. we won't get into that. i'm a native

hearsay with kathy lewis in hampton road, virginia and john myers is the sacramento bureau chief for kqed public radio. let's start with the economic picture and then bring in the politics. gene grant, how about a snapshot of the economy there? things better than when we last talkd? >> a little bit. the snapshot is a bit of a mixed bag but we're holding steady on the unemployment rate. we're at 8.3% for the last reporting period of august, up just a little bit from 8.2%. not a big deal. we're adding jobs in some sectors. some sectors are starting to get... claiming a little bit. we're hemorrhaging some other jobs still but it's just not as bad. bankruptcies are a little bit up. foreclosures are holding steady. so we're holding tight here. it's actually not so bad as it could have been. >> brown: julie philipp in rochester, what do you see? >> in a word, static, the region is not really falling behind but it's not moving forward really at all, either. all of the job sectors, there's nothing to get excited about. really it's sort of similar to what you just heard. what we are seeing, though

host: all right, john myer with kqed radio in sacramento, thanks so much. joining us right now is the state project director with the tax foundation, here to talk about states raising taxes during the recession. 29 states to the tune of $24 billion. what was going on? guest: well, a lot of it is the ongoing recession, really hammering state revenues. during the boom time, states made a lot of big spending commitments based on revenues that were growing very quickly. but once the recession started to kick in, revenues started dropping, and there became -- there grew this overhang between the expenses that they had committed to and the revenues that they were getting. the states are looking for any ways to close it. first states relied on short-term things, cutting travel, cutting expenses, short-term expenses, however they could, increasing borrowing, drawing down rainy day funds, and increasingly states are turning to taxes, especial until 2009, 2010, and we think it will get worse next year. host: what are your projections? guest: well, i think a lot of th
