kraig debro just spoke with the former police of chief and joins us with more. good afternoon, kraig. >> reporter: good afternoon, tori. the officer involved works at the tara vell station right behind me. this is the second tape in two months that involved the san francisco police officer caught on amateur videotape. just last month, you might recall an amateur video camera recorded and ported on youtube, the auctions of officers following a pride parade. now, those officers are under investigation african-american mature videotape surfaced following a confrontation involving them. in this latest videotape recorded on sunday and posted on youtube overnight, two officers strug struggle with the suspect, police say she's a suspect. the former chief of san francisco says the officers are responsible for the suspect's safety. >> once you get a prisoner handcuffed, the responsibility for the security of that prisoner is greatly increased, you know, because they are physically in your custody. >> reporter: after several minutes of struggling between the officers and t

[ speaking in spanish ] >> reporter: if you heard that chant but don't understand the words, that's "the people will never be united" in spanish. at around 11:00 a.m. this morning police escorted people out of the building. a handful of squatters began a protest today. >> trespassing. >> reporter: the squatters' protest began yesterday afternoon by occupying two buildings, one here at 20th and mission. and one at a nearby vacant school. homelessness advocates say this was done to demonstrate a problem with housing. they say there are about 38,000 vacant places. since there are about 15,0

kraig debro joins us with details. good afternoon, kraig. >> reporter: good afternoon, tori, rescue teams have all but cleared the scene here in arinda but just minutes ago the entrance to a fire road here was the scene of a frantic rescue attempt and the victim was a fellow firefighter. news chopper 2 shot videotape of the scene. the chopper caught glimpses of the rescue operation of the incident command center but because of all the trees very little of the actual rescue operation. the fire department is said -- the firefighter is said to have minor injuries following a fall of 150 to 200 feet. according to the fire department at 9:52 this morning a firefighter was injured when the you tilt he was driving in rolled poof the yom bang. of a fire trail. a fellow firefighter told me it was a back injury. according to that firefighter all kinds of resources were brought in to aid in the search including a chp helicopter but in the end an every day vehicle drove the injured firefighter to safety. >> they got him on a pickup

kraig debro is outside one of the buildings and has an update. morning, kraig. >> good morning. this is 20th and mission. from the signs on the outside it's clear which buildings they have taken over. late today, there were two buildings. they are saying just this one at 20th and mission this is a protest by homeless people protesting the fact that they -- they and thousands of others are homeless. the building began with a rally by advocacy groups. they claim the units sit empty in san francisco while as many as 15,000 residents have no stable place to live. they might go in and point to the public school property as well in the mission. 14 portables, vacant three years. a few squatters are holed up there as well. one of the people we talked to yesterday says he often goes and spends the night in buildings that are left vacant. he says it's better to sleep there. had, perhaps than in a shelter. >> if they cared about it, they wouldn't let it sit for 20 years. if they cared about it, would it lab like -- would it look like this? >> reporter: yeste

kraig debro joins us now with an update on this story. good morning, kraig. >> reporter: yeah, good morning, tori. the victim had just gotten home from his shift at kaiser hospital when he was shot and killed. it happened at east 15th street and 57th avenue. he lives in the back of the building right here. police say heoff got out -- he just got out of his car. >> all i heard was a gunshot and yelling. >> reporter: that yelling was the victim asking for help. the neighbor says the bullet struck the man in the chin. police were called and found the victim at the bottom of the stairs. he was pronounced dead at the scene. he's a reservist with the u.s. military. the neighbors say they didn't know the victim's name but he was nice and said hello in passing. but the seemingly nature of what happened has made them think about one issue. >> yeah, safety issues. i have a kid. we stay here. it's not enough patrol out here. >> the coroner's office collected the body around 5:00 a.m. police say they don't are a motive but wouldn't talk about what kin

kraig debro has been getting updates from police. he joins us now with the very latest. orning, kraig. >> reporter: good morning, tori. the scene is clear here as far as the -- as far as the antioch police are concerned. behind me, that woman there lives in the house with a -- where the young man fe morning the she's a washing down her car. apparently some blood from the shooting got on the car. she's washing it down. she tells us that the man lives down the street on sycamore. the shooting was on banian. so apparently the man lives around the corner and she's also saying the man's girlfriend lives on the street. so that sort of confirms he knew somebody here. a very busy morning this morning. >> i heard about six gunshots. it sounded like a cannon. >> reporter: police say some callers said they heard a fight leading up to the shotting. others reported just shots. when police arrived, they found a 20-year-old man in the street. they saw a white car pull up alongside the victim who had been walking down banian. the witness said two got out of the car and started shooting.

kraig debro is in the hayes valley community right now with a look at the new high-tech parking smeertsat are we talking about kraig? >> reporter: good morning, dave? congestion pricing for parking, basically a $24 million two year pilot program paid for mostly by grants from the federal government. beginning today the first of 5100 meters will start being installed in hayes valley this morning. and this is what future parking in san francisco could look like. these are the metering going in. they accept coins, debit and credit cards but the main feature is congestion pricing. right now it costs between $2.50 and three dollars per hour to park on the street in san francisco. it could range from 50 cents to $18 an hour, that is probably with a special event. the busier the street is the more you pay to park. administrators say they won't be wild swings in the cost depending on congestion, change won't be higher than 50 cents an hour. coming up we will take a look at another feature of the program that will help street parkers avoid driving around the block to throbbing for parking spaces

ktvu's kraig debro joining us live now with the latest on the investigation.d morning. >> reporter: good morning, dave. these two overnight vehicle fires suspicious fires may have raised the possibility that an arsonist or arsonists have returned to commit some very expensive crime and some -- investigationers came here to giant highway and richmond parkway around 2:58 in the morning to investigate the first of these two suspicious fires this one again started at 2:58 at giant highway. the second of two locations. fire crews responded to reporteds that an suv was on fire. the fire was ott quickly. there were no reports of injuries. investigators did not discuss with us why they think the fire is suspicious, though. the location of the first overnight fire is modernock and san joaquin, they responded to that at 2:46 in the morning. like the other 1 investigators did not discuss with us why they think this fire seems suspicious but without any obvious physical evidence typically suspicion can arise from the circumstances for instance, if a vehicle fire -- if a v

let's get right to kraig debro, what have you been able to find out? >> reporter: i just talked to police and what i have learned is they still believe pot are suspicious but they are also saying now that both vehicles are stolen, which is a good indication that it is not connected to any of these other fires we had in this area since october 31st. fire crews got the second of two calls around 2:58 this morning. when they responded to the intersection crews spotted an suv on fire. it was out within minutes. they called out police, which is standard operating procedure. 12 minutes earlier firefighters arrived at another location. this is the scene of the first overnight fire. like the first fire investigators believe this vehicle fire started inside the cabin and not under the hood where an electrical malfunction could explain the cause. police told me this morning that if one of the vehicles is registered out of san rafael, that vehicle had not been reported stolen but that is only because the owner had no idea it was missing. police did for the say wh
