kraig debro joins us with more on the project. good afternoon, kraig. >> reporter: good afternoon, tori. work on this 170 million-dollar project started at 7:30 this morning. that's when crews shut down fifth avenue. take a look at those four metal beams on either side of fifth avenue. well, we were here this morning when crews moved them into p lace. according to a construction supervisor i spoke with, each of these things weighs 19 tons. each was moved in by a crane. this is called the fifth avenue retrofit project. it's one of eight up and down -- down 880. crews say this part will be done in 20 -- 2013. they will do this in three s tages of when the project is finished, it will like like your screen on the right. it will be up to 12 feet wider and seismically safer than the old road built after world war ii. crews have to do it in part in order to accommodate i-80 traffic. >> this is one of the most difficult projects i've been on. we have to build the bridge, demo the center out, move traffic over. we have to do it in stages.

ktvu's kraig debro joining us from the scene with more on who the police think is responsible. good morning, kraig. >> reporter: good morning, dave. there's been some activity within the past hour. this happened at story road and hopkins behind me. there's a restaurant in the distance. the man's body found dead right in front of the restaurant. if you look here you can see the crime scene van is still here on the scene but investigators appear to be bundling up their equipment. it could be gone in about 20 minutes from now. the shooting happened at the sunset garden plaza on story road around 11:00 last night. police say it was a drive-by shooting. witnesses gave only a vague description of the vehicle but on the scene told me that the vehicle did not have a license plate. witnesses have been returning to the scene only because they've been at police headquarters all night long giving their statement. and a couple of those witnesses actually live in this area. so they're returning here so they can go home and get to sleep. the 20-year-old victim died on the scene. police aren't

kraig debro is live now with details on what happened. good morning, kraig. >> reporter: good morning, dave. crime scene investigators are on scene here at the sunset gardens plaza. you can see the crime scene van is on the scene here. police have cornered off this whole parking lot here while they investigate. this all happened around 11:00 last night. police got a call here of a shooting. the shooting appears to have happened in front of a store. the 20-year-old victim they found in the parking lot suffering from multiple gunshot wounds and dead on the scene. police say that witnesses told them that a car sped off right after the shooting. they didn't tell me if they had a description of the car or license plate number. but a car did speed off. they think it was a drive-by shooting. the last thing they said about this shooting is they think it is gang-related. we have to ask police why they think that is, what evidence they have to suggest that. that's what we're going to be doing. hopefully we'll have that for you in my next report. liv

morning, there is some road closures that are about to happen in about an hour and a half ktvu's kraig debro joins us live from oakland. he knows what areas you drivers may want to avoid. good morning, kraig. >> reporter: good morning. fifth avenue specifically in oakland we're at fifth avenue right now and over the i-80 overpass here. traffic on i-80 probably going to be a little slow here. cal trans is advising drivers to take an alternative route. i'll have more information on that in a second. take a look at the overpass now. the reason behind the construction here size of retrofit project crews are going to work on the overpass and that is why they need to close fifth avenue. the total cost of this fifth avenue construction project is about $170 million. now in addition to the seismic improvements, the new structure once they get it in is going to be 46 feet wider than what it is now and they're going to have 10 to 12-foot shoulders and a southbound auxiliary lane that will make it easier to merge onto i-880 from fifth street onramp. in addition it's also going to provide construction c

ktvu's kraig debro is in mountain view this morning with the details. kraig. >> reporter: yeah, good morning, pam. i'm at the creekside apartments not too far from the cal train station. they found the bedbugs just down the driveway there. not a lot of apartments are effected by this but i talked to a lot of people who live here this morning and very few of the people i spoke to even knew there was a problem. the problem exists in two apartments down the way. now the apartment complex here is located in building 70 actually. one of many apartment complexes here. apartment managers brought in dogs to sniff surrounding apartments for the bedbugs. and no bedbugs were found in any other neighboring apartments according to the management here. but according to some people who had heard about it the news is kind of freaking them out. two apartments as i said. but bedbugs are being found all over the country. they basically go from place to place by hitching a ride on people or animals jumping on and off victims to infest new places and they're found in hotels
