ktvu's kraig debro is at the scene of a pretty serious accident. kraig. >> reporter: yeah. sal, chp is now confirming that the offramp closure here between east more and the 19th avenue exit to 280 northbound is the result of a fatality. we're located between those two accidents. a cig alert has been started. they're hoping to have this open within an hour. a motorist spotted and reported a pedestrian on 280 shortly after 3:00 a.m. this morning. the next report said the pedestrian had been struck. officers on the scene are calling this a crime scene. the chp officer i spoke with over the phone gave me this information said it could be because the driver of the vehicle was under the influence. the coroner's office got the call around about 3:45 according to chp. i no longer seen the coroner's van here. but it's difficult to tell looking into the flashlights of the chp officers here. again, this offramp 280 northbound to 19th avenue or highway 101 whichever you prefer closed this hour. chp hoping to open it within the hour perhaps sooner at least before the morning commute ge

ktvu channel 2 reporter kraig debro just spoke to the victim's grandmother, kraig. >> reporter: yes, we did. i know they've probably been up most of the night trying to make sure their loved one is okay. the home is just a few minutes from here. i spoke to the grandmother of victor martin. he was victimized in this weekend's bear attack. she said he was taking part of this outing with his high school. the trip was put together by the leadership school, noel they call it and they are based in wyoming. when four of the students made it to the other side of the river they were attacked by the bear. one of the parents of one of the kids in this trip lives in denver, colorado, he tells us what his child told him about what happened. >> i guess they just came across this bear, sort of startled it, he was in the back. and the boy that was in the front may have gotten the worse of it. they just kind of startled and the bear started going after a bunch of the kids in the group. it got him and knocked him down and bit him. he said the bear bit him then went away and came back. >>> now two of t

ktvu kraig debro has been covering the story all morning. >> reporter: good afternoon tori. we have gone to a couple of scenes getting more information this afternoon. they told us their version of events when we returned to the scene. the first of several shootings in richmond last night happened at ohio and 39th at center street rather near ohio. the entire block here littered with shattered glass, yellow chalk circles or parked cars and bullet holes. witnesses tell us a man driving a ford suv was shot at as he drove westbound. some bullets hit other parked cars. a resident told us the shooter was on foot and shot his victim facing him and when he drove by shot him from behind. witnesses say at the end of the block the victim jumped out of his suv and ran. there is no suspect. a few minutes earlier one or more people fired. police are calling ate drive-by shooting. here again the ground near where bailey stood is covered with yellow chalk circles. they record where evidence is found. we talked to bill lie's realtives that say bailey was in a car when he was killed. no susp

ktvu kraig debro tells us that the city's fruitvale district will be blanketed with crime cameras. >> reporter: that is right. six blocks on international boulevard will be covered. in april of this year a long- time resident of fruitvale was killed. later today they will announce a plan to prevent others from becoming victims. city leaders have approved the purchase of 30 surveillance cameras for fruitvale. they already have video surveillance cameras. the difference is some of the cameras will be placed inside businesses as well as outside. the momentum to buy the camera is the direct result of jesus com pose. he was shot and killed april 8th. the resulting outrage over campos killings lead to outrage. one of the plans set to be announced later today is spending $35,000 in redevelopment money for the cameras. they won't prevent crime but supporters are hoping the would- be criminal would think twice before committing a crime. knowing cameras are watching as well as the police. police will automatically have access to the video. information on the cameras. coming up why some are conc

ktvu's kraig debro just arrived at the scene. kraig, what's going on there? >> reporter: thanks, sal. we're not sure either. police aren't telling us much. this is at the 19th avenue exit you see an officer in the middle of the screen waving his flashlight directing people. they take 280 northbound continue onto san francisco. police are calling this a crime scene and typically when something like that happens on a highway that mean that is somebody may have died. whenever there's a person who dies it's usually investigated as a homicide even though it may not turn out to be that. but the officer up here did not tell us anything. in fact we're being kept well back of where we typically would be able to stand during these kinds of stories. there's a number of chp officers on the scene. at least one fire engine that i can tell. there appears to be -- there's a car to the left. i can't tell if that's a car pulled up afterwards or it's one of the cars involved. in fact you can barely see if at all any of the cars or car that was involved in this accident. clearly

ktvu's kraig debro tells us about tough new daytime curfews for students in concord. good morning, kraig. >> reporter: yeah, good morning, pam. the general feeling among those who support the idea is that kids should be in school during the day anyway. this isn't the first time the city of concord has try today pass a daytime curfew. you might say it's been in the works since 1991. that's the first time they try today pass such a curfew. the reason behind the new daytime curfew here is the same as it was back then. reduced truancy and juvenile crime. city council member tim grayson proposed the ordinance after noticing a lot of school kids hanging around a pizza place downtown during the day and during the school year. the new ordinance says kids who are not in school during the day during school hours can be fined up to $500. their parents can also be fined if they know their kid wasn't in school. >> if you have respect for your parents, you won't do it. they're the ones paying the fine, not you. >> i agree. it's about time families or parents are held accountable whe

ktvu kraig debro joins us now from oakland with the details on what happened. good morning. >> reporter: good morning, pam. opd investigators should be still look into these cases as the last one happened at 10:00 last night. hopefully i get a chance to talk to somebody. the shooting happened in east oakland. and in a couple of these case there is are multiple victims. emts took two people to the highland hospital. police responded to the scene around 8:30 last night. a bullet grazed the third victim but that person didn't need to see a doctor and didn't go to the hospital. another person was shot at 98th and bancroft. this shooting was reported around 9:45 last night. each victim has nonlife threatening injuries. 15 minutes earlier than that about a half mile away police say three people were shot. police are look for four or five suspects in that shooting. then around 10:00 last night 15 minutes later police say a person was shot at 71st and international. police did not say if there is a motive to any of these shootings. we do know there is no suspects. repo

ktvu's kraig debro tells us about tough new daytime curfews targeting students cutting class in concord. kraig. >> reporter: yeah, dave. curfews that will effect the kids who cut class and their parents. this passed last night at the concord city council. concord city hall now join a number of cities, nine other cities in the bay area now have daytime curfews saying they're seeking to cut back on a truancy rate the state says is higher than the state average the city passes a daytime curfew. the hours of this curfew will be set by a particular school hour. concord police supports the new modified nighttime curfew because they say it has teeth. police say when they conduct truancy sweeps in the past all they could do was drop off the truant kid back at the school. under this ordinance the mitt # police can cite the student and or parent up to $500 on the third offense. >> we're not here to make money. i hope that we have no fines issued. this is audient enough that they would want to stay in school and do the studies that they're supposed to during school hours. >> reporter: first offens

kraig debro has more now. appened when children came face to face with a bear, kraig. >> reporter: very scary moments. one of the people injured is victor l. martin. he lives in richmond. according to a press release i just read this happened saturday evening when these students were crossing an alaskan river. take a look at the map we have from the area. the group of students were crossing the river near the western tolkeetna mountains. the group was on a trip organized by the leadership group based in wyoming. according to alaska state troopers, when four of the seven students made it to the other side of the river they were attacked by a bear. the students were using accepted bear safety practices like calling out to ward bears of their presence and carrying bear spray. two of the injuries were severe, so severe rescue teams decided not to air lift the injured. >> we were able to get out there, the two teens that were most severely injured after analyzing their injuries, it was decided that it was too danger

kraig debro tells us the city is installing dozens of crime cameras to keep an eye on the trouble spots. >> reporter: pam, the momentum for this started last april when a fruitvale resident and the owner of this popular restaurant was murdered inside his own business. later today the mayor and others will announce a plan they hope will prevent others from becoming victims. city leaders have approved video cameras. the difference is some of the new cameras will be placed inside businesses as well as outside. the new momentum and political will to buy the cameras is the direct result of jesus campos. he was shot and killed on april 1st inside -- on april 8th inside his restaurant. behind the scenes other business community leaders and political poll fishes were meeting. one of the plans set to be announced is spending $35,000 in redevelopment cameras. supporterring are hoping they will think twice before committing a crime. police are supposed to have automatic access to the video information on the cameras collect but some civil liberties groups say they are concerned about that. they wo

reporting live in oakland, kraig debro, ktvu channel 2 news. >>> time now 6:32. well, engineers are expected to get at any moment to look at a big sinkhole that opened up on highway 87 in san jose. ktvu's tara moriarty is there now. you've been out there for a while. how is the morning commute affected, tara? >> reporter: well, a lot of people are trying to avoid this area altogether. we understand they are taking monterey road instead as an alternate. we are on the overpass above 87. we were told to move because it was too dangerous. you can see the caltrans crews right there, they are waiting for engineers to arrive and you can see that large gap right there in the roadway. that -- it extends all the way to the other side underneath the median and where the gravel is over there, it's pretty big, about 30 feet across. now, the problem that has forced crews to shut down one lane of highway 87 southbound and the all ma avenue -- alma avenue off-ramp. caltrans discovered the problem tuesday, they came out, poured some gravel and then last night they compressed that

ktvu's kraig debro explains now the tough new daytime curfew that was approved just late last night. kraig. >> reporter: and, dave, it's not just students, parents too can be fined as well under this new ordinance. back in 1991 when city council try today pass this ordinance the plan was defeated because it lacked public support. this time public support helped assure passage of this new day tame curfew. first offense just a warning. conviction upon a third offense is $500 fine. and that's not just for the student. the airport could get that fine too. city council members say concord needs a stronger tool in the fight against truancy. the city says the california department of education research shows that truancy rates in concord are higher than the state average. the problem is particularly acute in the downtown area schools like mt. diablo high school and olympic high school. the hours of the daytime curfew will be the same as school hours the child attends. >> i don't think the city can really change anything. cop cars can't go where a kid can. they can ride off from here and go a

ktvu's kraig debro's in pittsburg right now where once again the delta trail has become a crime scene. kraig. >> reporter: yeah, dave. and the people we've spoken to in these recent cases over the past couple of weeks say it's no surprise that people hang out here, but this is about the worst it's ever been for them. if you look behind me we're right on top of the delta trail just south going down railroad avenue just south of highway 4. police are flanking either side of the trail. they told me they're doing that in order to prevent people from coming out their back gates and contaminating evidence at the crime scene. not a whole lot is known about this shooting. i did speak to a man from the dispatch earlier the east bay regional park dispatch. he tells me they received a call from the county sheriff's office around 6:00-- 6 minutes to midnight rather. the report was that a man had been shot. the unidentified man is now being treated at john mere medical center in walnut creek. for some this trail is becoming less and less safe every day. we mentioned at the top the shooting here la
