"today in the bay's" kris sanchez is live for us with that possible time line this morning. kris? to kris -- here we go. >> reporter: that could change as early as next week. and that news was as well received as a free dessert last night with some pretty large restaurants having to accommodate a fraction of the crowds they're used to under tents outside. santa clara county and san francisco held the line a month longer than the state required but now may be ready to move forward. here is what has to happen. new covid cases have to hold steady and the positivity rate must remain lower than 5%. if that happens restaurants could serve 25% of their indoor capacity or 100 people, whichever is lower, and the county could allow gatherings outside up to 200 people. restaurants say they're ready even if some diners say they're not quite ready yet. >> and it really means a lot for us, too. we get to bring back more staff members for protective reasons as well even though they're still taking precautions inside. it feels more safe for me to be outside. >> reporter: if you have kids you migh

kris sanchez with the sudden push to make sure that all californians are counted. kris? >> well, hi, laura. we're here at sfo which gets some of its funding from the federal government and that federal funding is allocated based on census results. now, to tell you the truth, when we filled out our census, it only took about ten minutes or so. you don't have to give any identifying information for your hou household. just how many people you are and how many people live in the home and children and things like that. but it is how billions federal allocated not just here for hos and roadways. it's also how congressional seats are determined for each state. governor newsom tweeted out this reminder that you can fill out the census online or by phone. and if you thought you had more time, you are not alone. it has been a little confusing. the deadline changed a few times, but the supreme court decided the trump administration can end the count today instead of at the end of the month. so, you can answer the census online at my2020census.gov or by calling 844-330-2020. i'll p

i'm kris sanchez. we have been covering this wind event since before we went on the air at 4:00 this morning. we have team coverage on the high wind. nbc sharon is live in the north bay where most of the power outages happened and bob redell is where a tree came down. first, we start with meteorologist kari hal. >> we have seen high wind gusts the past 24 hours. a live look outside. i want to take you to the mountains where winds have been gusting up to 89 miles per hour where we measured late last night. we have also had high wind gusts in the sierra. looking from alpine meadows, a live view, we measured 94-mile-per-hour gust in the sierra. temperature is only 34 degrees with relative humidity at 11%. so these high winds going along with this critically dry air is a reason why we still had this high fire danger as the wind advisory will be expiring here soon. looking at the rest of the bay area, we have seen our wind gusts maxing out at 40 miles per hour in santa rosa. concord 31. 31 in san francisco

kris? >> reporter: our first line of defense is to wash our hands, keep our social distance, but now san mateo county is giving people the opportunity to report businesses that are not doing their part in doing that and even keeping sick employees home. san mateo county businesses especially the restaurants here are really desperate to get into that less restrictive orange tier before it gets cold because once it gets cold outdoor dining is probably going to be less appetizing. in order to make that move to a less restrictive tier, coronavirus cases have to be stable, hospitalizations, death rates also have to steady out, and that's why san mateo county is launching the covid tip line to report violators. >> we believe it's the tool to modify and change behavior. that's why we're moving forward with the team. >> reporter: starting today residents of san mateo county's 26 cities can report covid violations through 211 or through the county's website. those complaints will go to a multiagency

kris sanchez is live for us at lee voi's stadium, one of those county voting centers. kris?rter: hi there, marcus. lee have i levi's is one in which will remain open through election day. and santa clara county is celebrating a milestone hitting 1 million registered voters be a counting. that is 81% of all of santa clara county's eligible voters. marin county highest at 94%. san francisco lagging behind at 76%. everybody else in between. that's according to the secretary of state's 60 day report. those numbers will change with the required 15-day report which is expected friday. so stay tuned for that. vote centers are new to santa clara county but napa voters, you already got a taste of the system in the 2018 mid-term election. because of the coronavirus pan defensemen demic them have to keep their social distance. we wonder if voters are changing the way they cast their ballots because of covid. >> i don't feel nervous about voting in person. i am more nervous about mailing in my ballot. >> i've always voted in person. i never thought of a reason i wouldn't do that. >> i w

good morning, kris. >> well, good morning to you, laura. i was just on a plane yesterday and it's obvious even to a regular joe like me that airline travel is still down and the airlines say that with fewer people flying, they cannot keep workers on the job without some federal assistance and that federal assistance has expired. so, here's what we know about those possible furloughs of employees. the planned furloughs of today. more than half of which are flight attendants. 19,000 american airline workers will get furlough, as well. still a pending request for $25 billion in psp aid and that federal assistance program and the negotiations in washington continue and the last round of federal aid expired yesterday. now, airline travel is down 70% and despite cost cutting, the airlines say they cannot keep people on the payroll without that federal help. in letters to employees, the united airlines ceo called it a sad day that comes after months of cost cutting. the american airlines ceo echoed the same sentiment that adding that they contact

. >> that's right, kris. you know, this project would bring a lot more office space to this area for google but also because so many people are working from home. it would provide six times more than housing than the original plan before the pandemic. google and the city are working on this massive project described as a city within a city. there will be community hearings and a vote on the project in spring next year. google says the site will include 4,000 housing units and 25% of that affordable housing. this all comes at a time when home prices are still high while rent prices continue to drop. rent prices are down 10% in san jose and oakland. and 20% down in san francisco. bay area home prices continue to reach unprecedented levels. the median sale price for a single family home in the bay area was $975,000 in august. that's up 16% from a year ago. as we've heard before, the limited supply of houses is the main reason behind the higher prices. also, more and more people are working from home now. realtor

kris? >> hi, marcus. just when you thought this election could not get more surre surreal, how real is this voter interference. in case you missed it yesterday, the fbi announced that russia and iran obtained voter registration on information for an unknown number of voters. things like addresses and dates of birth and then used that information to send threatening e-mails that claim to be from that far right group proud boys that said vote for trump or we'll come for you. it is unnerving but this might make you feel just a little bit better. ballots are secret in the u.s. so nobody can actually know how you vote unless you tell them. the threat targeted voters in swing states, battleground states and telling california we're just not very likely to get them. even if you do get one, it's likely too late as more than a million californians have already returned their ballots. 43 million americans have returned their ballots across the nation. still, you want to make sure you're using two-step verification

let's check in with kris sanchez live in san jose. a news conference just wrapped up about this the last half hour. kris, what are they talking about in the news conference? >> i'm taking off my mask so you can hear me clearly. it just wrapped up but a counter-press conference is down the street. our colleague is over there and we expect to hear those voices of dissent very soon. several of those organizations have been calling for the ceo of matinee hood to step down. he has now resigned. image posted to the website, a photo of black people appearing to be rioting somewhere, though not in san jose with the question, do you really want to sign on to this? the ad target the city council candidate who supports defunding the police. the ad is now down and we just learned that ceo matt mahood resigned under pressure. we had video of him earlier. at least three board members also resigned. silicon valley organization hired an outside firm to do a top-down investigation of what they say is a pattern of questionable choices dating back years

good morning to you, kris.estaurants here in palo alto and throughout the rest of santa clara county can now allow more people inside their establishments, as you mentioned. santa clara county moved into the orange tier of reopening which means restaurants can now operate at 25% capacity. the state is allowing 50% capacity but santa clara county has decided against that. they're being extra caution to try to stop the spread of covid-19. here is the owner of the restaurant in san jose. he's concerned that operating at just 25% capacity instead of the 50% won't be enough to save businesses that are struggling. >> 25% for restaurants is not enough to make a living. >> and it's really important limitations we've put in place to help try to reduce the density, to help try to reduce risk for the community, and we will be out there with our enforcement teams ensuring there's compliance. >> reporter: santa clara county is slowly loosening the restrictions on other indoor operations as well including church services a c

"today in the bay's" kris sanchez with details of a new tip line. kris? >> reporter: all of us know that up to this point our main tool is to keep covid at bay was to wash our hands, keep our social distance, wear a mask when we are close to other people. but now san mateo county is giving folks one more way to now report people who are not complying with those health precautions. restaurants are set to move into the less restrictive tier before it gets cold. as we do that coronavirus cases, hospitalizations and deaths have to steady out and that's why san mateo county has the tip line to report violators. >> we believe it's the tool to modify and change behavior. that's why we're moving forward with the team. >> reporter: starting today residents of the 26 cities can report covid violations through the 211 tip line or the county's website, and those complaints will go to multiagency team of investigators depending on what they find. repeat offenders could face fines up to $3,000 and even misdemeanor prosecution. this is kind of new around the bay area. w

kris?: marcus, i don't know if you remember the first time you got to vote, but mine was a presidential election so it was super exciting. i did it in the lobby of my college dorm. it was exciting for me but it was pretty uneventful as far as elections go, certainly compared to today's standards. now the first time voters in this election will really have a story to tell from voting during a pandemic to fbi reports of voter intimidation coming from iran and russia to an incumbent president who is unlike any president we've seen before. now according to the secretary of state 60-day report about 13% of california's registered voters will be 18 to 25 on election day. the bay area ranges from 13% in santa clara county, which is the highest, to 10% in san francisco's sonoma county, the lowest. we expect new numbers from the secretary of state later today in their 15-day report. now young voters we talked with say they consider climate change and social change primarily but they consider who lea

kris, what are they saying?of times we go out on the street to get these interviews and hard to get people to talk about these issues. we had a lot of folks willing to talk with us, including some of the conservative voters. and because california generally sends all 55 of its electoral votes to the democratic candidate, you might wonder why they would show up at the polls during a presidential election. they say, the local issues are getting them talking. so, we are going to show you california by political party. 45% of californian voters are registered democratic. 24% are registered republican. 23% list no party preference. it could go either way. here in the bay area, the highest concentrations of republican voters are in solano and contra costa counties. which might not surprise you. the lowest in san francisco and in alameda counties which also might not surprise you. president trump lost california by 4 million votes in the last election, but he still comes to the bay area to raise money and certainly we

>> reporter: correct, kris. i live here in the east bay and heard the wind whipping through our house last night. i'm sure a lot of you heard it. we have a lull right now, but it's been very gusty out here. you can see this is one of many trees that's come down here in the east bay. there's some down in concord and san leandro. we're outside the jail in dublin. we believe this tree came down on a patrol car. someone cut the tree into pieces and the car has been removed. no one was hurt. now this is why we're under the red flag warning and why firefighters are taking it so seriously as they always do. case in point early this morning at 12:45 a brush fire burned through three to four acres in the castro valley along eastbound 580 before the eden canyon exit. alameda county fire responded with 11 units. that's how aggressive they were in putting out the fire and keeping it from turning into something bigger and more dangerous. a live look at the power outage map from the pg&e website, the utility performed power s
