kris sanchez. >>> breaking news happening out of napa.ccording to the police department's website, there's a water main break at the intersection of emola and foster road west of highway 29. it is not a large water main but it is impacting a lot of people in the city. the pipe is 36 inches. the latest update says people are experiencing a drop in water pressure, not that they don't have any water but the water pressure is significantly lower than it was before. some people may be getting brown water coming from the faucet. now that may happen again also when service is restored. obviously crews are on the way to try to fix the water main break. we'll have updates but that's west of highway 29. >>> well, the woman who claims that she was gang raped at a party attended by members of the de anza college baseball team did receive thousands of dollars despite losing her civil trial. two men who were dropped from the trial paid out settlements totalling $500,000 via their insurance companies. the woman has won the right to sue insurers of two o

nbc bay area's kris sanchez is live in san jose with the change of heart. kris? >> reporter: it seems it is less really a change of heart, more a change on the calendar, garvin. the mayor wants to hold off on that vote to declare fiscal emergency until june 21st because he wants to make sure his city can defend the action in court, should it end up there. at a rally this afternoon workers expressed frustration at the mayor's plan to declare emergency which would allow the city to reform employee pay and retirement. the mayor blames escalating retirement cost for a large part of the fiscal crisis. among the speakers, wisconsin senator among the 14 who left his state to deny the governor a vote on a plan that would strip unions of their right to collectively bargain. he says the same thing is happening in san jose right now. however, the mayor of san jose says that's just not true. >> chuck reid is proposing something that will decimate the city of san jose, not just workers but also the citizens of working families and if done here, the proposal like in wisconsin

in pleasanton, kris sanchez, nbc bay area news. >> what a mess. thank you, kris. >>> the chp is investigating an accident that occurred late this afternoon on northbound 880 in oakland that unfortunately a person died in. details are sketchy right now but apparently the driver lost control of his car and then the car slid off the freeway crashing into a tree. one lane of 880 was closed for a short time. the victim's name hasn't been released to us just yet. >>> drivers who use the bay bridge should be prepared for a change next week. after memorial day weekend. drivers headed from san francisco into oakland will have to go through a small detour. you can see it here in the driving simulation. the project leaders say the detour will help them open the new bay bridge ahead of schedule because it allows crews to work between the existing and the new bridge. the new bay bridge is currently slated to open late 2013. >>> today a sign that the economy may not be recovering as quickly as hoped. building permits and housing starts fell in the second quarte

nbc bay area's kris sanchez shows us. >> reporter: more than 1,000 girls got their game faces on.allied their friends. >> this is my girls. >> reporter: and warmed up for the early morning 5k they've been training for since march. >> five, four, three, two, one! >> the girls on the run silicon valley raced through the park in los gatos is the end goal of ten weeks of training. though it looks like a fitness program, girls on the run is about building character, too. as they run, the girls learn about discipline, teamwork and supporting each other through the tough stretches. >> in march, we were with the 45 girls in the montclair elementary school program on their first day of training. there was some walking and some nervousness but ten weeks later, they are among the 1,000-plus girls to finish the 3.2-mile race. the girls are smiling and proud. their coaches and parents hopeful that the girls are now stronger and more confident and better equipped for what can be a bumpy road towards growing up. kris sanchez, bay area news. >> the program is in many schools around the bay area.

kris sanchez is working the story for us. this problem is not just going away. why the delay? >> well, it's not like they came into a wind fall of cash overnight. the city still has a $115 million deficit and faces hundreds of layoffs. 600 for this year alone. and that's why the city council voted 8-3 to go forth and create a declaration of emergency that they will vote on on june 21st. and that's because the city council, rather the mayor, wanted to make sure that his staff had the ability to defend the measure in court and that's exactly where a lot of folks figure this will end up. >> the people united can never be defeated. >> reporter: that is a message that the city of san jose workers want their council to hear as they consider declaring a fiscal emergency as they reduce benefits now and in retirement. wisconsin senator, one of the 14 senators who left his state to deny the governor the votes he needed for reforms that many say were all about union busting. >> mayor is picking the nuclear option to blow up the system. it makes absolutely no sense and hurts the city of s

we bring in nbc bay area's kris sanchez, who followed the cyclists on this 81-mile journey today. kris, with all due respect, did you ride with them or just drive behind them? >> reporter: yeah, i look pretty rested, right, raj? though i would probably do everyone a disservice if i showed up in lycra to work today. i will say this, that it is really a fun event to go out and see. the winner finished in less than three hours and 30 minutes, and this is really considered to be one of the toughest stretches of the 800-mile tour down the state of california. chris warner of team radioshack won, and as he crossed the finish line, he wasn't the only winner. san jose, livermore, they were winners, too. even before cyclists hit the road in livermore, the crowds were ready. >> i say taylor, you say vinny! >> reporter: livermore spen $50,000 to host banking on crowds when the cyclists pass through. >> today i'm able to stand here, buy some coffee, buy a doughnut. you know, i shouldn't, but -- >> reporter: as the cyclists hit their pedals, people stayed. a 20% bump in sales for two restaurant

kris sanchez joins us with the very latest on this investigation. that must have been some very unnerving moments on that flight. >> reporter: i would assume so. we have the court documents today that detail exactly how this all happened. according to that court document the flight attendant saw the somebody go up to the cockpit door and mess with the handle. he directed him to the bathroom on the other side of the aisle. that's when the suspect allegedly looked at the flight attendant, leaned in and rammed his shoulder into the cockpit door anyway. a passenger picture from last night's american airlines flight 1561 illustrates the moment when ten moments before landing at sfo, a fellow passenger allegedly walked through a coach through first class to yell and bang on the cockpit door. this is a 28-year-old man after he was arrested for allegedly refusing to return to his seat and ramming his shoulder into the door of the cockpit instead. >> my understanding was that he did go up to the door and he did place his hands on the door. no access was made

in union city, kris sanchez, nbc bay area news. >>> the mt. diablo school district is laying off hundreds of workers. the school board voted to let go of 180 teachers and school employees. the district may need to slash about $27 million from its budget if the governor proposes an all cuts budget which he might be doing next monday. and the san francisco school district is issuing final layoff notices to more than 300 employees. here's the breakdown. 139 teachers, 13 administrators, and 120 aides will all lose their jobs. they hope to rescind the notices by the end of the next school year. >>> budget cuts were the topic of protests. there were 400 empty chairs. >> because those chairs don't represent just 100 teachers, they represent 100 dynamic forces in a child's life and their absence has resulted in incredibly difficult backward, wrong direction conditions in the schools. >> the campaigning and lobbyinging continues as they try to approve tax deductions to prevent deeper cuts. it took place on the 29th anniversary of california's day of th

nbc bay area's kris sanchez joins us with what that budget looks like today. the proposed cuts are so deep it's hard to keep track here. >> this is normal going back and forth between what the governor wants and the legislature is willing to give him. this budget is balanced on paper if, a very big if, the governor gets the tax extensions that the republicans have refused to put before voters so far, and that's even with a little extra cash in the state coffer. >> i've given you the blueprint, and now, you know, the other architects will start to screw it up. >> reporter: here are the differences between this budget blueprint and the governor's january version. the deficit is proceed tekted at $10.8 billion and $6.6 billion in unexpected income tax revenue. the governor said he can hold off on the income tax increase this year, but he's asking lawmakers to extend the temporary increases in sales tax and vehicle license fees. >> if this thing falls apart, then there will be all manner of outcomes and animosities and divisions. it will be very divisive of califo
