kris sanchez joins us now live near that closure. chris, any road when the highway is going to reopen? optimism so far this morning? >> well, the hope was to have it open by 5:00 and then we were told by the chp they were hoping to have it a little earlier than that. but take a look at the freeway behind us. we can see some traffic flowing on to the southbound lanes of highway 101 here near marsh road where we are this morning. still those lanes of traffic in the northbound direction are shut down. we can tell you what it looked like before this. the road was completely flooded out and folks could not get through at 11:00 the chp had to call it, shut down the freeway in both directions and the officer that we talked to said it was just an absolute mess. he said people barrelling on the freeway, driving too fast for conditions and really kind of a scary situation for crews that had to work out there and also the law enforcement had to kind of police the roadways, keep folks off. the detour is a long one. if you have to leave in the ne

kris sanchez in the east bay how pg&e is gearing up. damian trujillo has more on the mad dash for sandbags. but we begin with meteorologist christina loren. christina, when is it it going to get bad? >> starting tonight, laura and sam, good morning. because expecting activity to ramp up tonight, we actually have a flash flood warning issued for the entire bay area, not just mountains, not just the north bay, everybody. and this goes into effect tonight. staying in effect all the way through tomorrow evening. i've got to tell you, in addition to heavy rain, a lot of wind on the way to the bay area, gusts of 80 miles per hour possible here in our backyard. the best chance for that is going to be through the higher elevations. it is going to get downright treacherous over the santa cruz mountains. expecting the same scenario through sonoma county, napa, with rain and wind at the same time. blizzard warning in effect for the sierra nevada, two to three feet of snow expected, above 6,000 feet. whiteout conditions, what we need for the drough

kris sanchez is joining us live from hayward. kris, what is the additional money people are going to have to talk about? >> reporter: we're not talking about a huge amount of money but in these times any amount counts. there are signs like that one posted all around its service area, it says "save water." and folks are heeding that message, they have cut their usage by 10%, but as christina said, the water we have coming is still not enough to bust the drought. so folks are in the position of using the water more than that are getting. that's why east bay mud will consider buying water in a is not cheap. it could put customers on the hook for a 14% surcharge, about $4.33 for an average household. the district will also discuss penalties to be imposed coming in the summer months should the water shortage continue. more than 1.3 million people depend on east bay mud for their drinking water. that's would be the reason why it's about 4.33 in cost for customers if they do have to buy water from the state. if you want to attend the boa

kris sanchez joins us live from hayward with what the utility is proposing. >> hi there, laura. there is a dual message, continue conserving, which is what folks are doing here. but also figure you may have to pay a little bit more for the water. that is what east bay mud is up against this afternoon. it will have its district meeting today. they're talking about a 14% monthly surcharge in order to buy water from the state, which amounts to about 4:30 a month for the average household. this is something they've already had to do. they did it this summer. the district tapped into an emergency supply to buy water from the federal government, pumping it in from the sacramento river and in from the san pablo reservoir. there is some good news in this, though. the conservation message is work being. east bay mud, 1.3 million customers did cut their consumption by about 10%. the recent rains brought a few of its systems up by just a few ticks, though the system's biggest reservoirs are only still half full. the district will consider tacking on that surcharge today. you can go to the

. >> "today in the bay's" kris sanchez live in east bay where pg&e is trying to get ready. what are they up to? >> reporter: hi there. we have seen flatbed trucks rolling in with cable and equipment they will use to keep the power up and going for folks around the bay area. a lot of the crews hitting the road in the next hour and a half to make sure power is in effect for as many people as possible. looking for trees that could put power lean at risk and lines that need to be better secured ahead of the storm. this is something that they do ahead of most storms. they don't wait to preareact. the utility is expecting strong winds and heavy downpour forecast not only by our meteorologists but their own meteorologists as well. they have their own department. they have asked us to remind folks not to drive through pools of water, because you don't know what's underneath and there could be power lines down. you just can't see. they say do what you can in your own neighborhood to avoid flooding. clear out leaves from storm drains, gutters, make sure that water has a place to go.

. >> and i'm kris sanchez. let's get right to meteorologist christina loren with a microclimate forecast for a smoochy time tonight and the beginning of the new year. >> that's right, kiss time. when the clock strikes midnight tonight, it is going to be cold and a lot of people have come in from out of town to experience a san francisco new year's eve. if you're one of those people make sure you're bundled up. all day long it's going to be chilly. temperatures really aren't that bad, the sun is out and because that wind is starting to drop off, it feels a lot better. we've taken down the wind chill factor substantially. so right now, the strongest wind speed is found in san martin about 12 miles per hour sustained. so nothing more than that. wind advisory expire right on time temperatures for today will be chilly just 51 degrees is the high in the south bay. 53 for the peninsula and the east shore, and 55 degrees in san francisco. what will the weather hold how cold will it be when that clock strikes midnight?

good morning and thanks for joining us, i'm kris sanchez. >> and i'm scott mcgrew. rallies in response to what many are calling racial injustice. nbc bay area's bob redell live in san jose, where dozens will rally this afternoon. >> reporter: i just spoke with the protest organizer. they are going to march for justice and accountability, the march here at san jose police headquarters with roughly 15,000 signatures in hand, demanding the department fire san jose police officer philip white for the inflammatory tweets he posted in which he allegedly threatened those surrounding the michael brown and eric garner cases. he's been placed on administrative leave and his actions denounced by the department. the protest organizer tells us that the chief of police has agreed to physically accept the petition, though police won't confirm with us whether that's the case. >> this is a different era after mike brown and eric garner. there are possibilities in the fight for justice that, quite frankly, weren't opened up before, so we fully expect for this new movement to generate

i'm kris sanchez with scott mcgrew. we have team coverage on the issue. sarah benitez joins us from san francisco, damian trujillo is on the peninsula where sand bags are going fast. >> let's start with meteorologist christina loren and her radar. good morning. >> good morning to you, scott, kris. i want to show you how powerful this system is as it starts to approach california and what you'll notice is it is hitting completely vertically. we are not talking about a horizontal component and what happens when we have a storm that hits the bay area coast like this, it's going to kick up a lot, and i mean a lot, of wind. all that sheer force, all that wind moving in at once, coupled with heavy rainfall. i'm going to give you an idea of the timing, but you have to consider this is not only packing heavy rain, but gusty wind. typically you get one or the other here in the bay area and that is why we are on high alert. the entire bay area, a flash flood warning that goes into effect tonight through thursday night, but i can tell you the heavy rainfall isn't go
