human remains were found inside a planter box in front of homes near alamo square. >> kris sanchez joiningnow. kris, it could take weeks and even months, possibly, to identify whose remains they are. >> a bone that was buried in a street side planter and while police say the investigation one like this one time is of the essence. they are not saying yet how long that bone might have been there. those bones were discovered a few days before thanksgiving and identifying them could take weeks, perhaps months. a neighbor shared thisio of detectives sifting through the planter in the surrounding area where those remains were found. the planter was on the sidewalk between an apartment building and the street, but investigators also sifted through planter attached to the building itself because that is where the marin county sheriff cadaver dogs made a hit. that led no where. still, neighbors are unnerved. >> it's just weird to have a part of someone's human jaw in the planter next door. >> the homicide unit is now handling this investigation. and they're not saying at this point officially wheth

. >> "today in the bay's" kris sanchez joining us live. >> reporter: we're talking about 40 families here in this neighborhood where the ground outside their home is probably still a little muddy, but really the concern is what's happening inside their pipes. what happened is that a third party contractor hit a waterline along with an abandoned sewer line. that could have exposed the tap water to the kind of water that's really supposed to go down the drain. cal water state customers warning that a failure to follow the advisory could lead to stomach or intestinal illness. cal water says the water should be safe by thursday. at that point the system should be repaired, flushed and tested to make sure it's clean. in the meantime, the advice is to bring water to a rolling boil for a full minute or use bottled water for drinking, making ice, brushing teeth, food preparation, even washing the dishes. tap water is okay for showering, laundry and other household purposes. people with a dog or cat should check with their vote. though it wasn't the water company's fault, they will reimburse

"today in the bay's" kris sanchez in the newsroom with what we're learning about the investigation. kris? >> reporter: police say the things the grandmother told them and other family members as well lead them to believe that this drowning was no accident. 51-year-old dawn diana raines-hewes is under arrest on suspicion of murder, in custody at the solano county jail, held without bail. this is the home where officers and firefighters found that boy unresponsive and not breathing after drowning in a bathtub. despite efforts to revive the 4-year-old, it was too late to save the little boy's life. the home is in the 1400 block of jefferson street in fairfield. 911 calls came from neighbors as well. officers were called to the home at 10:51. after a day-long investigation including evidence and statements from raines-hewes herself, police suspect the unthinkable, that the boy died at the hands of his grandma. one neighbor's response is exactly what you would expect. >> i think it's very, very sad. i have dkids. i can't think. i can't imagine someone doing that to a grandson. it's just

thanks for joining us, i'm kris sanchez. >> i'm scott mcgrew. frustrated moms and dads in one east bay school district pulled their kids out of school for the second day in a row to send a clear message to district leaders to pay the teachers more. stephanie chuang is live in the san lorenzo district where it's happening. stephanie, there is a last-ditch effort before the teachers threaten to strike. show us the time line. >> reporter: there is, kris and scott. this protest, day two, outside the district office is much smaller than it was yesterday, maybe 50, 60 people, half of what we saw yesterday. but the real impact is the number of absences. district was working on the total from yesterday, and is giving that number in a half hour. we'll get that to you later. at last count, 1,200 absences yesterday, four times the normal number, costing the district more than $44,000 in one day. the teachers' union is threatening a strike. it wants a 6.2% base pay raise. while the district says it can only give 1.5%. now here's where the core of the disagr

. >> and i'm kris sanchez. any san francisco police officer from now on who points a gun at someone must now report it to superiors. we'll get to that story right now. according to the san francisco chronicle, pulling out the gun now officially considered a use of force. the change comes on the heels over the uproar over the deadly shooting of mario woods where nearly half dozen officers two weeks ago. experts say more and more departments are now making this type of change including oakland. the san francisco police officer's union is upset about what it calls a change in working conditions. but experts say the policy makes officers think more seriously about pulling a gun out on someone. >>> san francisco supervisors are saying no to a new jail. last night they unanimously turned down $80 million to help build it. while the supervisors agree that the current main street jail is in bad shape and need a new jail, they say building a new one is not the answer. the supervisors would rather get a new facility that

. >> "today in the bay's" kris sanchez with more on the investigation. on the surface, it sounds horrible. >> we're going to see what develops today. right now police say the things the grandmother told them lead them to believe she drown her grandson on purpose in the bathtub. dawn diana raines-hewes is under arrest on suspicion of murder, being held at the solana county bail without jail. this is the home where fairfield police officers found the little boy unresponsive and not breathing after drowning in a bagtd tub. despite their efforts and the efforts of fairfield firefighters as well to revive him, it was too late to save that little boy's life. that home is in the 1400 block of jefferson street in fairfield. officers were called to that home, not only from a call in the home, but neighbors called firefighters and police. after a day-long investigation including evidence collection and statements from raines-hewes herself, police suspect the unthinkable, and that is that the boy died at the hands of his grandma. one neighbor's response is exactly
