kris sanchez is breaking down how it would work. >> reporter: the governor is hoping the state can use ai to sift through all the data it already has, all the information coming from traffic cameras and traffic sensors in order to increase traffic flow and cut down on pollution. google, for example, is already working on private green lights. it's operating in 12 cities around the world using google maps and ai to do some stoplight timing in order to get people moving. as google's climate lead put it, it can create, quote, waves of green lights, allowing cities to increase traffic flow and reduce stop-and-go emissions. drivers seem receptive. >> vehicles get better mileage when they're idle or maintain a rate of speed. so if you could keep the flow of traffic at an even rate, you'd definitely reduce emissions. >> reporter: fewer accelerations at red lights mean less emissions because at intersections, about half of the emissions are from accelerating after we stop. and that is about 29% higher at intersections. caltrans also wants to use ai to reduce traffic fatalities across californi

kris sanchez is here. what do you know about the suspect? >> we know there are three suspects under arrest, and the one suspect who's accused to be the trigger puller is a 27-year-old man who was arrested in livermore. this is not the first time he will be facing homicide charges. mark demetrius sanders is now at santa rita jail expected to be charged with first-degree murder, shooting from a vehicle, assault with a firearm, conspiracy and burglary. he is scheduled to appear before a judge tomorrow morning at 9:00 at the hall of justice in alameda. our sources tell us that when he was a juvenile, he was arrested on a homicide charge but never convicted. we are still trying to find out more about the two other suspects arrested in san francisco and in sacramento 100 hours within the shooting death of officer tuan le. the officer was working an undercover burglary operation at a dispensary on the embarcardero when he was shot and killed. >> someone has the audacity to attack an oakland police officer, they're attacking every resident of oaklan

nbc bay area's kris sanchez has a video that might you wonder how she survived. >> this is a wild crash that will serve as a reminder to wear your seat belt. this is the moment when a woman in that car took the harrison street off-ramp off of i-80. as you know, it is an elevated ramp. the chp says she was going too fast and lost control, launching into the air off the off-ramp and then into a building. the car then dropped onto the sterling street on-ramp below. this is the aftermath. the chp reiterates she survived because of her seat belt, although she did not walk away unharmed. she was taken to the hospital. we don't know her condition at this moment. some numbers to consider. in 2021, more than 26,000 people in the u.s. died in vehicle crashes. nearly 15,000 people's lives were saved by seat belts. it's estimated more than 2,500 more would have lived if they had been wearing seat belts according to 2017 data by ntsa, the national highway traffic safety administration. as for the overnight crash in san francisco, the chp is still investigating whether something other than speed migh

"today in the bay"'s kris sanchez is live for us.certainly an issue, but the thing about it is, a lot of answers we're not getting. >> reporter: you know, it is a difficult thing for parents to have to walk their kids to school past encampments. sometimes they see open air drug use, sometimes they see people who have untreated mental health issues, and also there are no a buffer zone around the schools. today the council will consider a proposed ordinance that would create a buffer around schools, about a 150-foot buffer around not just schools, but also licensed preschools and daycare facilities. the proposal would allow the city to tow rvs from the same area, and it would beef up the enforcement of existing policy banning non-vehicle encampments in school zones rather than creating a new redundant city code, use the rules they already have in place. mayor matt mahan is calling for more funds to make sure that areas that are cleared of encampments remain that way. that includes a large encampment along the guadalupe creek trail. her

nbc bay area's kris sanchez joins us, and she's been following the work to rebuild access roads to theite itself to get operations up and running again. >> right. the investigation into the deadly avalanche in palisades tahoe continues, as you said, and the resort is working to assess all of the terrain before they can open up safely. look at the conditions here at palisades tahoe this morning where the gondola between the resort and alpine meadows is the only lift running. the kt-22 lift where the avalanche happened is now closed indefinitely. this is video from yesterday's rescue. the avalanche triggering just a half hour after the kt-22 lift opened for the very first time this season. the avalanche was about the size of a football field and ten feet deep. it swallowed up four skiers. three of them survived, but 66-year-old kenneth kidd who split his time between marin and truckee did not. you see fellow skiers jumping into action while 100 ski patrol and fire made their way to the avalanche field. >> we talked to a skier who was on the lift overhead. >> instantly they had patrol the

. >> i'm kris sanchez. laura garcia has the afternoon off. >>> we are tracking incoming rain in parents of the bay area. you see it behind us. but it is really cranking behind kari. stormranger is checking the skies. >> we'll start with a look at stormranger where we're seeing light showers moving through. we saw the first wave of rain coming through earlier this morning. it will give us a break for the next couple hours. a closer look shows what we are seeing in parts of the north bay in san francisco is very light and spotty. once again, we'll see a bit of a break. then going into the afternoon, much more rain is coming in. we can see that it is off the coast. that's expected for the evening commute. our hour-by-hour forecast shows that at 5:00 it's mostly raining in the north bay and starting to creep into the peninsula over the santa cruz mountains. then we'll see much more of that rain coming in between 7:00, 8:00, 9:00 this evening, and it will be with us into tonight before it gradually winds down. w

. >> nbc bay area's kris sanchez joins us with a look at the initiative which could appear on the ballot in november. >> that's what those developers are hoping for. the backers of california forever are kind of flinging open the doors to what till now had been criticized for its secrecy. flannery llc is holding a press conference due to start any minute now. those are the live pictures on your screen. they are announcing plans to try to put this issue on the november ballot. the investors group released more renderings of what they say will be a safe, walkable neighborhood with homes that people can afford. initially, about 20,000 units, more after that. some could qualify for some of the $400 million set aside for down payment assistance with priority for first responders, teachers, and such. there will also be schools. that's in the plan. and retail parks, public transit, and at least 15,000 jobs nearby. again, that's all according to california forever. but despite the rosy picture, the development is getting pushed back from solano county over zoning, power and water rights, and the
