kris van cleave is at penn station, one of the commuter hubs here in manhattan.orning. as uber and lyft have gotten more popular and really sorted popularity, cab drivers have been lamenting how much harder it is to make a living. there have been six driver suicide in recent months, some linked to financial woes, that's driving this effort to cap uber and lyft. there are more than 13,500 licensed taxes in the city, but more than 100,000 licensed drivers for ride hailing apps. the proposed legislation would cap the number of the ride-hailing app drivers at its current level while the city studies its impact and imposing a minimum wage for drivers which would also be the first in the nation and they support the proposals, and uber and lyft say it will hurt the communities that do not have reliable mass transit and it would have longer wait times and reduce service. and ride sharing apps are making traffic worse by encouraging people not to take mass transit. here is a sobering staff. see this medallion on the hood of the cab? you need that to be a new york city cab
