. >> kristen: the alameda city council will talk respond to questions over a man drowning at a beach. aelgsz accusations that the department did not do everything it could have. nick smith is live at alameda city hall with the latest developments. >>> good morning. moments after a man drowned off of rontd crown memorial state beach questions are being asked as to whether or not more could have been done to save him. tonight the alameda city council will meet to review the incident and ask for details about the protocols that first responders cited. those are questions what could have been done by first responders to save a suicidal man who drowned in alameda. first responders are upset about 75 witnesses stood on shore as he lost consciousness and drowned. coastguard was hampered by shallow water and coastguard was delayed by another car. they say they followed policy by staying out of the water. new questions are being raised whether discontinuing the water rescue program in 2009 was meant to be temporary while the department underwent rescue recertification. >> i wanted to reassure

. >> i'm kristen sze. begin here, san jose police officers laid off over the city budget crisis are turning in their badges this morning. nearly 70 are losing their jobs at time when public safety demands more of them. amy hollyfield is live at the police department. amy? >> reporter: it will be a somber morning at the police department. they're due here at 8:00 a.m. to turn in their badges. the city has a $15 million budget deficit to deal with. the city couldn't reach an agreement with the police union on pension reform. so layoffs are the result. this comes as the homicide rate is on the rise here in san jose. there have been 28 homicides this year. that is more than they had all of last year. also, this is happening right before a busy holiday weekend. >> we have stepped up, we have overtime positions that are available. so that we can respond to events over this one weekend as a holiday weekend. that doesn't touch the weekend after that, which is still going to be a hot summer night. >> mayor chuck re

nbc's kristen welker is at the white house.risten, how does the white house make the tough economic numbers work? we heard from david axelrod there. >> reporter: well, richard, one thing you're not going to hear is a mission accomplished speech. we expect the president to acknowledge that the economy is in a tough spot right now, to try to comfort americans. he will also likely reiterate one of the themes that we have heard from this administration which is that recovery takes time. he'll talk about the fact that 2 million jobs have been added over the past 15 months, but there is still a long way to go towards progress and towards t getting americans feeling like they're in a stable spot. on friday, he was touting one of the things he feels worked in the economy, namely the auto bailout. he was in toledo, ohio, at a chrysler plant there, saying the auto bailout has worked. it saved hundreds of thousands of jobs. the auto industry is productive once again. but having said all of this, republicans have wasted no time seizing on
