kristen, let's begin with you. can you talk about the significance of this case, judge gorsuch, the sole dissenter siding with the company that this man should have remained in subfreezing weather in this broken down truck, even if it meant he would die? >> well, it is not just this one case. at the lawyers committee for civil rights under law, what we historically do is review the full record of the nominees that are put forth for the supreme court. and we did that with judge gorsuch. we look at many of the cases that he authored or joined the opinion in during his tenure on the 10th circuit. and what we found was a pattern that suggests he is not someone who believes that victims should be using the courtroom as a place to vindicate their civil rights. he is a very narrow view of civil rights. this was a pattern that emerged for us as we evaluated the many cases that were issued were authored by judge gorsuch. this pattern especially pronounced in the criminal justice context. when we looked at cases involving po

i want to start with kristen welker. stalk us through where the president is at it kristen. by our reporting, he's done negotiating, this thing's over, right? >> that's right. he's essentially issuing an ultimatum to republicans, hallie, saying it's time to vote, pass the bill or obamacare stays. he's hoping it will force the heat and no votes on capitol hill, the president making concessions, both to kofrts as well as mad ratshimself own party, halle. sp to conservatives the president essentially allowing health insurance companies to opt out from offering essential benefits, ma turn too leave, mental health benefits. that wasn't enough. conservatives said they wanted to see more regulations rolled back. but the move infuriated some moderat moderates. so to counter that, the white house offered another late-night concession to them, things like offering $15 billion to cover mental health services, maternity leave, but as as you point out, hallie, it's still not clear and doesn't seem as though they have the votes at this point to get this past the final hurdle. what happens

i will have it coming up in the big forecast, kristen. >> sounds good. thank you. >>> new details in a pepper spraying incident at the stone's town galleria in san francisco. police are looking for a teenage girl who they say could be the suspect. police say she is between 15 and 17. she walked into a store monday night, pulled out a canister and began spraying an orange substance into the air. 16 people complained about breathing problems and eye irritation after the incident. three had to be hospitalized. happening today, a high-powered lawyer is expected to file a lawsuit on behalf of homeowners of the sinking millennium tower. it is expected to target the developer, millennium partners. last month the hoa board hired dan petrocelli, a well-known trial attorney from los angeles. the homeowners there largely blame the developers and poor design. we are expecting to learn more details about this lawsuit in an announcement at noon. we'll stream it live on "abc 7 news".com and on the "abc 7 news" app. >>> a worng for people who live and work in oakland. d
