. >> i'm kristen sze. topping our news, questions asked about the effectiveness of emergency communications. potential problems were exposed in a chase that resulted in a fatal shooting. terry mcsweeney is live. terry, what happened? >> the problem is that officers in the field cannot communicate with dispatch. in other words, they can't call in for additional officers or medical help and that was the situation last night following a high-speed chase. take a look where the incident that brought this to our attention all began. it began on walkwood street. no one was hurt when two men in a car opened fire. nobody hit by the gunfire there but then the chase of 85th avenue. it was a ten-minute chase. for half of that time police say they had no communication with dispatch. so when the passenger of the vehicle was shot by police, officers could not call an ambulance. regional park police happened to be listening to the radio. they called for help. police say it is a well-known problem. >> officers can hear eac

i'm eric thomas. >> i'm kristen sze.ews, victims of the san bruno explosion will finally start getting checks from the hundreds of thousands of dollars donated that the city has held on to until now. amy is live at san bruno city hall where the distribution will begin. amy? >> yeah. the city sat on the money for for months which was really upsetting for some people but they finally reached an agreement how to hand out the money. they'll start that 8:00 this morning at city hall. they have $395,000 to hand out. of the 38 people whose homes were completely destroyed in that pipeline explosion in september, they will get $6,000. of the 17 homeowners who had their homes with moderate damage, they'll get $4,000. and of the 45 homeowners who had minor damage, they'll each receive $1,000. now, some victims found these specifics confusing but others say it's time to give the city a break. >> i'm trying to figure out they distinguish between moderate and damage. >> in another department, our local government hasn't done anything

i'm kristen sze. >> i'm terry mcsweeney. this morning the investigation continued into a double killing of one of san francisco's most famous tourist attractions. amy joins us live from fisherman's wharf. a lot of unanswered questions in this case. >> right, terry. we know police arrested a man last night but we don't know his relationship, if any, to the victims. but his arrest is a little comfort in an otherwise alarming story. this shooting happened right in the heart of fisherman's wharf here on jefferson street right across the street from where all the boats are. an area always full of people and it happened at 8:20 at night inside the souvenir store. the store that sells everything from luggage to sweatshirts to perfume. a man and woman inside the store were shot to death. tourists in the area were in shock. >> it's a little scary for tourists. we are hearing that it doesn't usually happen this way but it was extremely billsy at the time and a alittle scary we had already gone in the store but decided to go grab somet

i'm kristen sze. >> i'm eric thomas.bay area congresswoman says she's furious about what pg&e doesn't know about the underground natural gas pipelines crisscrossing the region. jackie speier said this came to a head for her when she was shown a piece of pipeline from the san bruno explosion. amy? >> eric, she tells the san francisco chronicle she saw the pipeline herself and the flaws were so obvious it was astonishing. now, jackie speier represents san bruno but she is thinking about the bigger picture here. she picked up the phone and told pg&e's president he needs to order tests for pipelines all over the state. she was not only upset about the workmanship on the pipeline that exploded in san bruno but also by the fact pg&e can't find records on a third of its pipelines that run through populated areas. so in her words, pg&e doesn't know what's underground. pg&e must do some pressure testing on lines throughout california in order to truly know what's going through people alleys neighborhoods. this is all in response

i'm kristen sze. >> i am eric thomas. marin county going to have trouble forcing the ban on smart meters the supervisors passed last week and that comes from the county sheriff. live in san rafael to explain why he's saying these things. >> eric, sheriff is telling the independent journal he's not going to force the ban. he doesn't think the moratorium is enforceable. the smart meters make a lot of the residents nervous because they're worried about the amount of radio frequency admitted by the meters. pg&e insists that they are safe. the controversy is intense in marin county. there's video on youtube.com showing two women being arrested as they try to prevent the meters from being installed. last week the marin county board of supervisors voted on a moratorium on the installation of smart meters. here's a sample of the feedback they received before the vote. >> what the health effects are really going to be. >> to come on my property and arbitrarily install a dangerous device without my permission. >> the sheriff in mar

. >> i'm kristen sze. this morning the search for a very popular north bay teacher who simply vanished was shifted to a san francisco park. amy joins us live from golden gate park with the very latest. >> kristen, she has said before she would like to explore golden gate park so this is where officials are going to search today. 53-year-old deborah schmidt disappeared a week ago. authorities have put out a nationwide plea for her but there are no signs of her. police don't suspect foul play. she wrote on her chalk board, thank you, everyone. but she never showed up and she left the keys to her classroom on her desk. officers found her car and her i.d. at her home. police say schmidt is going through some tough times. her husband has filed for divorce and three family members have died in the past eight months. officers say she may be in need of some of her prescription medication so they want to find her right away. they're hoping that they can find some answers right here in golden gate park. live in san f

i'm kristen sze. >> authorities in alameda county have a domestic violence suspect in custody after heumped out of a third story window following a shotout near hayward. it happened shortly before midnight at the castro valley border. they confronted the man inside his apartment at a hill top complex on maddox road near foothill boulevard. that's when the suspect pulled out a gun. >> the deputies went to the apartment. the suspect spun around with a gun according to the deputy and the deputy fired at the suspect. the suspect then fled the apartment by jumping out of a third story window. >> the man ran away and hid in some bushes a block away. authorities sealed off the area for about two hours, called in a s.w.a.t. team and a helicopter before the man surrendered. officials say the man is being checked out but did not appear to be hit by the gunfire or seriously injured from jumping out that window. >> alameda county sheriffs deputies were reported to hear shots near hayward. when deputies arrived, they found a 24-year-old man lying dead on the shoulder of the road. he had been shot s
