nbc's kristen welker is on that very north lawn for us tonight. kristen, good evening. >> reporter: brian, good evening. while the secret service response last night is earning high praise, there is concern today because this is the seventh time a jumper has made it inside the fence this year. the latest white house fence jumper, 23-year-old shown on this fox news video punching and kicking two secret service dogs, hurricane and jordan who are ultimately took him down. the president was home at the time. >> everybody out right now! >> reporter: it's a stark contrast to last month when the president was away, a man jumped over the fence and no dogs were released. that jumper made it all the way inside the white house. today, high praise for hurricane, jordan and their human partners. >> these are individuals who literally at a moment's notice are prepared to spring into action. >> reporter: left arm bandaged, seemed agitated in court today. records show he was arrested for trying to jump a barrier outside the white house. >> had this person been a r

joining me now, two white house correspondents, kristen welker with nbc news and david with "the washingtont." jonathan dock had a sex worker at his hotel room on that trip to colombia. quote, the hotel logs for dach's stay, showed that a woman was registered to his room at on april 4, including an attached photocopy i.d. of the woman. it matches that of a woman advertising herself as a prostitute. dach has denied hiring a prostitute or bringing anyone to his room. this secret service agent who is added to the witness list, along with the hotel logs, is he going to come forward? >> he came forward to talk with the investigators. his eyewitness account stands as far as, the question is whether they'll continue to talk about this publicly, i don't know. but as far as the inspector general's office is concerned, it's an open question as to what happened. what the white house is saying, they interviewed johnny dach more than once and he said he did not have a woman in his room. other people on the trip said they did not see anything suspicious. so the white house dropped the investigation. but

nbc's kristen welker joins us from the white house. kristen, good morning, you and i have been following the situation for sometime, and it is pretty rare if the president cancels travel plans. >> reporter: yes, it is pretty rare, i looked through my files, the last time the president cancelled a trip, hurricane sandy, and also the shooting in colorado. the bar is incredibly high for him to cancel a trip and the fact he did here underscores the urgency here at the white house. and the fact that the federal government's response needed to be more robust. we spoke with president obama who met with his cabinet. he said the federal response needs to be more aggressive. he announced s.w.a.t. teams will be dispatched within 24 hours of a person getting diagnosed with ebola. and we know that the president will follow up on that meeting he had at the white house throughout the day. he will be watching closely what happens at the white house. and tom frieden will get tough questions. his responses have been criticized. he acknowledges there has

kristen welker joins us from the white house. good morning.ood to see you. >> good to see you too. >> the president has a speech this afternoon on indiana on the economy. what is the white house saying about ebola? >> well, as you can imagine, the push back to the comments we heard from senator ted cruz pretty strong. the obama administration saying that, look, now is not a time for fear hon goring. they are stressing the fact it's difficult to get ebola. they point out that the measures has directed the faa and dhs to step up screenings at airports across the country particularly for people coming from liberia and other areas where we're seeing high infection rates. president obama will be speaking today about the economy in indiana. i wouldn't be surprised if he mentioned ebola. we heard him talk about it yesterday when he spoke about the economy. it's something that the administration is focussed on. >> nbc's kristen welker thank you. >>> before i leave you friday afternoon take a look at the incredible image across town. it's the work of c

nbc's kristen welker joins me live. what exactly is the president going to be doing today at the white house? do we know? >> we know that president obama will hold meetings today. he's going to follow up on that high-level meeting he had with his cabinet secretaries yesterday, which he did announce a more aggressive response by the u.s. federal government. particularly, he said s.w.a.t. teams will be dispatched within 24 hours of a patient being diagnosed with ebola. he called for better communication with state and local officials. tom frieden will testify, after acknowledging there have been mistakes and missteps. among the questions he will likely need to answer, are hospitals across the country prepared to deal with another case of ebola? does there need to be an ebola czar? something a lot of lawmakers are calling for. does there need to be a travel ban put into effect? the white house has said a travel ban is not necessary. and has also said a czar is not necessary. but undoubtedly, those will be among the topics

i want to get to kristen welker. what can you tell us about what you're hearing from the white house as they look over a hearing that luke was telling us. focused a lot on the punitive criticism that there should be some sort of better travel ban. that that is the way out for us. >> well, the white house continues to express confidence in the director of the cdc and also continues to insist that they are not considering a travel ban. press secretary josh earnest got tough questions about that, as well. the administration believes putting a travel ban in place would only inhibit the u.s.'s ability to fight ebola in west africa and aid in the efforts to contain the disease and make it more difficult to screen people. the message you're getting from the white house from the cdc is that the u.s. is prepared to deal with this and that the chances of an outbreak here in the united states are very small. take a listen to what josh earnest had to say. >> we continue to believe that the -- that the risk of a widespread outbre

. >> nbc's kristen welker is following the developments at the white house. thanks. what do we know about ron klain? and why does the president believe he's the person for this job? a lot of controversy, especially over his lack of medical experience. >> the president obama clearly choosing him because he has strong management skills this is someone who has a background in law as well as business. as you pointed out, he has served as chief of staff to vice president biden, as well as former vice president al gore. so those are among the qualifications that made ron klain someone who president obama wanted to choose to head this effort. but you're right, he is getting criticism today. some republicans, steve king for example, saying this is someone who doesn't have a background in medicine. however, you have democrats like chuck schumer saying he has the perfect background to head an effort like this. we know that he's going to be reporting directly to lisa monaco, the president's top adviser on homeland security, as well as national security adviser susan rice. there

joining me in washington and following the national response, kristen welker. kristen, good to have you back, first of all. are these mixed messages we're hearing from the administration? >> well, thanks for having me back. the administration would argue that the military and volunteer health care workers are two totally separate entities. they would say that the rules that apply to the military do not necessarily apply to citizens as we see in all sorts of circumstances. having said that, it certainly does underscore the fact that there are really a patchwork of different policies here. one that applies to the military, then, of course, we see what's happening in new york and new jersey where they do have mandatory quarantines. you have the cdc recommendations, which differ from that. so, certainly it underscores the fact, this is complicated, and the administration has been answering a lot of difficult questions about that. why can't they get everyone on the same page? they would argue, look, they can't force the states to do anything. president obama yesterda

kristen welker's following this at the white house. kristen, have you heard anything else from white house officials about how they're reacting to this? >> well, obviously, there's a high level of concern. you heard josh ernest underscore the close relationship between the united states and between canada and, of course, as we've been reporting all morning long, canada has joined the united states in terms of the fight against isis. there is a concern about a potential link here. however, white house officials emphasize the fact it's too early to know what the exact motive is. they also stress that security has not yet been increased here in and around the white house. we know that norad is on heightened alert. however, we know that the u.s. embassy is on lockdown. u.s. officials have been in close contact. i anticipate that's going to happen throughout the day, ronan. whenever there's a developing story like this, a shooting, the white house is very careful before they speak about it. josh ernest, very careful with his words. president

craig. >> kristen welker from 1600 pennsylvania, thanks. i want to bring in "the washington post's" carol leoni, whose reporting led to the resignation. really quickly, for folks who have not been following closely, what was it that changed the white house's position so quickly? they'd been defending pierson for a number of days. then all of a sudden, yesterday, the resignation. >> so, craig, you know, on the outside, it is president kept saying over and over again that he had full confidence in the director. and then his wording changed ever so slightly to he has full confidence in the agents that protect his family. and he is grateful to them. then you saw his spokesperson, josh earnest, get up yesterday and say the president concluded new leadership was required. the big things that happened were the president and the secretary of the department of homeland security were basically learning what was going on inside the secret service from press accounts. and probably the final straw according to aides, top aides, folks making that decisio

nbc's kristen welker is at the white house. d kristen, tell us how is the administration responding to that particular criticism? >> he has worked, headed up, worked comcast for the past three years. so he does bring to some extent a fresh perspective to what a lot of people see as sweeping problems within the agency. having said that, he has a lot of experience, as you point out. he's a 30-year veteran. he's been involved in presidential security dating all the way back to bill clinton. i just spoke with one of his former colleagues that says he knows how every alarm function appears at the white house. he is the right person to come in and to fix this problem and improve security. of course he's going to be under a lot of scrutiny. congressman cummings and issa, both on the same page, saying he's a good pick. he's someone with the trust of the first family, protected president obama. that is important, as well. i just spoke with congressman issa about that, he says that's a key factor. he's expected to come in to hit the groun

kristen welker is covering the story. we heard the words coming prosecute the cdc this breach. it's early on. they are asking how this happened. what do we know about what the breach is? >> good afternoon. officials are confident a breach did happen. in the past people follow iing say if you follow the protocols you won't be infected. they are confident that it happened. they have asked this young woman, they have interviewed her. she has not been able to specify when this might have happened. isolating the breach is key now. they are asking the hospital to use the minimum number of staff in there because their reasoning is if one person was exposed more could be exposed. they are continuing to monitor 48 people who had contact with duncan before he checked in on september 28. different than the people who are being asked to self monitor. like this patient in this case. she was the first one to figure out she had a fever. she contacted health authorities, followed protocols put into place in case of a situation like this. from the time she called to when she was in isolation ge

let's go first to nbc's kristen welker live at the white house. what's the latest info we have? let's go back to the fence jumper. >> well, we're just learning that suspect is going to appear in a district court here in d.c. a little bit later on this afternoon, joy. as you mentioned at the top, he jumped over the fence here of the white house just after 7:00 last night. that is when two canine units were released. he actually fought them off. he kicked them. he punched them. but ultimately, they got the better of him. officers were able to apprehend him just moments after he jumped over the fence. everything functioned the way it is supposed to here last night, joy. but the question remains and the problem remains that he was able to get over the fence. of course, the unprecedented breach that happened last month when omar gonzalez was able to make it deep inside the white house raised serious concerns about the security here in the wake of that, secret service officials put up another fence outside of the white house. but that smaller fence clearly wasn't enough to dissuade th

joining me now is kristen welker. who will be attending this meeting?ell us what you know. >> well, president obama's going to meet with the heads of the agencies charged with dealing with the ebola situation here in the united states. and we know he's going to make remarks after that meeting. i anticipate he will try to reassure the public, as you point out. there are new fears today after we have learned that a second health care worker was diagnosed we bith ebola in dallas. are other hospitals throughout the country prepared to deal with new cases of ebola? of course, the answer to that in dallas is that hospital was not prepared to deal with that first patient who was sickened with the potentially deadly disease. the nurse's union there said they didn't know what the proper protocols were at the time. and that is why they say that now two health care workers have been diagnosed with the disease. the second question, of course, is the fact that we're learning that second person who was diagnosed did take a commercial airlines flight. cdc director tom

all right, thanks, kristen welker. well, there was no warning at the white house last night, with know there was chatter before yesterday's horrific shooting in ottawa. intelligence officials reported that chatter as early as last month possible warning of a knife and gun attack by isis sympathizers. any plots at that time were described as being in the aspirational stages. they are no longer aspirational. and the world is on high alert for additional lone wolf terrorists. let's bring back tom zanderson of transnational threats at the center for strategic and international studies. tom, welcome back, we seem to be in a world where we can derail many threats, deal with larger cells of folks, but solo motivated individuals who may or may not be mentally stable, those seem to be much harder to deal with. how do we get up to speed to be able to deal with those sort of folks without losing our open, free society. >> well, they're very difficult individuals to detect. with we talked about the signatures. unless they're commu

nbc's kristen welker is at the white house for us. our white house correspondent. us a sense, the white house carried connecticut two years ago by 17 points. not exactly a red state he's visiting today. the governor's race there basically tied up right now. can the president prove today that he can still be a net plus for some democrats? >> well, peter, he can be. the headline, though, is that you're going to see president campaigning for democratic gubernatorial candidates but he's largely sitting on the sideline when it comes to the main event. a lot of democrats locked in tough battles to try to win senate seats. but, as you point out, president obama will be in connecticut today, stumping for governor malloy. the goal is to really get him to rally the democratic base, particularly african-americans there. there's a large concentration of african-americans in bridgeport. that's where this rally is going to be tonight. peter, that's really going to be the strategy moving forward. for president obama to rally the base to try to bump up voter turnout at the polls.

kristen welker has that part of the investigation. >> the obama administration hopes to stop viewings like this. as doctors and disease experts could be dispatched on short notice in the u.s. but some continue to insist the president hasn't done enough and should impose a ban on travel from the effected countries. >> the biggest mistake that continues to be made is we continue to allow open commercial air flights. >> reporter: the obama administration counters that a travel ban will only make matters worse. >> it would be difficult if you lost control of tracking people. >> reporter: with public fears spreading faster than the disease itself, some eyeing wins in the upcoming mid election are stoking fears. >> every outbreak novel or zombie movie starts with somebody in the government sitting in front of a table like this and saying there is nothing to talk about. >> roy blunt acknowledged some of the party's red orric is over the top on "meet the press" but said the president shares the blame. >> this is more real than it would be if there wasn't a sense that the government is just no

kristen welker is there in dallas, and the dean of tropical medicines at baylor college, also with us. kristen, starting with us, the white house team, how is it different and complementary to the cdc s.w.a.t. team when we look at the two of them? >> well, first of all the point person on all of this is going to be ron klain. the veteran here in washington who served as former chief of staff to vice president joe biden, he has a background in law and business. he knows the way government works and that is why president obama picked him to really head up the effort. the white house says we should really think of him in terms of a bridge, a bridge between all the different agencies that need to coordinate and be on the same page to do a better job of not only reassuring the public but making sure that accurate information is getting out to hospitals all across the country and to people all across the country so that they have the correct information to prevent against any further spread of ebola here in the united states. there is also going to be a team on the ground in texas, richard,
