kristen welker joins me from the white house. he president has a busy schedule today as well as of course the national security adviser susan rice. >> absolutely andrea, president obama heading to indianapolis as we speak. white house officials, national security officials working to confirm those reports. white house press secretary josh earnest will hold a gaggle a briefing with reporters aboard air force one. we expect that to get under way any minute now. we'll be listening closely to see if he has any type of reaction to this. but at this point u.s. officials as mik just said unable to confirm those reports that the female american hostage was killed. now, this comes as national security adviser susan rice in less than an hour from now is going to unveil president obama's national security strategy moving forward over these next two years and of course that will include a large focus on defeating isis. andrea just yesterday, the united states signed a new memorandum, new security agreement with jordan to essentially join toge

nbc's white house correspondent kristen welker is covering that for us tonight. kristen. >> reporter: lester, the cease-fire is in place and the fighting has stopped for now. there's a lot of skepticism that the deal will hold because in the hours leading up to the cease-fire fighting raged on. and satellite photos showed russian tanks moving further in. the deal calls for ukrainian and russian forces to withdraw heavy weapons from the front lines immediately while working to reforms to ukraine's constitution. a tough sell for both sides. the president has been pushing for this all week talking to his european partners and president putin. today mr. obama monitored the developments while vacationing in palm springs. he spoke with ukraine's president and the german chancellor, all leaders stressed the need for the cease-fire to hold. the u.n. security council will meet tomorrow. lester. >> kristen welker tonight. thank you. >>> in this country a protest today over the police killing of a man in washington state earlier this week. all of it captured on video by a by

we begin our coverage with nbc's kristen welker who is in washington tonight. good evening. >> carl, good evening. in a joint statement released today, the fbi and department of homeland security say there is no known specific or credible plot against the mall of america america or any other shopping center. still, they have alerted authorities across the country about the video released by the terror group, al shabaab. at one of the world's busiest shopping centers, the mall of america in minnesota there is extra security today this after a video surfaced overnight showing al shabaab, a somali-based terrorist group calling for attacks against western calls, including this one. >> i just think when it's a threat like that, everybody thinks it's scary. >> reporter: they took responsibility for the 2013 terrorist attack against the west gate mall in kenya. a three-day reign of terror. more than 60 people were killed. today, the secretary of homeland security said law enforcement officials are investigating the latest threat and urge vigilance from the public. >>

nbc's kristen welker is at the white house with the details. good morning, kristen. >> reporter: alex good morning. late last night president obama signed the bill to fund dhs. but it was a political nail biter with less than two hours before the department of homeland security was scheduled to shut down. congress passed a one-week extension to keep the agency open. that short-term resolution came after an embarrassing defeat for house speaker john boehner. early in the evening boehner brought to a vote a bill that would have funded the agency for three weeks. but he failed to get members of his own party. so ultimately that proposal failed. conservative republicans want any legislation that funds dhs to also block the president's immigration action which would provide relief to millions of immigrants. they argue the president has overstepped his constitutional authority. the president has defended his action on immigration and vowed to veto any bill that would block him. the rationale is that the extra time will give this sharply divided congre

nbc news white house correspondent kristen welker is following that at the white house. bill? >> well ronan, good afternoon. the key goals of the bill are to enhance and improve veteran suicide prevention efforts. here's a look at some of the main provisions. we have a graphic of them. it includes increasing access to mental health care at the va with new interactive services like a new website, to improve the quality of care by holding the va accountable in part with outside evaluation and also to develop peer support systems for returning veterans so they're not falling through the cracks as they deal with some of these very difficult issues when they return from war. now, this follows up on a number of steps that was taken by president obama last year a series of executive orders aimed at improving mental health access for veterans. the president also proposing $7 billion to go towards veterans and veteran services in his new budget. the first lady will be joining president obama. of course this has been a key focus for her, creating jobs for veterans helping them to

joining me now for our daily fix, kristen welker and chris cillizza and managing editor of postpolitics.comnd "washington post" columnist, ruth marcus. kristen, this is white house budget day, they have the new budget and he's fighting for it. he went to homeland to emphasize this ongoing fight from the old budget, funding homeland security which includes secret service and other critical things but the fight is over his immigration policy. the border and immigration policies. >> that's right. the optics were pretty powerful. that is a immediate battle looming, i'll make one point about that. funding for dhs runs out on february 27th. a lot of conservative republicans want any legislation to keep dhs open to have some amendments that would block the president's immigration executive action. of course, he will veto that so they are trying to work on a fix that would appease those conservatives who want to take a stand against the action but make its way past the president's desk. that's a real challenge. president obama dug in his heels on that today but unveiling his budget at dhs. there's

we start with nbc's kristen welker at the white house. kristen, how is the white house going about selling this to congress? >> well there's going to be a robust outreach effort that's for sure. but look they acknowledge the language that was submitted yesterday really represents the start of negotiations. it also represents an attempt to find some common ground between democrats who want the language to be limited and republicans who want it to be open ended. so just to remind folks what's in the aumf that the white house proposed it would sunset after three years. it would limit the extended use of ground troops. and it does not contain any geographic call geographical limitations. democrats, for some of those reasons, say the language is not limiting enough. the biggest sticking point really revolves around the issue of ground troops. democrats have expressed concern that this could lead to mission creep. i think you're going to see a lot of debate revolve around that. meanwhile, republicans say that there shouldn't be any limitation on

at the white house is nbc's kristen welker. i gather the president also pointed out he feels he already has authorization, but this request for new authority seems to conflict with that. >> that's right. the president and the white house argue he has authorization to go after isis under a 2001 authorization use of force, which gives the president the authority to go after al qaeda and its affiliates. the white house argues that isis is essentially an affiliate of al qaeda. but the president says he wants buy-in from congress. in his letter to congress today he said this. quote, although existing statutes provide me with the authority i need to take these actions, i have repeatedly expressed my commitment to working with the congress to pass a bipartisan authorization for the use of military force against isil. of course, that's what this administration refers to as isis. now, the president and white house have worked in close consultations with lawmakers on capitol hill as they've hammered out the language of this aumf but i ca

nbc's kristen welker has our report tonight. >> reporter: in a major announcement today, the national highway traffic safety administration said it is recalling about 2.1 million vehicles, toyotas, chryslers and hondas. the concern, the vehicles airbags could deploy inadvertently, even when the vehicle is not in a crash potentially causing injury or death. these vehicles were previously recalled for the same problem in 2013 and 2014. but nhtsa says the fix "was not effective." today's recall was triggered by a problem in an electric component made by an american supplier trw automotive. but about a million of the recalled honda and toyota models also have defective airbags made by the company takata. those airbags have been known to deploy with too much force sending out metal shards. in relation to a previous recall 26-year-old cory says he lost his right eye due to a malfunctioning takata airbag last may. >> i thought i had a black eye and felt blood. warm run down my face. and blood. i thought i broke my nose. i didn't know. >> reporter: late last year both honda and takata executi

. >> nbc's kristen welker is live at the white house for us. kristen, with a good sunday to you, what other precautions is the white house taking due to this threat? >> reporter: well, look the administration says they are taking this threat very seriously. they are in discussions, investigating the video. here's what we know so far. according to top u.s. officials, al shabaab released that video, which calls for attacks on shopping malls in canada and here in the united states. in it the terror group references the attack on the mall in kenya which left more than 60 people dead. a statement last night, a spokesperson for the national security council told me quote, protecting public safety and national security is our highest security. we are aware of the reported call from al shabaab for westgate style attacks against shopping centers around the world to include the united states. in recent months, the fbi and dhs have worked closely with our state and local public safety counterparts and members of the private sector to include mall owners a

>> joining me now, nbc news white house correspondent kristen welker. a good day to you, kristen. about the details of the president's proposal. >> good afternoon. first to the broad outlines. he is calling for an increase in spending by about $74 billion. that would increase spending by 7%. that would essentially include rolling back or reversing the sequester. those deep across-the-board spending cuts put in place in 2011 that impacted defense and nondefense spending. he also wants to increase taxes on wealthy americans. you heard chairman paul ryan reference that. in order to pay for what he's calling middle class priorities. things like free community college, childcare, retirement savings, paid sick leave. as you just pointed out, alex we're learning about a new proposal within the president's budget that would call for a 19% tax on companies' future foreign earnings. republicans are rejecting a lot of this swiftly, robustly. this is what the speaks person for house speaker john boehner had to say in a statement. it says in part quote, republicans believe there are smarter wa

. >> nbc's kristen welker joins me from the white house. good morning kristen. >> reporter: jose, good morning to you. you heard there both lawmakers underscoring the fact this is going to be a robust debate. here are the broad outlines of that war authorization request that president obama sent to congress earlier today. it includes language that would prohibit the use of enduring offensive ground operations. it also sunsets after three years, and it replaces a 2002 umf for operations in iraq. of course that occurred under former president george w. bush. now, some democrats will see this language. they will express concerns that it's not limited enough in scope. they're going to want to know what that term "enduring offensive ground operations" means. some republican whose have criticized president obama's strategy, said it's not defined clearly enough could find fault with some of this language. expressing concerns it is too limited in scope. they want to make sure that there are no limitations on geography and that timeline that three-ye

following this at the white house, kristen welker. what's the administration saying about how this happened? >> well ronan, officials here are still investigating trying to determine how this glitch could have happened. here's what we know so far. we know that this has to do with a tax form that helps users calculate what type of tax break they might be entitled to. we know those tax forms had a piece of erroneous information on it. those erroneous tax forms went out to 800,000 people as you say. an official here estimates of those 800,000 people about 95% have not yet filed their taxes. so the message here from the white house, hold off on filing your taxes. they say notifications have gone out. they are also going to follow up with e-mails as well as phone calls and they hope to have the corrected tax forms sent out in early march. again, they are asking people to hold off on filing their taxes. as for people who have already filed their taxes, they say they are still working through how to help those people. this is really an unfor
