kristi smith is live with a finding of a drug survey. good morning, kristi. >> this survey is startling and shows that illegal drug use is the highest it has been in a decade fuelled by a spike in marijuana use and a use of methamphetamine and ecstasy at least according to a government report coming out today, a 9% increase. the director of drug control policy believes this only be tied to the growing number of states approving medicinal marijuana. at the federal level it is illegal. he thinks calling marijuana medicinal sends the wrong message to young people and voters will decide in november whether to legalize the drug and the survey doesn't distinguish between medicinal or casual use. they found ecstasy use is up about 37%. methamphetamine use up 60%. pro medicinal marijuana ak vo kads spoke uh to this and believe it shows that drug laws as they stand now have fail and it's time for more sensible laws. on the flip side of this, cocaine use is way down. reporting live, today in the east bay. >> it will be an interesting vote. rob join

kristi smith is live in oakland with a plan on how it affects east bay neighbors. >> good morning.eaded to the november ballot and voters have a choice to make after dozens of police officers were let go. many people here consider crime the number one issue. measure bb is the new thing being pushed that puts 63 beat officers back out on the streets patrolling. being pushed in part by councilmember jeanne quan. it's a twist on measure y passed in 2004. that generated millions of dollars, specifically for violence prevention programs and established a threshold for the number of police officers on the force. for many here in oakland, it's a question of tinkering with what had been approved versus dealing with the harsh reality of having fewer police officers out there. many believe with 400,000 residents here and often times 100 killings per year, it was too small before the council made cuts a few months ago to try to balance the budget. you will hear more about measure brk b in the weeks to come, but there is a press conference about it today at 11:30 at city hall. kristi smith tod
