kristi smith is live with a finding of a drug survey. good morning, kristi. >> this survey is startling and shows that illegal drug use is the highest it has been in a decade fuelled by a spike in marijuana use and a use of methamphetamine and ecstasy at least according to a government report coming out today, a 9% increase. the director of drug control policy believes this only be tied to the growing number of states approving medicinal marijuana. at the federal level it is illegal. he thinks calling marijuana medicinal sends the wrong message to young people and voters will decide in november whether to legalize the drug and the survey doesn't distinguish between medicinal or casual use. they found ecstasy use is up about 37%. methamphetamine use up 60%. pro medicinal marijuana ak vo kads spoke uh to this and believe it shows that drug laws as they stand now have fail and it's time for more sensible laws. on the flip side of this, cocaine use is way down. reporting live, today in the east bay. >> it will be an interesting vote. rob join

kristi smith is live in oakland with a plan on how it affects east bay neighbors. >> good morning.eaded to the november ballot and voters have a choice to make after dozens of police officers were let go. many people here consider crime the number one issue. measure bb is the new thing being pushed that puts 63 beat officers back out on the streets patrolling. being pushed in part by councilmember jeanne quan. it's a twist on measure y passed in 2004. that generated millions of dollars, specifically for violence prevention programs and established a threshold for the number of police officers on the force. for many here in oakland, it's a question of tinkering with what had been approved versus dealing with the harsh reality of having fewer police officers out there. many believe with 400,000 residents here and often times 100 killings per year, it was too small before the council made cuts a few months ago to try to balance the budget. you will hear more about measure brk b in the weeks to come, but there is a press conference about it today at 11:30 at city hall. kristi smith tod

kristi smith is live in oakland with a plan on how will it affect neighborhoods. kristi? >> this will put 63 beat officers back on the streets of oakland. essentially restoring most of the position that is the council had to cut a couple of months ago to try and balance the budget. it's called measure bb. voters will find it on the november ballot. i was looking at how the registrar of voters describes it and it comes at no additional cost to voters and it amens measure y and suspends the requirement that a certain amount of funding go to staff and levels from way back in 2003. this lowers the threshold of officers required to move forward here in oakland. voters have to decide whether they want to tinker with a measure they passed back in 2004. with those cut that is the council it h to make calls for service for reprioritizing and many were worried they may not get enough help from the police department. the councilmember who is also running for mior is pushing this and will be holding a press conference today at city hall at 11:30. reporting live in oakland, in the bay

kristi smith today in the bay. >> tell me more about the bag. why do you need to cover the fast track? >> if you are one of the people who wouldn't ordinarily get charge and someone who can use the lane for free if you ride a motorcycle or you are in a carpool, you want to make sure you have a mylar bag to cover it. if you have your fast track and you drive by, you would get charged anyway. there was a gentlemen i was talking with who said you put it in your glove box, you can still get charged. if you don't have to pay, you want to make sure you are not charged. >> christie smith from 680. >> police are hoping to nab a man who robbed a high profile politician, gene quan. he was walking into a safeway about 9:30 saturday night when a man came up behind her and grabbed her purse. she struggled to hold on, but the thief took off and jumped in a car and sped away. police later recovered the purse, but the wallet was gone with about $50 in cash. >> i'm embarrassed. i tried to hold on to my purse and we tell people never to go after them. >> she said

kristi smith is live in walnut creek with more on what to electric out for. christie? >> reporter: anything out of the ordinary, people wandering around or seem like they don't belong. this is the fourth sexual assault at the same apartment complex here in walnut creek. in one of the earlier incidents, the man walked up to the door and was able to barge his way in after the woman answered. this time investigators are not sure how the attacker got in. it happened again at the park regency apartment yesterday evening. a woman in her 20s was home alone and sheriffs investigators are calling it a home invasion and a sexual assault. they say this one doesn't appear that anything was taken from the apartment. at the same time a berkeley man is still in jail and it linked him to a july sixth rape. he is charged with two attempted rapes here. he has pleaded not guilty and the family said he wasn't even in the area at the time. live in walnut creek, christie smith, today in the bay. >> a funeral will be held for two of the people killed in last week's devastating explosion in s
