kristin, tell us more about what is in this resolution. >> right now the security council is sitting down to vote on a draft resolution that allows for cross border aid deliveries into syria without the consent of the syrian government. the u.s. will decide where the needs are and how to get this aid into the people who need it most. the resolution has a monitoring the humanitarian aid and it gives council a six month period to try this out and review the progress that is being made. you can see now that the council is sitting down getting ready to vote. they're building on a past resolution that was passed in february. and the u.n. reporting since then the situation on the ground has gone from bad to worse. we're looking at people who are in need of humanitarian assistance. using aid as a weapon of war. so as a result the council felt it was necessary or some members of the council felt it was necessary to take this additional step. >> well, thank you very much. >>> ukraine has blamed a rocket fired from russia from bringing down one of its prance port plains. there has been heavy f

kristin joins me now live from the un in new york.stin, tell us more about this -- this resolution and the report. >> well, the united nations is required to report to the security council every month on the humanitarian situation in syria, and we found out today from their latest report that the overall numbers of people in syria requiring help hasn't changed too much. it's still nearly 11 million people requiring some form of need and 4.7 million of those people are in hard-to-reach areas, but it's getting harder to get to those hard-to-reach areas, unless people are getting any assistance, or the assistance that they need. about a quarter of the people in those hard-to-reach areas got aid this month as they did the month before. so clearly we're seeing a picture of the area in turmoil here. there is now an influx of refugees from iraq traveling into northeastern syria. they traveled across the border into this area as a result of ongoing violence in the so kalas lammic state. and another thousand went back into iraq. so we're seein
