kristin saloomey joins us live from the united nations. kristin, let's start with the new threats from north korea. what can you tell us? >> well, pyongyang is threatening strikes against the white house, the pentagon and the u.s. mainland which it calls a, quote, cesspool of terrorism. in response for president obama quote recklessly spreading rumors of north korea's orchestrated attack against sony pictures. of course referring to the hack of sony which led to the cancelling of the satirical comedy "the interview" which featured a plot to assassinate north korea's leader kim jong-un. the u.s. promised a retaliation for that action but not comment whether the united states is behind the internet outages plaguing the democratic people's republic of korea. >> as far as the topic of human rights is concerned what is the significance of the u.n. meeting that is happening today? >> well, north korea has long been on the security council's radar for its nuclear program ant its discussion of nonpliftion in thnonproliferati. but this is the first

nbc's kristin. what do we know about the prisoners and how does it play to the president's goal of closing guantanamo bay? >> reporter: alex, we know the four detainees were transferred overnight and the u.s. military played to kabul. we get a statement out from the department of defense i want to read you. quote, this repateuation reflects the continued commitment to closing the detention facility at guantanamo in a responsible manner. as you pointed out, this transfer was approved quite some time ago. it has been in the pipeline for a while. these four detainees were deemed to not be a security threat to the united states, but there are broader implications here. one, it underscores the fact that the united states relationship with afghanistan is now at a much stronger place, particularly with the new president, ashraf gade in power. that was said by the president. and underscoring you see president obama and the obama administration really pick up the pace when it comes to releasing detainees. ea

joining me now, nbc news correspondent, kristin welker.eaders are meeting with old and new. >> reporter: in addition to meeting with civil rights leaders, president obama is going to meet with his cabinet officials as well as law enforcement officials. the theme today, joy, is to try to bridge the gap to enhance understanding and cooperation between law enforcement officials and local communities. and the big headline here out of the white house today is that president obama is asking for a $263 million investment package, $75 million of which would go toward body-worn cameras that law enforcement officials could wear. the president wants as many as 50,000 police officers to be able to use that equipment. the idea behind that is to not only enhance understanding and communication between communities and police departments, but also to allow for there to be a record when you do have incidents like the michael brown shooting. so there can be a record of what happened instead of a number of differing accounts. also a part of that aid package

nbc's kristin welker is live in hawaii for us with the president. what steps are the administration taking right now? >> reporter: well, richard, senior administration officials are in contact with officials in new york as they continue to monitor the situation there. as you pointed out, president obama did reach out to commissioner ramsey on sunday, offering his condolences and also offering the full support of the federal government. in terms of the criticism that mayor de blasio has gotten, president obama has gotten from some on the right who argue they only escalated tensions with some of their rhetoric, the administration points out the president has consistently called for a peaceful response to the eric garner and michael brown cases. president obama has gotten calls to do more to react more aggressively before this weekend's tragic events. white house officials tell me the president wants to give that task force that has been headed by commissioner ramsey a chance. it is a 90-day task force and charged with trying to find solutions to this
