thanks so much, kristin. president trump has also come out against mail-in voting but not absentee ballots, what is the difference between the two? david live in alexandria, virginia, have you got this all worked out? >> yeah, i think so, dana. it's a great question about male inverses absentee. it's all the rage in the united states. i talked to elections experts in different states, one tells me it's just semantics, absentee ballots are mail-in ballots. another expert says there is a difference, absentee ballots are a little more aggressive and mail-in ballots are more passive. the general understanding is that mail in ballots specifically are votes when registered voters, unsolicited get a live ballot in the mail. absentee voting is when registered voters request a ballot, fill out the proper forms and send them in. eight states plus washington d.c. will mail live ballots to voters. but other states, like ohio and michigan send ballot applications to voters who want to vote absentee. franklin rose, i inter

. >> with me now is kristin holmes. if you can explain exactly what is in the executive actions. it certainly looks like you have to read the fine print here. >> reporter: you certainly do. let's start with the unemployment benefit. the way that larry kudlow was explaining is is not the way that experts and lawyers have been explaining it to us after last night. we know americans were getting $600 a week from the federal government innish to whatever they were getting from the states, and this was for unemployment. president trump is now saying you'll gelt $h you'll get $400. it's not that simple. some experts believe most americans or many unemployed persons will never see the benefits. here is why. president trump is actually only offering $300 in federal assistance. he's saying that the states have to chip in the extra 25%, which is, of course, $100. now, as we know, as we've been reporting, it is states are in economic shambles, many of them, completely wrecked by the coronavirus. they are asking themselves for federal money for help. whether or not they'll be able to chip in
