kristy seifkin is live in our newsroom keeping track of the ongoing search for the missing. and we have heard this has turned from a recovery back to a rescue mission, kristy. >> reporter: right. that's actually very positive news to hear because originally, a recovery mission certainly just means they assume that they will be bodies not living individuals that they find but the u.s. government talked to the mexican government saying we believe these people are alive, continuing to search for them. the weather was nice when these gentlemen left on their fishing trip and then a storm hit two huge waves hitting the boat causing it to capsize around 2:30 in the morning. many of those passengers were asleep at the time that the boat capsized and so they had to jump off or were thrown into the water hanging on for dear life using ice chests for flotation devices or life jackets that they had. the u.s. coast guard and mexican navy searched for those survivors for more than 36 hours. >> there's a lot of different factors that go into survivability. the age of the person, male or fem

kristy seifkin is in moraga where police think the shooting is related to pot growing in the area. >> last night before 7:00 an officer was doing his foot patrol when two men opened fire on him and fired back in self- defense, ducked for cover. police sent an armored vehicle to rescue the officer. he was not injured. multiple law enforcement teams conducted a search by foot and by helicopter last night including the california highway patrol, contra costa sheriff's office, richmond moraga, orinda and lafayette police departments all involved. officials had to stop the search at sundown and told local residents to stay inside their houses until the search was over. >> they are scared because the only way these police guys can go is come back here in the town. or they can run toward the hills. but definitely scary. >> reporter: police clearly were looking for the suspects who old fire but what they were also looking for was a drug growing operation. officials think that the suspects may have been had marijuana growing areas on the south side of moraga and police belief the suspects are

. >> kristy seifkin on the plan to reorganize the police department. kristy, what are they saying this morning? >> reporter: well, it seems like every two years the oakland plymouth is presenting another method for reorganizing to make the most of limited resources in this high crime area. and today, anthony batts went before us at a press conference and said he has a new plan. he said that he had seen redundancies within the oakland police department and wants to make officers generallyists instead of specialists. -- generalists instead of specialists. he says crime is on the rise and the oakland police department doesn't have the capacity to deal with the number of homicide investigations which are much higher than in other cities. so what he has done is propose a criminal investigation unit -- there is one that separate units for homicide, robbery and assault and the new plan is to make 22 officers who will span across the three categories not just one. additionally he plans for opd to split its bureau of field operations into two separate bureaus an

kristy seifkin reports. >> reporter: it's shocking to say the least because there's not much that really happens around here. >> reporter: around 7:00 last night a suspect fired at an officer with an assault rifle. the uninjured officer returned fire and then hunkered down in the brush until an armored police vehicle could rescue him. law enforcement searched for him until sundown but didn't find suspects or any injured park-goers. police believe the suspects fired at the officer because he stumbled across their illegal marijuana growing operation, something that's not unfamiliar to east bay regional parks police. >> a couple of years ago, a operation out there that we located where we have video of armed individuals that were guarding the grow. >> reporter: rancho laguna park is next to the watershed, a popular destination for dog recovers but last night's event have locals wondering if it's still safe to wander with pets. >> last night we were a little bit tighter maybe on home security than usual. my daughter is down from portland visiting. she was nervous. >> the reputation of moraga

kristy seifkin reports.d on when they could open the off-ramp. >> reporter: they are still shooting for the 7:00 open time but we'll have to wait and see if they are on time this morning. it was several hours ago around 1:50 this morning that chp was patrolling near fruitvale and 55th in oakland when they saw an erratic driver and they attempted to pull him over but he refused to pull over, hopped on the 880 freeway and proceeded to drive for 8 minutes at 75 miles an hour and then attempted to exit off the 29th avenue exit, going so fast that he actually crashed into an area just under the underpass and was ejected from the vehicle. chp believes that alcohol may have been involved in the incident since they found open containers and also smelled alcohol inside of his car. chp has given a tentative identification for the victim. they say he is a 19-year-old hispanic man from oakland. the coroner was here earlier this morning. they may release the identity this afternoon. if you are a commuter waiting for this

kristy seifkin is in san francisco with more on what an internal investigation uncovered. good morning, kristy. >> reporter: good morning. "san jose mercury news" has reported that as many as 14 pg&e inspectors may have falsified checks on underground electrical facilities and that would be in santa clara county, san francisco, and in parts of the east bay. now representative for pg&e has come forth and said it's probable that 23 underground enclosures listed as inspected were not and that another 50 were suggestion respected or not likely opened. pg&e also concluded that another seven underground enclosures may not have been opened and properly checked. the reason that pg&e even found out about these falsified inspection was that an employee tip came about and then they launched and investigation last november. it was during that investigation that pg&e identified a suspect employee, a worker who was supposed to have checked an underground enclosure in 2009 near the delmas and park avenues in san jose and it was in may of last year that that enclosure exploded and knocked

kristy seifkin tells us how two quick-thinking good samaritans helped save their lives. >>> reporter: regency park down house residents knew something was wrong when they heard screaming from the pool area on wednesday night. a father and his 6-year-old daughter had been playing in the pool when mom looked over from the spa and couldn't see them. she and friends ran over to the pool and discovered her husband and daughter on the pool floor. >> she was in totally panic mode. she didn't know what to do. a, she is not a resident of this place and then she was literally screaming for help. >> reporter: multiple residents in nearby townhouses came running outside. and one good samaritan pulled the two from the pool. residents and townhouse board member and his wife also ran to the scene. >> the gentleman was -- i wasn't sure -- he was breathing but his eyes were rolling up. >> reporter: another resident, 29-year-old jeffrey bail, literally jumped to the aid of the 6-year-old girl. >> took it one, two steps right on up and went over and the girl was right down here. >> mother of the girl sa

kristy seifkin is live at at&t park. how are officers hoping to track this guy down? >> reporter: well, you know, they are still searching for him right now. no suspects. and clearly, anybody would love to have an autographed mccovey baseball or bat. but this one gentleman on monday apparently wanted them so badly, he stole them from somebody else and right in front of the owner's eyes. walnut creek police say that this is the man who stole a car with thousands of dollars of sports memorabilia inside. and he didn't have to try very hard to do it. about 7:00 monday morning the man left the vehicle filled are giants memorabilia to go into a mcdonald's for a company of coffee. he left the keys in the ignition. three minutes later he walked outside and saw his car being driven away. >> i wouldn't leave my keys in the car. no. even if it was going to get a cup of coffee. >> reporter: several witnesses say that they saw the suspect milling around the bathrooms at the restaurant that morning. police say the surveillance footage shows the man peering through various car windo

kristy seifkin is live in lafayette now with what crews are saying about getting the water back on. kristy, everyone is wondering when they will be able to take a shower. >> reporter: good question. certainly if you are heading to work this morning, not going to be able to take a shower at least for the time being. taking a look over my shoulder you can see they still have a positive pressure flow but that doesn't mean there is any water coming to residents. i talked to east bay m.u.d. earlier. they have been here since midnight trying to find the break below ground. you can see these gentlemen have already started to dig a hole. they need to go four to five feet under to find the break. right now it's just a lot of water with some tree roots. they haven't yet found the break. they are thinking it should be about an hour before they find it but still much more time until they are able to make repairs. in the meantime, people are without water and overnight this water has been flowing down the street and up against people's houses. we are going to have some sound from someone who just

kristy seifkin learned more about the victim today. >>> reporter: police have identified the man who was shot in the head last night at delta de anza trail and according to lieutenant juan ramon with the pittsburg police he is not a stranger to the pittsburg police department. >> our victim is a 20-year-old pittsburg resident who has an extensive criminal history including gun charges and drug- related charges. we do have some preliminary information during the investigation that suggests he was possibly shot at in the city of antioch a few days prior to this incident. >> reporter: pittsburg police are not releasing the victim's identity but are in the process of notifying his family. police are treating this as an attempted homicide investigation and believe that the man who shot the victim knew him. >> this is definitely not a -- this is definitely not a random act of violence. >> reporter: witnesses reported hearing gunshots at the park around 8:30 last night. no one saw what happened. [ pause ] >> reporter: the victim has a few addresses in pittsburg and may stay in a few places

kristy seifkin is keeping track of the search. >> reporter: good morning. those gentlemen left on a fishing trip that they thought would be a fun four-day excursion and got something they didn't expect. it was calm when they left on saturday. then on sunday a strong storm hit and two waves crashed over the boat capsizing the boat around 2:30 in the morning. most of the men were asleep at the time this is storm hit. some were able to make their way to some of the secluded -- secluded islands in the area. others were holding onto ice chests meant to hold the fish. those men got dehydrated while waiting to be rescued. the u.s. coast guard and the mexican navy searched for survivors for more than 36 hours. >> they conducted their search until they were the -- first crew reached their limit. second crew was flown out there via coast guard to meet them and then they got in the same helicopter and the new crew took the helicopter down and searched. >> the survivors are reported to be in good condition but as i said some were sunburned and many dehydrated since the

kristy seifkin is live along interstate 880 and kristy, officers believe alcohol was involved in this case, correct? >> reporter: that's absolutely right, grace. i just spoke with officer morgan earlier who is going to chat with us in a few minutes. he said they found open containers and smelled alcohol inside the car of this young man after he sped on the freeway and crash. officer morgan, can you give us a recap of what led to this chase? >> initially our officers saw a vehicle on international boulevard near 55th avenue driving erratically and weaving. officers were concerned about the driver's condition, attempted to make an enforcement stop. the drive failed to yield. there was a brief pursuit on surface streets and then the driver entered the freeway at 73rd avenue near hegenberger in oakland attempted to exit the freeway here at 29th avenue, failed to negotiate the exit properly and ended up colliding behind us at 29th avenue and east ninth. the driver was not wearing a seatbelt, so he was ejected from the vehicle and sustained very serious injuries. when our officers approache

kristy seifkin explains how homicide detectives are now getting involved. ning, kristy. >> reporter: good morning. chp was involved in a high- speed chase across multiple freeways last night. they were actually spotted in newark a license plate that matched of that a car that belonged to one of two suspects wanted in the murder of people in grand junction, colorado and more recently the murder of two individuals here in the bay area. chp tried to pull those individuals over. but they failed to stop and a multiple freeway chase began. the drive started by hopping on that 880 freeway going north. and then within the through hayward, san leandro and oakland. multiple agencies pursued the vehicle. it eventually got on 980 and then 580 and past livermore which is beyond the juridiction of east bay chp and then the lathrop chp took over laying down spikes to catch the individuals. now, those individuals witness they pulled them over were not the men they were looking for not the two suspects who are still wanted for murder. the third individual who is -- i'm sorry

kristy seifkin is in oakland where the transit agency just wrapped up a press conference. kristy. >> reporter: hello. daniel hartwig the deputy of the bart police just spoke to us in a press conference and brought out new details in this investigation. one point that he brought forth today is that there is surveillance video that partially showed what happened that night on the platform. and he said that it will be a strong tool in this investigation. he is not saying exactly what's in the video but may help reveal what happened. he also shared some more information in the press conference today about the two officers involved, one asian man, one white man, one with six years experience and the other with 14 months saying that neither of these officers had a negative history with the force and that each were very productive members of the force. officials are still not saying which of the officers fired the gunshot that night that the suspect was killed and they are not saying that the officer who was injured with bruises and cuts is the one who fired the shot. we still don

kristy seifkin has weather. >> i was 7 the last time i rode a bike even further back than you, i need practice. out there this morning, pretty much socked in at the coast. clear into the east and south bay. should clear out inland by this afternoon. similar temperatures neighborhood by neighborhood right now. seeing 57 for oakland and concord. 60 livermore. 59 san jose. 55 in santa rosa. by this afternoon warming up to temperatures pretty similar to what we saw yesterday close to seasonal in the low 90s inland. seeing temperatures mid-60s to low 70s around the bay shores where we'll also see some lingering clouds into the afternoon. and at the coastline temperatures cooler, going to be in the 60s there and those clouds are hanging tight into the hours a little later on today. extended forecast, looking good for your weekend. we will start to see some more clouds build in at the coast but temperatures going down a few degrees. next week, slightly cooler. we're not talking about a big change but dropping down a few degrees inland. good news is, though, seeing mostly sunny skies so nice
