ktvu channel 2 news has been asking for this because it details spending abuses. >> reporter: today ktvu received a audit that details officials misusing funds. some may have broken state and federal laws. we spoke with the director. >> we have talked to the federal agencies because of our concern and we look forward to addressing those issues. >> the audit says some of the credit card holders skirted limits. spending more than $67,000 in gifts. $50,000 in expenses may expose the port to tax liabilities and more than $19,400,000 in questionable port expenses that included a concert and more internal controls are needed. spending limits are too high and some are letting other staff use their visas. management's response? they don't have enough resources for review of expense reports. >> it is something we take seriously and are not going to close our eyes tour. we will make sure mistakes are not repeated. >> the retirement of the director was announced today. ktvu learned they have reimbursed the port $5,400 for money spent at two strip clubs. the investigation notes one in houston and a

ktvu was the one on scene this morning. ktvu's ann rubin is live with the link investigators are looking into. >> reporter: they are not ideal in their wording but they -- identical in their wording. students showed us the message targeting a teacher. >> i was shocked. so shocked. he is a nice seecher. he doesn't -- teacher, he doesn't deserve this. >> reporter: shorts shut down the -- authorities shut down the schools. they have stepped up security for the teacher who we are not naming for his safety. >> we have a couple deputies staying with the teacher to provide protection. >> reporter: it appears there may have been multiple threats. investigators say it started one in high school but investigators found one at the middle school too. all of the schools remained open today. authorities want answers. they are not disclosing how many threats were made but they are tracking down the people responsible. >> the crime has been committed committed and we are following up on leads. >> reporter: police plan to step up security a

ktvu's ann ruben is here now. ann tells us why authorities would like to try these two suspects together. ann. >> well, authorities say it's a question of time and money. they had preferred to call their witnesses only once and though a trial is a long way off, today's first joint court appearance lasted just a matter of minutes. >> for the first time, they appeared in court together. 26-year-old jonathan willbanks and his alleged accomplish 15-year-old mull droe. authorities believe the two were responsible for a crime spree november 16th that include several armed robbery, the attempted murder of a police officer and the fatal shooting of a campbell man during a carjacking attempt. de spite his age, mull droe is being tried as an adult though it's only willbanks who can potentially face the death penalty. neither entered a plea today. in the coming weeks as many as 50 cds worth of police reports, recordings and surveillance images will be compiled. authorities say with the case of this magnitude, the wheels of j

ktvu lorraine blanco has been on the story since 4:30. so what do you know about what happened out there? >> reporter: well, dave, the fire started in that stolen vehicle you were talking about. it was right about here. and spread to the building you see right there. now this morning a crew is picking up some of the wreckage out here. they will board it up and they will secure it as police try to track down the person or persons who started the fire. this is exclusive video you will see only on 2. the fire started in a stolen vehicle just after midnight. it spread to a nearby building. the owner says this is a telephone and computer networking company. the battalion chief tells us a security guard was inside during the fire. he is treated for smoke inhalation and is expected to be okay. neighbors thought it would spread to nearby homes. they are grateful for very skilled firefighters. >> i wouldn't want anyone to get hurt. there are a lot of young families living in a cold sack over there. my son is right around the corner himself. >> rep

ktvu is live.rs tell us they were forced to take a defensive stance as flames shot 50 feet into the air. it took crews about an hour to put out the fire. >>> today severe weather is swept through the southern states from texas to florida with several tornado sightings. this video is from mobile alabama where an apparent funnel cloud touched down this evening it took down tree limbs and power lines and caused damage to homes, a high school and a church. at least 20,000 customers are without power. >>> an in louisiana a brave boater captured this waterspout on camera just north of new orleans. the spout formed over lake pontchartrain. new orleans and the surrounding areas remains on alert for tor -- tornadoes through the night. >>> the same storm system bringing a lot of snow to the sierra. a winter storm warning causing problems. >> reporter: these brake lights greeted drivers to the sierra. >> merry christmas. >> reporter: at times many went no faster than 10-miles-an- hour. and had delays of two h

chief meteorologist bill martin is in the ktvu weather center where he's been tracking the storm all day. maureen naylor is standing by but we begin with jana katsuyama where it's been raining. in healdsburg. >> reporter: see how wet the ground is, all of that water is seeping into the ground and ending up in local rivers and streams this is the russian river. you can see how fast it is going. it could reach near flood levels by the time the next storm finishes. rain is drenching almost soaked roads. areas stream, rivers and low lying areas are flooding. with two storms down there's still one more to go. a storm watch is in effect. >> the storm surge is down 2- 1/2 feet below the bottom of the bridge. >> reporter: although water levels dropped today with the tide flooding signs remained in place for the next storm. concerned residents came out to see the russian river it rose 14 feet in 17 hours covering parts of johnson beach. >> this is high, very high. >> reporter: water crept precariously close to near by homes and one man showed us his dock swept away and floating in the river.

edition of ktvu channel 2 news at 6:00 i'm jane katsuyama in for heather holmes. >> i'm ken wayne. a series of powerful storms slams the bay area. we're on storm watch with team coverage and we begin with ken pritchett with how wind affected people's plans today. >> reporter: ken, about half an hour ago it was a foggy drive over the bay bridge. right now it's as clear as it can be and that is how quickly things have changed. earlier this afternoon wind advisories for bay area bridges and the windiest we found was this morning in pacifica. with winds this strong, and waves this high, there was little doubt that the pacifica pier would be closed. >> i think the mayan apocalypse is running a few days late. >> reporter: we're told that the waves crashed he over the pier. >> it's so windy. >> elsewhere this storm led to localized flooding in scattered parts of the bay area. despite the mess, the constant rain, and wind, people braved the storm in union square. >> the flags are whipping. it's crazy loud. >> carrie keyes was one of many people who battled the wind to keep their umbrellas

ktvu's robert honda was at the campus when essentially it was entirely on lockdown. robert, that is not the case right now. >> that's right, gasia. there's been kind of a transition as they clear up some of the other areas of the campus. officer start calling it a partial lockdown because most of the investigation search seems to be centered around this technology building where the original text message reporting a possible gunman, that was where the person was supposedly spots so that's why police started using their resources around this building. you mention it had lights going on. that's what's giving us the best indication what's going on here. we watched lights come up and then off on the first and most of the second floor. you can see on the top floor we saw lights thereon before. i heard an officer say to another one, another one down, meaning that they had the lights on in the room and then they turned them off. you can see the corner. if you go to the other side of the building now, you can see that they have just moved some spotlights to the top floor of
