ktvu fox 2's alex savidge has been out there. tell us what the city is doing about this. >> reporter: well, they are taking a number of steps, dave. good morning to you. they are trying to shore up this cliff side here. we will get to those measures in a moment here. we can tell you the city of pacifica has declared a state of emergency because of the damage done by the recent el nino storms. this is a problem area where we are here. we are on esplanade avenue. these apartments back up to the cliff side. you can see that the ground in some spots is giving way and it's all because of those el nino storms. the crashing waves down below. we can show you some video here from this weekend taken by a drone. this shows these structures, a number of these buildings on the edge of this cliff. in certain spots the ground below is giving way. these coastal bluffs are reroading -- eroding because of the rains and soaking rainstorms in last weeks. some of these buildings were evacuated in 2010. but the hillside remained relative any in fact t

we turn now to ktvu meteorologist mark tamayo with a look at the radar. >>> this will be a very active first half of january, very active in the bay area. rainfall totals today, not everybody picked up rainfall. the focus was up in the north bay. see the numbers out toward guerneville, 0.33. santa rosa around a quarter of an inch. sebastopol, tapering off. san francisco only reporting 0.01, barely measurable. that was the first wave pushing on shore early this morning and into portions of the afternoon. on the satellite, radar right now, another batch of rainfall just offshore. in fact, right now, closer look, you see the yellows showing up near the santa cruz county coastline. with that, organized rainfall here for parts of the bay area and we'll work this map up to the north and the coverage increasing as well. in fact, the distance from ocean beach, as we take a look at that, within about 10 miles or so. that is actually beginning to move closer to the bay area. from ocean beach, around 18, 19 miles, closing in on the bay area shoreline. more rain in the forecast for later tonight a

. >>> this is ktvu mornings on 2. >> good morning. thank you for waking up with us on this monday morning. it's january 18th. i'm pam cook. >> good morning, everybody. i'm brian florida. another strong storm has soaked the bay area. the roads are pretty wet for this morning's commute. the russian river is starting to get full from all the rain. around 2 to 3 inches of rain fell in lake county which included burned areas from the destructive valley fire. the strong storm caused damage across the bay area leaving thousands in the dark. pg&e is reporting several outages. one left about 500 customers in the dark around proctor avenue. the huge pine tree fell on power lines, leaving a big mess behind. some say it was pretty scary. >> i was downstairs and all of a sudden there was a large explosion. and we weren't sure what happened and we came out here and we had power lines down in front of our house. and luckily, one of our neighbors said just stay inside and don't come out. >>> pg&e crews cleared the tree and restored power. neighbors h

ktvu henry lee joins us at the west oakland station with the latest developments. henry. >> reporter: julie we are hearing new information from a witness on the platform and learning about the victim. according to the coroner's office they are having problems identifying him. once they do that, they will determine whether or not he perhaps could have known his assailant. here at the west oakland bart station and why the victim was allegedly armed with a knife. let's go back to 7:45 saturday evening. this san francisco bound train was enroute pulling to the west oakland bart station when witnesses say the gunman was wearing a long trench quote and fired numerous shots at the victim and as the doors of the train opened the gunman fled and stunned witnesses tried to perform cp rand paramedics but he could not be saved. we caught up with a woman on the platform saturday night. let's hear what she had to say. >> i heard three rattling banks in succession. i noticed the train should have pulled out and was not and i saw a bunch of people running, running towards the door
