ktvu's jana katsuyama here met -- here now. does this put the issue to rest? >> interesting question. not exactly, on the one hand it's a whole report that had a little bit for everyone. on the one hand there were some people who said that it actually reinforced some people's concerns about hillary clinton and her credibility issue. on the other hand, there was a great deal of information in there but they said they didn't feel like they had enough to press criminal charges. another thing that was really interesting is that in all of this you have the fbi director who came out himself, james comey, very unusual, he mentioned in his statement that he was going to provide more information than they usually give. i think you had that and also some of these other issues where there were definitely these points where hillary clinton had said at one point there were e-mails that were classified. when he came out today he said there were some e-mails in there that were classified at the time of transmission. so it really had a little bit both for her critics and for

ktvu's cristina rendon is live in san mateo with details. cristina. >> reporter: well, julie, the san mateo county district attorney and the police chief here in the city say they are disgusted and disappointed if the allegations in this criminal complaint turn out to be true. they say this really came as a shock to the department, because this officer was well liked and very involved in the community. kidnapping, forcible rape, and abuse of authority. those are some of the accusations against former san may that 0 officer is noah winchester. >> they are the most serious allegations that we have ever filed against a police officer for conduct on duty. >> reporter: the district attorney says winchester is facing 22 felony sexual assault charges. a criminal complaint shows winchester approached women on the street while on duty and forced them to go to another location where he would sexually assault them. investigators found three victims from san mateo county and two victims from sacramento county dating back to 2013 during winchester's time

ktvu's janine de la vega has more on the conditions as firefighters push to increase that containment. >> reporter: it has been a grueling beak for firefighters. they are at the mercy of the wind and the heat. they are back out on the fire lines today hoping to make progress. the fire grew overnight and has now burned more than 27,000 acres. crews worked overnight and through the morning using bulldozers to stop the flames, but containment remains at 10%. the flames ended up consuming more homes. the total number that has been destroyed has climbed to 34. homeowners are increasingly worried. more neighborhoods have been evacuating and those in surrounding areas are wondering if they will be next. firefighters are trying best to protect structures. >> the work is hot and hard. we saved some homes already. it's being very well managed. >> reporter: firefighters say they are being mindful of safety, especially after word spread that a bulldozer operator died when the bulldozer rolled over steep terrain in the fire. crews are working in 24-hour shifts. calfire is predicting the fire won't
