ktvu's tom vacar joins us now from the tunnel. caltrans has a new plan in place to make sure a power outage would never close e tunnel. >> reporter: that's exactly right. what's really interesting about this is there's an explanation here and there is a solution. first thing you need to know, caldecott tunnel has two sources of power full-time. one is from pg&e's grid on the alameda county side. the other on pg&e's grid on the contra costa county side. the odds of the grids on both sides failing at once have always been zero. nonetheless the tunnel complex has long had generators but that system was there for a specific reason. a back up to the double bridge system for emergency evacuations. >> the priority had to be on safety. so we had redundant systems in place and emergency system and a tertiary, third level system in place. >> reporter: caldecott is one of the most important corridors in california. it's essential for earthquakes, tidal waves or any other major emergency that might require a huge migration either way. >> then
