the plans put new combat forces in kuwait that borders iraq. jim miklaszewski joins us. been in discussions about this for months and part of the decision is to reassure allies and answer critics including republicans who are concerned about the troop withdrawal out of iraq and the presence in the region. >> that's right. this is all about iran, tamron. when the talks broke down between the u.s. and iraqis a few weeks ago about keeping some u.s. military presence in iraq and the president announced that all of the combat troops will come out by the end of this year, the concern among the gulf coast allies is as a matter of fact a run would become a threat to the region because u.s. forces were not in iraq to keep a check to act as a hedge against any kind of iranian abuses or adventurism in the region. what the united states is considering now is putting about 3,000 combat troops into kuwait. in addition trainer who is would train iraqi who is came out into kuwait or other neighboring nations in the gulf states. this is just a token force. for now it's what the u.s. mili

military is planning to train them in other countries like kuwait and the others.a run. once forces came out of iraq, many of the allies felt that that hedge against iran threatening neighbors was gone. the military is considering putting several thousand american forces into kuwait to serve as a trip wire. this would be pretty much a symbolic show of the force. 3,000 american service members are not going to take on all of iran, but the feeling is that iran would be hesitant to pursue a threat against the neighbors there in the gulf state. if the combat forces were still there in iraq. they already have a robust prngs. they have an air base in qatar and they always have a presence there. if needed, the situation became so tense they could put a couple of aircraft carriers into the gulf in quick order to push back any possible threat. >> mick, as you take a look at the context that you have been serving, how does it fit in? we have been at troop level and force level in recent years. >> absolutely. the force level will go down considerably. they are about 38 to 39,

we have a very good agreement and a very good arrangement with kuwait. i would imagine we'll have an over the horizon capability. if we could have training conducted there, that's a possibility. i'm guessing that's an outcome. what you want to do is have soldiers and noncommissioned officers and their leaders to train in field exercises and to train in command post exercises on the ground where they live and where they work. you want to be able to do that in iraq. that's gone. >> as you know, some u.s. military central command which overseas this entire region didn't want just 3,000 to 5,000 u.s. troops remaining in iraq themselves want 15,000 or so to remain there to underscore this u.s. military presence in the face of potential advantage that the iranians, their next door neighbor, are seeking. >> take it to the next level. at the strategic level, iran is the influencer in the region. it is now very, very apparent. baghdad has made a decision not to align it southwesterly the united states and with the west. they clearly are looking to tehran. you bri
