cbs 58's kyle aevermann was there and joins us live from that's new at noon...kyle? 3 3 there was some hesitation in the last common council meeting about passing an ordinance requiring window screens because of how it could affect those who live in high rises. this morning city staff presented a substitute ordinance to the zoning, neighborhoods, and development committee.before this morning's meeting, screens were not required for openable floor. city staff believe that may be because screens were originally called insect screens, and at the time of the initial ordinance it wasn't believed insects flew higher than that.so the substitute ordinance would require all openable windows, regardless of floor, to have a screen.this will only be required for rental units, and not condominiums.it will be the responsibility of the landlord to install and maintain them, not the tenant. the change to the ordinance comes after two year old michael mccly woke up froa a window, got stuck and died. ald. khalif rainey "i thought this was the least that we could do to make sure we hav

trials.cbs 58's kyle aevermann waukesha county courthouse with the latest kyle? 3 it's official both morgan geyser and anissa weier will be tried seperatly. this morning morgan gesyer and her attorney's were in court.a competency report was received by the court and was sealed with the stipulation that the defendants would be tried separately.as part of this morning's hearing, we heard from former waukesha county sheriff deputy paul rinkas. he arrested geyser aft her and wier at the edge of a forestline back in 2014.rinkas said he read geyser her miranda rights...and she agreed to it. that geyser told him that she was forced to kill her best friend and made references to slenderman. rinkas said he had never heard of slenderman before that.we also heard testimony from an officer from the waukesha police department who questioned geyser after her arrest.and it was theirst time has well heard of slenderman. both geyser and weier have pleaded not guilty by reason of mental disease or defect and will be tried as geyser will be back in court on february 13 for an oral

kyle? the pension error was brought up during this morning's personnel committee. according to the county executive's office the mistakes were reported between 2007 and 2009.the errors were reported to the irs and the county took part of the irs' volunteary correction plan.a county executive's ok that the county could not legally back pay the pensions until the irs completed a report.that was completed earlier this year. however the county wasn't able to verify the cost of 11 million dollars to roughly, 12-hundred people until last month.plus an additional 6 millino dollars in the future.county board members are upset they were not notified sooner about the costs.the county board says that the time between 2009 and now resulted in a dramatically larger lump sum payment because of an interest rate of 8% annually.there are question about why the cost wasn't budget. 3 supervisor james schmitt "no it's not in 2017, but it'd help if it was in 2017. it would help soften the blow. we have a stabla

kyle. >> good morning supervisors breed peskin and drink my name is kyle patterson project manager thecomptroller's office to our office write it in a little little support throughout the process something to briefly present some findings from our work. as you are aware the workgroup was tasked with recommending interventions that would reduce the jail population sufficiently to allow the city to close county jails three and four without needing to build her placement facility. there really begs the question by how much do we need to reduce the jail population to achieve that goal. that's what this bad day and houses answer. we found that the gap between the actual average daily population in jail right now the jail capacity if we close county jails three and four is two and 28 people per day. the two women 20 number is a little bit misleading. it doesn't mean we only need to divert to an 20 people from the joe population to achieve that goal. we need to reduce joe population by 228 people each day. we think a much better metric for that reduction target is bed days. what is a good day
