let's get to kyung lah where kamala harris is holding a town hall as we speak.ng, tell us about this haul and how the debate helped and did it help a lot or just a little? >> reporter: she just wrapped up this event here, brianna. as she was driving away, her campaign put out the release. take a look at these numbers. kamala harris announcing in the second quarter that she had raised nearly $12 million. there are 279 people who donated in the second quarter. and the campaign is touting almost 150,000 new donors contributing during the second quarter, average donation at $39. the average online donation at $24. i want to put this into perspective with some of the other contenders for the 2020 democratic domination. pete buttigieg did outraise her at $24.8 million. joe biden at $21.5 million. bernie sanders at $18 million. and then you have kamala harris at nearly $12 million. what the campaign is saying is that this puts her on par with what she had been able to raise in the first quarter. there's a lot more excitement. so the campaign is spinning this as they're

kyung, is there any reaction from senator harris? >> reporter: well, she's in the middle of her myrtle beach, south carolina, town hall. this is not the format where we've generally seen her talk about this dust-up with the former vice president. she's actually speaking behind me. it's a little hard to hear her because it's so crowded. where we have seen her talk about it is when reporters have asked her these questions in the gaggle. i want you to listen to her response when she was asked by a reporter about her response to the former vice president's apology. >> i mean i think that he is right to recognize the impact of his words, and i applaud him for doing that and having the courage to do it. there is still a point of disagreement between he and i, and that remains, which is that part that is a very significant part, i believe, about that whole era, which is the issue of busing. >> reporter: i followed up with asking why it took him three weeks -- why she thinks it took him three weeks to respond and she said she would like to t

kyung lah sat down with senator harris and she's back with us. also joining us is toluse. still a tad confused about her plan. you really pressed her to give specifics. why does she seem to be sort of tripped up when you ask her whether or not people are going to keep their own private insurance or not and when this transition could happen. >> because she is trying to explain it as a transition. and the way she sees that transition happening is, you know, you start to move very slowly. that this could take as you heard her say, more than four years. now, she's been caught a couple of times public ply from the cn town hall to the last debate, the first democratic debate where at least publicly and we weren't sure where she stood. but what she has said is she does favor keeping insurance some type of supplemental insurance but eventually moving everyone after those four years or so into some sort of single payer system that is the next step she believes in the expansion of obamacare. >> what's fascinating, too, as we listen to this interview which is a fantastic interview. t

candidate kamala harris trying to clarify her health care plan during an exclusive interview with cnn's kyung lah in iowa. critics say she shifted her stance on private health insurance. under her medicare for all plan, she says there would be very little role for private insurance because almost everything will be covered. >> what happens to those 150 million americans under president harris? >> well, it's the same as the millions of americans every day that transition into medicare as seniors. it's seamless. without any difference to their coverage in terms of access to health care. it has to happen over a period of time, there's no question, we would have to go from the current system into a medicare-for-all system. >> reporter: so people who will have private insurance would have to give that up under your plan? >> they would eventually be covered under medicare for all, and they would still see their doctor, and that's what they want. >> reporter: joe biden says what you are suggesting is an elimination of obamacare. is that accurate? >> it's absolute not. >> biden reacted to her comment

let's go to our senior national correspondent kyung lah.s more. >> reporter: well, immediately what this does is according to senator harris, if she does become president, she envisions it would scale up medicare as we know it in 2019. so here is a look at the details. it does preserve a single-payer option, a government-run option, traditional medicare as we know it. but it also has an option for private insurance. so if you get your insurance through your employer or your employer decides to offer, it you could stay with the private insurance. but it would be regulated by the federal government. the harris plan envisions it would look for medicare advantage which is something about a third of medicare enrollies take part in. it is different from sanders in that senator sanders wants to eliminate all private insurance. so how would she pay for it. she said she would not tax households that make less than $100,000. it is a progressive tax that starts once you hit over $100,000 in your tax plan, in your household income. again different from

medicare for all and what we heard kyung is laying out that kamala harris is laying out. you think of harris' plan in terms of keeping a role for private insurance, promising that she won't be raising taxes on the middle class? do you think that is possible? >> so first of all, i haven't read the details of the plan, but what i'm hearing, look, you've got to have a vision. i am co-chair of the medicare for all in the house. it's been a dingell family priority for decades. but if you don't have vision, you're not going to get there. so the medicare for all plan we have in the house would keep a role for private insurance. it sounds like we are similar in that. i want to put all the stake holders at the table and develop a plan that's going to work. so i want to look at what she's saying and when all the candidates are up there and everybody says is there a role for private insurance, i want to make shem. because you're in a state where we've had very good private insurance. the autos have always had the cadillac of insurance plans and people don't want to lose that. but wh

kyung lah, thank you so much. >>> there's more on harris in just a moment. i do want to dive into these new fund-raising numbers first. we have sahil kapur with us, melanie and cnn's political director, david chalian. so all eyes here on buttigieg after he's bringing in -- i mean this is big bank, right? he puts bernie sanders to shame almost, right? $24.8 million. more than tripling his first quarter numbers. how significant is this? >> it's really significant. two reasons. one, you said we don't know bernie sanders' numbers this quarter. he was the top raiser from the first quarter and we'll see if that money machine keeps printing money the way it has been. what buttigieg has done is take his from nowhere to somewhere rise and immediately convert it into fund-raising prowess. he just built a schedule for this whole second quarter to make use of the notoriety, the fame he was getting in democratic circles and just went after every dollar as much as possible. now, his poll numbers haven't matched this fund-raising success yet, so the big question i have is
