kyung lah is going to be joining us eventually. we also have veronica miracle covering the las vegas explosion. first to you, omar, what is the latest from officials at this hour? >> yes. so for starters, we do expect the fbi to brief members of congress tomorrow, according to a congressional aide. but there is a lot that we know from the fbi so far at this point. for starters, they found an i.s.i.s. flag in this vehicle, along with weapons and a potential ied, along with a number of potential ieds in and around that vehicle in the french quarter, which is just behind me here in new orleans. so we know that on that front, we also heard from president biden, who said that this suspect, shamsud-din jabbar, was a former member of the military, but also that he posted videos on social media indicating he was inspired by i.s.i.s.. this is a u.s. citizen from texas, and it's why authorities in the houston area right now are making preparations to search a home they believe is connected to the suspect. but there are a lot of steps they ar

kyung lah. thank you, omar jimenez. thanks to you as well. i want to break all of this down with our law enforcement experts. andrew mccabe, let me start with you. what are the next steps right now for the fbi and your former deputy director of the fbi, as they try to determine who the individuals placing these improvised explosive devices in the area are? >> absolutely, wolf. >> that is priority one for the fbi right now to identify and locate those individuals who they have captured in the surveillance video, placing the ied devices, which, which two, at least two of which have been rendered safe and therefore are probably providing the bureau with some evidence that they can use to compare to the device and the other evidence that's been recovered from the truck. and so they may have a solid forensic connection between the ieds, which would only confirm their suspicion that those three men and one woman are related to or working in concert with the driver of the truck. so that's the biggest potential threat. the bureau is probably focused

kyung. what did we learn there? >> well, he was speaking to cnn's investigative reporter casey tolan, who confirmed in a text message that this vehicle was indeed listed on turo. now, if you're not familiar with this, this is a website that allows owners of vehicles to put their vehicles on this site, and then other people can rent it. so it is a person to person rental via this website. so that's what turo is. and that owner did indeed confirm to our casey tolan that it was rented on that website. two federal law enforcement officials do tell cnn that this truck did not belong to the suspect, suggesting that indeed, it was rented. and one of the sources added that it was rented on a site used to rent out vehicles. so let's talk a little bit more about this vehicle and the aerials that you're seeing. there is an overhead shot of this ford white ford f-150 lightning electric truck. it is registered to a houston man who has worked for a car dealership where the vehicle was sold. and this is according to public records

kyung lah. tell us what you're seeing there. >> i can definitely feel that the winds are slightly picking up, and i can tell some of that because some of the smoke is blowing, sort of clearing out this area and giving us a better look at what some of these neighborhoods are looking like. we've been basically moving just a couple blocks at a time. this is a different area, but i want you to take a look at what this street looks like. what you're looking at. there is a gas line and the gas company is here to try to put out some of these spot fires and then to fully shut off the gas. and as we as lionel pans through this community, each one of these is a home. you can see cars. i think that's a that's a water heater. possibly. this looks like this may have been a kitchen. um, and, you know, a lot of chimneys and, and you can see the front of homes. so you can imagine what each of these families and homeowners had. but you really have to imagine it because there's just nothing left to give you a sor

cnn's kyung lah is live for us in altadena, california. kyung, what are you seeing where you are? >> well, it's probably simply just better, boris, to show you where we are. this is altadena. this is a foothill community. if you're familiar with pasadena, they have the rose bowl. this is a neighborhood just nearby. and the emphasis here needs to be on neighborhood, because each one of these piles of rubbish that you're looking at, and you can still see that there's, you know, hotspots, fires burning across this region. each one of these plots is a home, and these are some of the larger homes in altadena. my knowledge of this place comes because i live close to here. five minute drive. what you have here are some of the bigger homes. the four five bedroom homes. but this is a neighborhood that's generally middle class. a lot of teachers live here because it's a slightly more affordable. a lot of people who bought here many years ago, many retired and older folks, but this is what they have to deal with. now, if you sweep across, i'm going to have lionel mendez just take a sweep acr

kyung lah kyung lah walk us through. i mean, clearly there was a lot of planning involved. um, and also the fact that there were planted ieds, at least two of them in these blue coolers around the french quarter. luckily, they were not set off, but they were supposed to be apparently set off using a transmitter. clearly, the suspect wanted to do as much damage as possible. kill as many people. is that your take? >> that's exactly right. i think one of the challenges you see with his video here is he's very calm. he's moving deliberately. he's putting the stuff in the car, moving stuff in and out. he's thought out the idea of burning down his house, the airbnb that he stayed in to destroy any evidence. so it's clear that he is taking his time planning this out. he planted the ieds a couple of hours ahead of time. so we know this was a thought out, planned thing. this wasn't a random act of violence. he had he had thought this thing through. and that's what's chilling. he seems to be without a care that he knows he's going to go kill at least a dozen more people, 15, 14 peopl

i think we should note, kyung. and to your point, as you're talking about so many people in that neighborhood who may not have been able to get out there saying what the death toll is right now, but that's the official number, and it's pretty clear that officials there are expecting it to go higher for people who were able to get out. what is being done? what is the assistance for them well, a lot of people, i can tell you because i have friends in this community who are trying to find places to stay. >> a lot of the hotel rooms, at least the affordable ones, they are all gone. people have gone into the desert halfway to las vegas to try to find a place to stay, just to try to assess. and they're starting to drive back and figure out, are there airbnbs they can rent? where do they have family that they can go to? most of the people i know have gone to orange county. they've gone to san diego, driven to family up in the north area, and they are just trying to figure out what does my insurance look like? do i have an

and kyung joins us now. kyung, there are many, many challenges ahead in terms of what it's going to take to make people whole and to rebuild these communities. what did the governor tell you? >> well, the governor is trying to reach out to the people who are living in this. the one thing that we have heard from a lot of the fire victims is that they don't have anything concrete, they don't know where to go next. i mean, how do you step forward when this is what you're living with? what the governor is saying today is he is offering a concrete timeline on getting an assessment. he is setting a deadline of 14 days. it is critical to have that assessment to take to your insurance, to get fema rolling. and essentially what newsom is saying is he is in a state notorious for red tape. he's going to slash it. >> so what is this assessment? >> help explain why we need this and and what this means for, you know, that homeowner you got through the state fire marshal cal fire working with county partners, teams of two

kyung lah joins us now. is there a sense at this point of when or if the fire department's budget problem will be addressed? >> well, i spoke to the union. i also spoke to the city councilwoman, tracy park, and they are detecting a tone change as of today. there was a city council meeting, anderson. and what they're saying is that there is certainly an urgency now to at least try to fix some of these substantive structural issues. we have heard mayor bass saying, look, just like the firefighters you've spoken with, that this was an unprecedented wind and weather event and that having firefighters, perhaps right here may not have made that much of a difference. but it does highlight the need to have more fire stations. they estimate they need 62 to be commensurate with other cities of los angeles. the size or just per capita keeping up. and so they believe that because of this wide ranging disaster, that there has certainly been some change as of today. anderson. yeah. >> and the chief was saying those those

kyung, what did he tell you? >> well, bill, what we are really understanding after our conversation with the governor, is that his goal right now is to cut through the bureaucratic red tape, which, frankly, as somebody who lives here, it can be a lot. >> so what we are hearing from the governor right now are some concrete timelines that anyone who has lost their home like this can take away as something that they can hold the state accountable for. the governor says as he was walking around altadena here he was walking with cal fire and other state fire officials, and what he was saying to cnn is that within 15 days, he is hoping to have full assessments done of each of these homes. we're talking about thousands of homes. now, why are these assessments important? you have to have an assessment of your loss by the state in order to take that to your insurance and to take it to fema. you can then start the process of getting some money, trying to figure out how you're going to rebuild. so it's a critical piece of i

cnn's kyung lah reports on what we know about the suspect. >> the suspect behind the terror attack inw orleans up until several years ago appeared to be quite normal. an army veteran who went to college and worked in real estate, and it had started to have some financial troubles. he posted a youtube video, though, as recently as four years ago, where he described that he had been born in texas, that he was trying to get this real estate company off the ground. he identified himself as a veteran. we want to play you a short clip of this. even though this video has been taken down, because it gives you a window into the background of this suspect. >> so i'm born and raised in beaumont, texas and now live in houston, and i've been here all my life, with the exception of traveling for the military, where i spent ten years as a human resources specialist. >> you're looking at a picture from the u.s. army. it comes from a 2013 u.s. army facebook post that identified him as an army staff sergeant, working as an information technology team chief for the 82nd airborne division's first brigade

kyung lah, cnn, los angeles. >> joining me now from here in london is sajjan gohel.e's the international security director at the asia pacific foundation. thank you so much for your time. and, sajjan, i know you are very familiar in your work with these types of acts of terror. so in terms of the nature of this attack, the location, the timing, the motive. does this bear the hallmarks of an i.s.i.s. attack to you? and if so, what does that tell us about the attacker as the authorities are looking to learn more about his motivations? >> well, cristina, it certainly does imply several strategic and symbolic considerations as potentially textbook i.s.i.s.. >> so if you look at the combination of of ramming and shooting, it does suggest a desire to maximize casualties. we've seen vehicle attacks by i.s.i.s. in the past. you will recall in 2016, the nice bastille day attack. then there was also in 2017, the attacks in london, westminster bridge and then also london bridge. both of those involved vehicles maiming and killing people, then follow up attack as well, either us
